i'm becky quick along with joe kernen and carl quintanilla. we have much more on president obama's address in just a moment. but first, let's get to a roundup of this morning's other top headlines. first up, it is official. opec is keeping its output target steady as had been expected. but some cartel members are calling for stricter compliance and reserves. the bank of england is expected to hold its key rate at a low 0.5%. an announcement is due one hour from now. general motors is expected to unveil the fate of opel today. gm has decided to keep the operation according to british sources. foreclosu foreclosures have remained steady. it's noted that the u.s. unemployment picture will stay bleak long after the recession ends. texas instruments now sees earnings per share of 37 to 41 cents. the street was back at 35 cents a share. we'll keep an eye on how that affects the futures this morning. >> meantime, the president's address is the talk of the town this morning. at times during his speech last night, the congressional chamber looking more

becky, we'll be watching that closely. of luncheons and plenty area sessions and of course a speech later on this afternoon. that will kick things off in pittsburgh in not too short a time. >> the durable goods report for august. it's about to come out as well. rick santelli standing by in chicago. steve liesman on set. we'll talk about that in a moment. rick, why don't we get numbers first. >> minus 2.4, very volatile series of data, durable goods, things that last three years or more is definitely many multiples below expectation, below a july number pegged at 8. if you strip out transportation, this is what most will look at, it's better but a goose ago. it's unchanged coming off a slightly revised up .9, basically 1%. we know the cash for clunkers program is going to continue to have an effect on the data. this is a number that is disappointing the market at least defined by a rally in treasuries pushing yields down and a break inequities that took small gains into small losses. all you technicians out there, of course

becky, what type of a month have we seen so far? >> illustrate would seem the only way is up for the equity markets this morning. tuesday was the first trading day we had for the week here in the uk, but tuesday, wednesday, thursday were all negative. we did lose some 2.3% over those days. we're about 0.9% higher in today's session. looking at the biggest gainers for the market, metal and mining stocks are leading the way higher. one of the issues here is that the gold price has been picking up, touching that $1,000 level. and that's having a positive impact for the start on the like of london kazakhmy's. further down, some of the stocks you can't see but that are also really strong in this session, we see the likes of xstrata, rio tinto is putting in a strong performance today. we should note that the banking stocks are fairly strong, as well. we've seen this theme coming through in the states in yesterday's session, too. banking stocks are looking fairly upbeat, really, and that's happening again today, the likes of lloyd's adding

it's great to see you. >> great to see you, too, becky. these markets are taking a bit of a breather today. marginally away from that on the likes of the cac 40 and the ftse 100. as joe was mentioning, all the focus is on the banks and the common theme is that they look at the likes of barbly's and goldman and those that have a stake in goldman wants a slight of that action. they want to be free of the limits the government is putting on them. as such, following that story, the biggest banks in france, italy, and switzerland, as well, are trying to lessen or get rid of the government involvement. joe mentioned that big rights issue, $67.3 billion to pay back a total of the $5 million that the french government has offered them. elsewhere, unicredit is turning down the help of austria and east berlin, as well. going their own way, they get get a $5.6 billion capital rights increase. and it's the same story on that landmark, as well. you mentioned ubs, oswald grubel talking about that painewebber valuation at the start of this century. altho

becky, beegee group is receiving a lot of attention this morning. although it's very hard to gauge these oil finds. >> one of the fields of brazil has had a find, which is part owned by bg today. overall, the ftse 100 is moving a little lower. we're down by just about 14 points or so. but for the past few days, we've had new closing highs for 2009. now, a few of the stocks to mention, bg, as we said, is one of the biggest gainers, adding 1.8% at this stage of the day. the property stocks aren't doing too badly. hammerson is moving higher, by 2%, for example. barclay's, coming out with a trading statement and saying that they see market stability continuing in the property market. that was very much what investors have been looking out for in these recent times.> patricia, how is it looking in germany? >> it's not looking too bad. at the moment, we are down 0.4%. bmw is still the strong performer, reacting to an upgrade from the royal bank of scotland this morning from buy to hold. very bulis comments, indeed, from the ceo talking about the business

we'll start off with becky. >> thank you. since friday, we saw fresh lows and highs, at least, for 2009. today they were pulling back from those levels. pretty much unchanged. but as you can see in the past couple of hours, we have lost some ground, we're currently trading low in the uk markets, almost 40%, .25%, in fact. let's take a look. oil has been a real strong gainer recently after some fines and they found some oil. which is what they like. tullot oil was down 3%. plus we have citi to a hold on the back of that share price. also looking a bit weak this week. the rio tinto back a bit this week. and shares of rbs in the next few sessions. reports that rbs is thinking about the rights issue between 3 billion and 4 billion pounds. at the early stages it would seem, the management out there finding out how that would be received, shall we say, and if indeed it was to go ahead. also, media stocks have been in the spotlight today. check in shares at itv, which is a big uk commercial broadcaster. the shares of itv has been pr

for now, becky has mentioned the interest in british airways in bmi. i've been talking to the company in the past few weeks about this issue. they're looking at a kind of strategy, what to do with it. one of the possibilities is no to be excluded. there's always a question about the price. lufthansa, not reacting strongly to this. big reaction, though, comparatively. two oracle numbers yesterday is s.a.p., the entire sector getting a bit of a damper here. down about 1.6% in that particular company. that is frankfurt for you. over to paris and stephane. >> and in paris, still eads trading higher on the back of positive comments. morgan stanley said that a notice, some positive trends in growth intentions from airlines, which is very good news for the planemaker. morgan stanley raised its recommendation on the stock from equal weight to overweight and raised its price target from 14.5 to 19 euros per share. eads is still the best performer on the market. on the back of comments, the ceo of bnp paribas by new capital rules to be discussed at the next g-20

becky quick is there talking to some heavy hitters. becky? >> the big focus here today is on finding ways to embrace new energy alternatives without making massive disruptions on the jobs in the economy that are built around those old, existing energy platforms. it's a tricky task, but the leaders think they can accomplish it. >> we don't want to forget how important the jobs are in traditional industries and this report recognizes the importance of our coal industry and our natural gas industry. we need to find a way to clean up, if you will, those emissions from consuming oil and gas and coal. >> now obviously, a lot of those big, u.s. exporters have been benefits from the weak dollar. something they've been benefits from in the short haul, but over the long run, it is a concern. >> we have major customers in japan, asia, so in the long run, they need to be stable, too. we think a stable dollar is the best interest of everybody. >> we caught up with the ceo of arch coal and said he's looking for growth of 1 to 2% for 2010. he said it's not

joined by becky looking at the market. >> let's see that. it's pretty exciting today, i have to say. it usually is, but particularly today, 1.5% higher roughly. and cadbury is the big story. shares of cadbury almost 40%. kraft in the u.s. that it was 7.45 a share, but the stock has risen above that offer price. cadbury rejected that approach from kraft. still hoping they'll be able to come to some kind of agreement. and cadbury came out with a few comments saying they believe that the offer undervalues the company, they're confident in the growth prospect. i think this story will have a little way to run. if these two businesses come together and come some kind of arrangement. also london very strong today, the shares of that company higher by 8%. and the observer newspaper reporting that they've asked the conduct the study. so plenty of m&a activity. what's going on in germany? >> well, we are very close to session highs, up about 1.5%. and i have to say the volumes are better than i would have expected to be for a u.s. market being closed

becky. >> uk markets have managed to gain today. yesterday we took a bit of a pause from the rally we've seen in recent times and dipped back below that 5,000 level that we closed above by the previous day. we're about 0.7% to the good and that takes us back above that crucial 5,000 level. let's see if we can stay above it for the crucial level. plenty of gainers on the uk markets. some fairly broad based gains for that market, too. really kind of cut the mixed kind of stocks. if you look further down the list, it becomes obvious that it's the basic resource stocks, metals and miners which are dominating the top 10 of the ftse 100. let's take a look at the other individual stocks on the market today. witherspoons came out with figures this morning telling us their full year sales up by 5.2%, also saying that they have seen like-for-like sales in the past six weeks. also it's fairly strong, higher by 1% and the stock is acting accordingly. patricia, how is it going in frankfurt? >> over the last 5 1/2 trading days, we are up by 5.5%

becky. >> we are watching the markets move higher, as well. the ftse cnbc 300 about 36 points or so. we could have a fresh year -- fresh highs for 2009 at the end of trading today. looking at why the markets are moving higher, intercontinental is a big reason for that. check out shares of this company. up by 6.5% for intercontinental. the owners of credit suisse say they see recovery and cheap valuation when compared to its peers is the reason for the increase in their rating and therefore, the increase, as well, in the stock value of the company. basic resources strong today. down rio tinto and xstrata looking pretty strong. the stock of kingfisher is in 2.9%, as well. this is europe's big home improvement retailer. they came out with figures this morning, almost accidentally. they published figures yesterday which weren't fit for the eyes of kingfisher. as a result, they had endifficuen difficu indicative figures. they see tough conditions pure cysting for the rest of the year. certainly the shares having been hard hit previously are now mov

let's find out with our team on of reporters kicking off with becky in london. >> thanks, ross. yesterday we broke through that 5,000 level and closed above 5,000 by just a few points. today we're consolidating that position a lot bit. we are higher by about 0.3% or so. looking at some of the movers, tui travel, thomas cook both adding ground today above the replacement of arcandor's stake in thomas cook indicated at a range of 240 to 245 p, that is pretty well covered and we're seeing shares of those companies gaining accordingly. we've had earnings news today, particularly in the home retail sector. home retail saying their home bases and businesses fell but fell by less than expected. the stock is the biggest decliner of the ftse 100. pulling down with it the likes of kingfisher, as well. patricia, how is it going in germany? >> really well over the last four trading sessions. commerzbank continues to perform. yesterday, the biggest performer. today, we were up as much as 10%. above that, at the moment, up about 6.9%. are, of course, one thing, the positive comments that we h
