this is the conserve a bill in this farm bill. and in all the discussions of the farm bill, it too often gets overlooked. in fact, it is our nation's largest and most enduring investment in conservation on private lands, which are the majority of our lands in america. this farm bill includes an historic agreement between supporters of traditional commodities and environmental and conservation groups to link conservation compliance to crop insurance. critically important as we eliminate direct payments and ask farmers to manage their risk through crop insurance, we do not want to create unintended consequences of risk for our land and our water resources. at the start of this farm bill process, commodity groups, conservation groups were on very different sides on this issue, but they sat down together, they listened and they found common ground. and it turned out their differences weren't as great as they thought they were. in fact, mr. president, no one has a bigger stake in protecting our land and our water than our farmers. with

this bill is a reform bill. it eliminates direct payments. it links crop insurance to conservation compliance. it has all important things in agriculture policy. ohio farmers are clear they wanted a farm bill that eliminated those direct payments and provided the risk management tools they needed when times are bad without the market-distorting policies that ensure farmers are planning for the program and not the market. unfortunately, that was happening far too often. in the last six or seven years in the senate leading up to the 2007-2008 farm bill on the 2014 -- 2013 and 2014 farm bill, if you will, i had roundtables with farmers and rural development people around my state. working with colleagues senator thune and senator durbin, we were able to streamline the farm safety net and make it more market oriented. it's the basis for the agricultural risk coverage program which was included in the commodity title by reforming commodity programs to better align with the market instead of simply sending out checks even when times are good. in ma

this bill fixes that. i hear a lot on this floor about the warnings of days gone by and the fear mongering attached to trying to instill accountability on this bureaucracy in washington. i don't think any of us on either side of the aisle wants to defend overzealous democrats and imposing unnecessary burdens that have clogged this economy. now, america doesn't work when special interest groups use the courts to impose backroom regulations that destroy jobs and reduce take-home pay. this bill before us fixes that. make no mistake, excessive red tape hurts working middle-class families. for example, it was reported that a proposed osha regulation would impose costs on the growing domesticic energy sector equal to 1,120 per affected employee. these employ yes, sir should not have to -- employees should not have to worry about smaller paychecks and another emerging practice of washington regulators that hides the real impact that excessive regulation has on jobs. under the pretense of minimal regulatory impact
