we have a number of people here, but before we go to that, i want to welcome our president been chiu. would you like to make a comment? president chiu: fisherman's wharf is a destination. and about 10 million tourists go through. this is in the heart of the wharf. as you know, it is not a good street level experience. it is poorly designed for people looking for parking, extremely difficult for cyclists and for muni. for many years, there have been discussions about how to build the streetscape. in fact, this project dates back to 2006, which is when this has happened. there is no consensus that will be presented today, and this is important not just for the neighborhood and for my district but for the entire city, and the budget analyst's report in addition to my strong support, mayor lee also wants to make sure that this project gets done for the eight america's cup. i hope that he will support this. chair chu: thank you. >> i want to start by saying that the supplemental appropriation requests before you is the design for a two- block segment of jefferson street. we are here reques

chiu: thank you. next speaker. >> been added. my name is kendry. was handed the reins of an association, and also, i'm speaking on behalf of the mission association. in 1951 when the yacht america arrived off the coast of britain. the royal yacht. in the audience was queen victoria. it came back to new york, and that is how the america's cup was born. it was not until 1983 when these young folks, let's from australia, arrived with a yacht. they had a flag with the boxing kangaroo. it was radical to win the race. they went to australia, because they had the right to select where they had the race. the place was called fremantle. i was in fremantle in 1969. it was a backwater port where the ships would pull in, both cargo and passenger, to refuel and replenish supplies. i went back again after the race a few years ago with my daughter. let me tell you, that town, that city is a gorgeous city now. it has got beautiful shops, parks, bars, entertainment places, just everything. this was only because the america's cup was held there. i urge you to vote i

the last, as you are aware, is the housing trust working group, which i think president chiu has been part of, along with the mayor, to create a dedicated funding. chairperson farrell: is two bedrooms plus defined as family friendly? >> it is defined as family housing. i think it probably relates back to president chiu's question. if you have five kids, is a two- bedroom really going to be enough? what is the ability to finance either at market rate or in an affordable sending those multi- room units? i think it is a challenge. i cannot speak to all the intricacies of financing. it has been a challenge to create those additional units. the affordability gap, even on the rental side, increases dramatically, if you need five bedrooms in a rental situation. it is very difficult to find those larger units, rental or ownership. chairperson farrell: it is not just someone who has one child, or maybe to that can be in a room together. when you start to have families, or parents want to have larger families, are the automatically priced out and gone? i think that is part of what we are talkin

supervisor chiu: obviously, supervisor kim's office has been made abreast of these chaes

chiu. it has been modified a few times based on concerns of parking lot operators. we had to hearings on the item. i believe that the legislation is supposed to be before the public safety committee and the board of supervisors in early march, although we have not seen an amended version. i might push a little bit. the changes were minor and ultimately this is something not for this commission to enforce but this is a police matter. obviously impact our committees quite a bit. that is an update. -- obviously impact our permittees quite a bit. president newlin: they were worried this would impact the mom-and-pop businesses quite a bit. there is a probation period of two years. mom-and-pop parking lots that are not affected will not be subject to the intensity of the parking lot legislation. with that, they went ahead and moved it to public safety. >> great, ok. i will let the commission know what i have a date certain for that if anyone is interested. i wanted to update you all, for any who were not there. we did have a retreat saturday the 18th. and it went really w

supervisor chiu: you will probably remember this item because it has been before this committee a number of times. there was discussion last time about the specific parcels that would be included beyond the application of this legislation, which would allow for 1% construction fees on various projects to be used not just for on-site art, but are in community programs in areas in and around wherever the building is being created. of what i would first like to do is specifically discuss the boundaries. remember the last meeting where we added a number of parcels. today after a discussions with a number of other stakeholders, we will be amending this slightly to bring the number of parcels down slightly. let me say for the record what parcells this would include. parcels in the following districts the -- falling districts. been a survey conducted. there is a better sense hon more specific studies. president chiu: that was a question i was going to ask as well. i guess different priorities might be heard, but i have heard from folks. if any of the other presenters have data on that, it would be graeat. parents that are in danger of losing. >> i think some of the policy considerations when you are guilty deeper into the issue, whether they are rich or poor or in the middle, there is a reason that something triggers an exodus. one of the issues is the economic impact of the residence and income levels. how do we leverage resources so that we can attract and retain families? they're probably more in this city than any other city in the country. it may not be a major consideration. there are a lot of other factors affecting this. with also want to look at maintaining a diversity in the population. low-wage earners, who also providing many of the services that we depend on. maintenance, we don't want the low wage earners are leaving the city. we want them to raise the families here. the real questi

i wanted to take a brief moment to emphasize that perspective from president chiu and thank all the work that has been done so far on this project from city staff. supervisor chu: thank you. >> thank you, chair person and committee members. i appreciate the comments about nearing the finish line with the branch library improvement program. this is, in fact, the 24th project. as you recall, there are 16 renovated projects and eight new library buildings. we are very pleased for this particular project, and i think it bears mentioning that in terms of background, a 2 was originally scheduled as a modest renovation that had in its budget about $3.4 million, but by listening to the community in 2007, there was a request for a full master planning process, and we in gauged as partners with the recreation and park department and dpw to realize a full comprehensive plan, and that plan called for a new library at 701 lombard street in addition to the additional space for the joe dimaggio playground. the funding for that was going to be through a second series of lease revenue bonds, but i am here to provide s

president chiu: thank you, first of all, colleagues, i'd like to move the amendment as a whole that has been provided to us by city staff and i'd just like to state that as some of you know, obviously in 2010 i was one of a number of sponsors of our original america's cup bid because i did think of it as an important opportunity for the city and obviously between 2010-2012, a number of things have changed, aspects of the deal changed, financial assumptions changed, and we did have some difficult discussions. and i know that there are mixed perspectives about what may have happened over the last couple of months. that being said, i do think today the approvals we have in front of us are absolutely worthy of our support and think they are appropriately focused on the race over the next two years and this is a solid set of agreements. we are bringing an incredible, international sporting event to the national amphitheater of the bay and bringing significant economic opportunities and making infrastructure improvements on the waterfront that will have an impact for years. so colleagues, at this

[gavel] thank you. >> there has been an acknowledgement of the special places around san francisco bay. well, there is something sort of innate in human beings, i think, that tend to recognize a good spot when you see it, a spot that takes your breath away. this is one of them. >> an icon of the new deal. >> we stood here a week ago and we heard all of these dignitaries talk about the symbol that coit tower is for san francisco. it's interesting for those of us in the pioneer park project is trying to make the point that not only the tower, not only this man-built edifice here is a symbol of the city but also the green space on which it sits and the hill to which is rests. to understand them, you have to understand the topography of san francisco. early days of the city, the city grows up in what is the financial district on the edge of chinatown. everything they rely on for existence is the golden gate. it's of massive importance to the people what comes in and out of san francisco bay. they can't see it where they are.

chiu: thank you. next speaker. >> good afternoon, supervisors. my name is charlie papas, and i am a dispensary chairman. we have been closed for 137 days. 12 employees with full benefits are no longer employed. half of them are parents, and our landlord was threatened with years in prison because we are around the corner from a playground which we helped lease. i have a list of requests from you folks that i will email you also. i would also like the mayor to get involved with this, so if anyone of you can help me speak with the mayor, i would appreciate that. there are some concerns, and we should be concerned with medical canada's patients in the city because i think it is important. i think our civil rights are being taken away, and i think that the fantastic legislation that you came up with in 2005 is denigrated by the federal government, and i hope the mayor and yourselves can do something about this or at least speak up. that is what i am requesting. thanks very much. president chiu: thank you very much. are there any other members of the public who wish to speak during general public comment? >> hello, my name is pawlenty brown.

the item has been called, so let me introduce the supervisor and our president, david chiu. could we please reconvene? thank you. we are resuming. thank you. >> if you remember, this is a piece of legislation to provide more flexibility to our city currently uses the 1% public arts the. there was only one outstanding issue the last time we met and that had to do with an amendment i have just offered that is supported by the mayor. just to remind you, the city currently requires developments over 2500 square feet. as this piece of legislation moves through the process, the planning commission an arts commission wanted to expand this citywide. the legislation expands requirements to all projects city-wide. since the last time the legislation was in front of you, the mayor's staff and i have convened several stake holders to talk about how this should be expanded. a good approach to move this forward, and it is embodied on this paper. i will give you a second to get to it. we heard a lot of feedback that adding additional costs to residential projects might be challenging right
