i'm bob schieffer. president obama has asked the networks for time to address the nation on the debt crisis tonight. cbs will carry the address and the response by republican speaker john boehner at 9:00 p.m. eastern time. the president's request came after congress and the white house sank deeper into gridlock over how to prevent the government from defaulting on its financial obligations. we have three reports tonight. we began at the white house with nora o'donnell. nora. >> good evening, bob. tonight president obama will address the nation in a rare prime time address. only the 7th since taking office. the goal, say his advisors, is to rally the american people to urge their legislators to seek compromise. the president will talk about tonight how there is a legislative stalemate. one republican bill in the house, a democratic bill in the senate. today the president backed that democratic bill in the senate. he called it a reasonable compromise. you know, it's interesting. on that democratic plan in

and now from washington, bob schieffer. >> schieffer: good morning again. we start with white house chief of staff bill daley. mr. daley, the republican speaker john boehner now seems to be thinking of a two-part plan here. first, congress would agree to cut spending over the next ten years by a trillion dollars and raise the debt limit enough to meet the country's financial obligations through the end of the year. then, a 12-person bipartisan committee would be formed to find $3 trillion more in savings and making significant cuts in medicare and social security and overhauling the tax code. congress would then take another vote to raise the debt limit before the 2012 elections. democrats and the white house have already said there will be no short-term increase. you said that yourself. but speaker boehner just now appeared on fox news sunday and said it had to be two stages. here's what he said. >> there is going to be a two- stage process. it's not physically possible to do all of this in one step. having said that... chris, i know the president's worrie

i'm bob schieffer. the fallout from washington's inability to find a solution to the budget crisis and raise the debt limit has, apparently, begun. on wall street, the stock market was down for the third day in a row. the dow fell more than 198 point today. for the week, it's down nearly 400 points, and it has lost close to $105 billion in value. some of the bond rating services are now saying that even if congress does reach an agreement on a budget plan, it may be too late to avoid lowering the rating on some american securities. we have three reports tonight on that and what it means for small business and your credit card. and we start with anthony mason. anthony. >> reporter: bob, america's credit rating has never fallen below triple "a," but with washington looking increasingly dysfunctional, economists now see the threat of a downgrade as high and rising. >> do you honestly believe that the united states could default on its debt? >> reporter: in washington today, the head of standard & poors, to

and now from cbs news in washington, bob schieffer. >> schieffer: and good morning again and welcome to "face the nation." well, here's what it looks like is taking shape, a deal that would extend the debt limit through 2012 and would cut up to $3 trillion in spending over the next ten years. first wave of cuts would total $1 trillion and a bipartisan, super congressional committee would have to determine the additional cuts by thanksgiving of this year, or if they could not agree, congress... and congress does not act, there would be automatic cuts to defense spending and entitlements. senator mitch mcconnell who has emerged as the key player in this deal is here with us in the studio this morning. senator, thank you so much for joining us. so how close are you? >> well, i think we're very close, bob, to being in a position where i can recommend to my members this is something i hope they will support. we've come a long way since april. back in april the president was asking us to raise the debt ceiling with no spending reductions at all. now i think the potential agreement that you

bob, with the stakes so high, why is there no progress? >> schieffer: scott, here is what is different this time. these leaders are willing to deal but the followers aren't. the reason speaker boehner backed away from a deal over the weekend is he couldn't deliver the republican votes needed to pass anything and he's got nothing on the president. the president can't deliver the democratic votes to make a significant deal because democrats still refuse to touch the entitlement programs, just as the republicans don't want to touch anything that would raise revenues. and most experts will tell you both of those things are necessary to bring this deficit under control. what we've done here is gone from a gridlock to a sort of free-for-all now, and that's why nobody can be sure what's going to happen. >> pelley: where do you think this is going? >> schieffer: well, unless they find a compromise soon and raise the debt ceiling, the government will begin defaulting on its financial obligations, and if you think this economy is bad, wait until that happens. wi
