[laughter] and barney frank always said that was last half-ass thing that either of us did.[applause] but we continued to make our chairman absolutely miserable with -- by doing things like wanting to write alternative views to the armed services committee reports and stuff like that, just made him crazy. i remember he called me into his office. he gave me a copy of his book that he had written, and he had autographed it, "the lord giveth, the lord taketh away. i am the lord and your chairman, f. eddie hÉbert." and it was, i mean, you know, so it was really a pretty miserable couple years. [laughter] but ron and i and bella abzug -- [applause] were out there, and we were working very hard in the democratic caucus to try and get the funding cut back, so that there could be no funding for democrat -- four use of combat in vietnam. and i will never forget. the three of us had been working hard, and ron was giving one of his wonderful speeches, and he got up there, and he said, "there are only three of us in this room that have the balls" and we pulled on his sleeve and said, "i

. >> barney frank, good to have you here. >> i'm joined now by a federal prosecutor. the crimes that he is being insight p dieted for, you might call them meta crimes. they are crimes of concealment. they are lying to federal agents which is a federal felony and structuring. describe what structuring is. >> there's a rule if someone takes more than $10,000 out of the bank, the bank has to file a currency transaction report. they have to tell the government what you're doing with your money. if you try to evade that in what's called a structured transaction, like you take out $9,000 rather than $10,000 -- >> and a bunch of those in a row. >> your bank says hey, what's going on? if they think something fishy is going on over some period of time, they report you to the government. >> indicting a former speaker of the house is a big deal. this indictment drops tomorrow. they're on crimes of concealment. the underlying act is the thing everybody wants to know. we hear reporting say taken out of the indictment at the request of the lawyers, that instruct me as very weird. >

for those with tenure on the committee, myself and the ranking member, to have barney over one shoulder and spencer over the other, it seem like old times. we certainly know of barney's fierce intelligence, but i hope people remember spencer's gentle and kind leadership of this committee and sometimes when emotions and passions start to run high, let's remember the example he set for us respect and decency and, yes, humor, and somehow in any moment, i expect for these two to carry on one of their classive debates. we'll see if that actually happens or not. i believe that is all i need to say about the hearing room at the moment. in which case the chair now recognizes himself for three minutes for an opening statement. today's hearing will be focused on protecting consumers and their private financial information in an age of computer hackers. the world has experienced a technology revolution, one that's brought remarkable benefits to consumers and the broader economy, but it's also increased some risk on consumers by making the theft of their personal financial information a profitable
