beck was sick for ten days. and though we haven't faced any ongoing health problems yet, we know we may face problems in the future because the bacteria infected beck's 10 month old digestive system at such a young developing age. people assume that if a product is being sold on the shelves, it's fine and there must be some inspector out there making sure it's okay. but in reality contaminated foods frequent lly slip through the cracks without being recalled. the regulatory accountability act would make it more difficult to ensure that the food we feed our children is safe. in 2011 the food safety modernization act authorized the fda to issue additional regulatory protections to prevent contaminated food and respond to outbreaks. but the raa would stop these new protections in their tracks. the regulatory accountability act would add dozens of cumbersome new requirements to the rule making process and put corporate profits ahead of public health and safety when developing new regulations. the legislation would a

nbc's katie beck is in victoria. katie is joining me by phone right now. katie, talk about the damage you're seeing from the hurricane where you are. >> reporter: hey, alex. damage here structurally is pretty minimal. but the flooding is going to be extensive here. it's creeping closer and closer to the edge of the road. if this continues roads will be submerged. seeing a lot of downed power lines which is probably why we're having some difficulty getting cell reception out of where here right now and rain is still coming down very heavily in sheets. so it's really interesting the weather pattern at this point. it starts and stops. you get strong bursts of wind and rain and then it lets up and then it comes back. so the outer bands are making their way as they stall over this area, but lots of street signs turned over. every stoplight anywhere is out. and obviously all businesses are closed. no one -- most people are staying off the roads, it's pretty quiet, but it is going to be interesting as this rain continues to collect exactly how any of this is goin

catie beck in victoria, thank you very much. shanna mendiola has been tracking the updates for harvey and join me now with more on the path and what people can expect over the next she ever hours. shanna, is there new information or is this the same producer of water that it's been over the last several hours? >> that's right, thomas, unfortunately it's doing the same thing. our latest update shows the center of circulation, 25 miles northwest of victoria, texas, that's pretty much where it's been all day. the speed of the movement is two miles per hour, slow enough to be like a person walking down the street. it's not making any moves. the wind has died down and now it's a tropical storm. we won't see the effects of the rain go away for several days. it does make a turn towards the water. that's a problem, because it will keep this storm going in the form of a tropical storm. those winds will increase as we head to maybe wednesday or thursday of this week. so several days of rain, again, still the major concern as we head into

. >>> we go from houston to corpus chris christi, texas, where katie beck joins us now live from there. one of the first place harvey had made landfall a few days ago. katie, we know that president trump also set to tour corpus christi later today. what can you tell us about that visit and the situation there today? >> reporter: well, he is expected to leave washington at 8:30 this morning, and we know he is headed to corpus at some point in the visit. he will not be visiting houston, which is obviously, as you saw there, still submerged and expecting more rain. houston will not be on the itinerary, but president trump says he may be making a return trip to exit text as soon as saturday, as well as louisiana. when he comes today, he is likely going to tour some of the damage here on the ground. fortunately, corpus christi is one of the areas in recovery mode at this point. a lot of people have their power back. the weather conditions are mild at this point. one of the things president trump was concerned about was being a distraction to that recovery effort. he did not want to go to ho

. >> let's go back to katie beck in victoria, texas at an intersection flooded out from the storm. people are heading back, but the rain could deliver new problems in the area. are residents there just going to hunter do hunker gown or go else? >> i think there is a lot of fear and anxiety. this is a town on the gaudreau h -- guadalupe river. what you're seeing here would be nothing. as you see there is neighborhoods, low lying neighborhoods all around the river, and most of the people in these neighbors have left. there are a few stragglers running around, but most boarded up and left and they stayed away assuming the rainfall could flood. we spoked to a gentman yesterday, he said when i lost everything in 1998, i was not sure i would recover and i can't go through again. there is high anxiety as they wait here. it is devastate for a lot of homes and businesses. >> i saw you alt a local market earlier today. is irchs getting the foot, water, and ice they mie need. what's the semiout there j warm or chilly? >> it is texas in august. there is some warmth, but not nearly as hot as it

joining us again live from corpus christi, texas, katie beck. good to have you back with us. corpus christi obviously one of the first place hit by hurricane harvey. and now it's my understanding that the storm is set to cycle back again into that part of texas. how are people there dealing and preparing for this relentless situation? >> well, i think they are ready for it, but i also think there's been some time inbetween so they've had time to restock their supplies. many places here in corpus christi actually have had their power restored. as you can see the elements are giving corpus a break for now. for right now here on the ground, i think people are still in a sigh of relief. they're bracing for the rain that will come, but they're certainly not in a situation like houston or victoria where that relentless rainfall is going to cause flooding and significant damage. at this point i think for corpus, it would be just a little more of an inconvenience than anything else. i think that's part of the reason the president has chosen to visit corpus christi today. it's one of

and katie beck is joining us from victoria, texas with a look at the devastation there. and the whole thing about this, victoria was hurt early on in the last 24 hours when harvey came through. and it's about to be hit if you will by the center of this current storm again getting that double doozy. >> reporter: that's right. and people are bracing from the second round, they are getting more prepared by stocking up on things like gas and food while they have a bit of a lull right now. no real rain or wind at this point, but that won't last for long. and we are standing at a corner in victoria where basically the only gas station open for the next 40 miles is this one behind us. and you can see this line of cars here. it's about 100 deep. people have been waiting in this line for up to two hours waiting for gas and several people here at the gas station as you can see have their amp arms full of can to fill as many as they can carry. this morning i was outside of a convenience store and they ran out of coffee and it was an absolute uprising. people are desperate for hot f

our correspondent katy beck has been driving around the streets still remaining open tonight in corpus, i said earlier tonight, the best news for that metropolitan area, they were off by just a few miles. and kind of like sandy here in new york, this was an intense low. but if it had been a little further south, those bands would have packed the water up into corpus christi bay. and instead, it's on the other side of the storm. i'm not sure that makes people more comfortable tonight. but hopefully it will lessen damage and flooding. >> reporter: yeah, brian, i think that's true. i think there is a sigh of relief for the people living here. that being said, driving around right now, it's pitch black in corpus christi. a lot of power outages as well as structural damage. i'm standing in a burger king parking lot. as you can see behind me, the entire sign was toppled over a couple of hours ago in this parking lot. a massive sign that really could have caused some serious threat to life had anyone been underneath of it. fortunately this area has been mostly evacuated since early this morni
