joining me on the phone, bill bratton, the former new york and l.a. police official. bill, let's talk about what we just heard from clint and get your take on what might be going on inside that building, that either the shooter has barricaded himself inside a room or office, he could be trapped in a stairwell. in either case you would think there would be negotiators who are working this situation right now. >> that's right. as soon as this began to occur that he would have got a lockdown shelter in place message going out to people in that building. that scenario that was just described, one of those people in the building who supposedly witnessed the shooting of a security officer, there was a report that this individual, the shooter, may have been armed with an assault-type weapon as well as a handgun. that's one of the stories i heard is that the handgun may have been actually taken from the security officer so that's just another piece, very preliminary, in this. this may move very quick low from an active shooter moving to one who's now a barricaded person. the c

joining us former police commissioner bill bratton. commissioner, one of the things that's surprising and something that gripped our attention is the amount of police presence and security officials, s.w.a.t. coming in and out of here. as tom explains geography, setting, proximity to the airport and the capital, one would think part of that national security presence is due to the fact those high-priority locations are in close proximity to the navy yard? >> it's all those things, the navy yard flying into d.c. is part of the flight path into reagan. the idea of somebody armed with a significant weapon, the concern would be certainly the ability to shoot plains coming in. lets face it, the nation's capital, there has to be in excess of three dozen agencies there that all have significant police capabilities, s.w.a.t. teams. it is the nation's capital. what you're seeing is literally everybody going on high alert, although the incident is not occurring on the majority of their properties, they are going to effectively going to lock down

i want to bring in bill bratton, former l.a. police chief. chief, we had cathy lanier, d.c. police chief saying there were potentially two other shooters out there and this is still an active search. that struck many of us as very alarming but also concerning there don't seem to be any other indications of that from all our reporters at the scene, our local reporters at wrc, tom costello. there doesn't seem to be an active search. can you explain police procedures on this? >> i teach a course on news media relations, the most important word for police chief is preliminary. cathy lanier used that preliminary and appropriately so. what she was dealing with apparently was information there may have been potentially a second or third shooter she referenced. that was she tried to explain the very large perimeter and the fact they were conducting large searches, based on surveillance video, which i'm sure there's quite a bit on a military base in the nation's capital. i think it's becoming quite clear at the moment, however, it may all been the work of one shooter now deceased. i

. >> >> reporter: bill bratton, former lapd chief. bill, you just heard from d.c.'s police chief there, cathy lanier, an active search for two folks they believe might in some way be connected to the shooting. are we talking about going around and knocking on doors in the area? what more are we talking about? how are they conducting this exhaustive search. >> let me give you a sense of what's happening here. the one the fbi is now taking over the investigation according to her and her agency will be assisting certainly in the continuing search. there was an earlier report that an i.d. card found at the shooting scene based on that card being found, officers obtained search warrants and went to a home the that individual. that individual by coincidence may have been dismissed last week from that facility. and as the ifrs were conducting the search, the individual showed up at the home. this individual i understand bears a very good resemblance too the deceased shooter, that is in building 197. the initial confusion with the id card was that that id card belonged to t

we want to turn to bill bratton, the former police commissioner of boston and new york city and served as chief of police as well. good morning to you. what are our investigators doing now. here we have a shooter that was killed but what is the primary work they're doing today? >> the idea is to try to, as best as possible, sequential idea of what happened, where did he get the guns? where did he have the guns? that's still pretty much unknown. they're certainly in the process of attempting to find next of kin. there are multiple investigations going on at this juncture. >> we're learning a few more details about this gunman. does he fit a certain profile? >> in some respects he reminds me of christopher donner. the former los angeles police officer who also as a result of a reversal in his military career, that was the spark that set him off. what we're seeing is an increase in the number of these incidents, the availability of firearms and the number of them are increasing, the pace of them, if you will. >> it's difficult to think about but you're one that says we should be more prep
