bob barnardis live in ellicott city with the latest, bob. >> yeah, guys, thi we're north and west of the downtown historic park downhill. i'll step out of the way. there it is water gushing and there's car that was coming like northbound here on main street and obviously tipped into this sinkhole creatd think hole in the street created by the water. which again has not been turned off. we're uphill again from historic part that was flooded last july 30 saturday night. the water is going down main street but it is not affecting the area devastated ten months ago the water is dissipating before it gets to that part of ellicott city. still a problem here. this road here as erin because mentioning between roger avenue and bell front, also kline avenue this part of main street is closed. we're seeing they have behind our camera there's a detour. but this is why. and so right now getting a round city is impossible and we're still waiting for fools to turn this water off. fortunately the berp in the car is okay and we're not quite sure about water service in the general area built obviously

fox5'sbob barnardlife outside of howard with the story now. what's going on, bob?reporter: allison, steve, good morning. actually five female students here at howard university are suing the university saying that officials here did not properly handle sexual assault allegations. they say the university was slow to handle these report that is were made against fellow students and in one case a campus police officer who allegedly raped his girlfriend here on campus. one of the alleged victims in the lawsuit complaint a twitter storm people came on the streets here and we covered it this was in march of the last year. there was a protest here on the streets in front of the university because that one alleged victim went on twitter after she said university official doctors nothing to handle in a timely way her alleged assault, schenn says after this protest she heard from another student who says the same guy had assaulted her six months earlier and the university had done nothing about it. one of the complainants in the lawsuit says that she reported the university
