barbara boxer has an op-ed that says, basically, maybe this was a mistake to create this super agency within the federal government that has this kind of power. others have argued, forget about defunding the police, let's dismantle the department of homeland security. it would be, in a sense, acting against your former department, but, you know, why does it exist? isn't part of the american tradition that we've never had a ministry of the interior, the way a lot of countries with strong states have had? >> well, that's correct. we haven't had a ministry of interior. and that was actually debated when the department was created. but, you know, the functions of the department are many. it's counterterrorism, cyber security, it's disaster response and others. but it was not created to be kind of a free-wheeling federal police force to be used in cities across the united states. at the whim of the president and the now acting secretary, and it hasn't been used in that way in the past. you know, i think one of the things this reflects is that the lack of leadership at the department, you k
