we have a crash in the city and bel air. the report of an accident in halethorpe. a few things to watch out for this morning. on the outer loop, 11 minutes. six minutes on 95 southbound in howard county. 18 minutes between the 95's. that is the latest on traffic pulse 11. >> testimony will continue in the trial of a man accused of raping a girl. 2010.happened back and 1 jurors were shot surveillance video. the victim also testified. an early-morning fire is ruled an arson. >> nobody was home at the time. jennifer franciotti is live at the scene at what police are saying about this incident. >> we're at church and franklin streets. investigators know this fire was intentionally set. morning, thereay were flames and smoke coming out of the roof. >> my mother looked up at 4:00 in the morning and she saw the house was up in flames and called 911. >> they were not home at the time the fire broke del. it took firefighters about 20 minutes to put out those flames. there were racial and sexual slurs on the outside of the house. >> that raises suspicions with our crews. imm
