the boston athletic association says the runner will be disqualified if they bought entrance to the race>>> oakland police say thieves have been cutting off parts of license plates to steal the registration stickers. they say it's a common crime, but usually doesn't get reported. some drivers may not even know that their registration information has been stolen. >> it was in the driveway, and i came out this morning, and my license plate had been basically busted in two. >> they use arazor to cut it off the plate. >>> the traffic is moving along slowly. it's about a 25 minute delay. the game starts at about 12:45 and that means a lot of people will be using the bridge trying to get into san francisco in the middle of the day. just put that in the back of your mind. this is highway 4. slow traffic here. by the way, i neglected to tell you the bay bridge, the drive time was about 20 minutes getting into the city, including time on the bridge. southbound 880 right here, highway 902 clearing an accident, a crash there. traffic a little bit slow. about an 11 minute drive time across the span.

hats off to the boston athletic association and the city, who managed to bring together the various eventen able to remember if pay their respects, and look forward to the future. it began early this morning with a wreath-laying ceremony in the city, and moved to the hooens convention centre, well attended, 90 minute event, spectacular, heavenly music, provided by the orchestra and young people's choir and moving speeches from the governor patrick, and survivors who spoke about how they feel now, 12 months on, and from the vice president joe biden. who ramped it up at the end. his message is bot job is strong -- boston is strong, you are inspirational, referring to those present, injured, surrounded by their families, and that boston represents something that is good for this country and for other cities like it around the world. it's been an extraordinary day in many respects. as i say, something that the people of boston wanted to experience. >> now that this has happened, i think they feel they can move on a little bit and the next test for them will be next monday. >> john, you mentio

wish mayor walsh, president of the boston athletic association, and all the runners and volunteers participatingce commences on the 21st of april of this year. even though boston is standing strong, it would be a disservice to the community not to take a look back. there are still unanswered rnaevions about the tsa rudders. we owe it to doug people of boston -- to the people of boston and the people of america that officials do a thorough review of that situation. last april, the inspectors general of the intelligence community, departments of homeland security and justice and the central intelligence agency announced a joint investigation into whether intelligence was properly intributed and acted upon the months and years before the bombing at the boston marathon. i find it rather unfortunate that the review was delayed because of the senseless 16-day government shutdown in october of 2013. partisan disagreements create serious gaps in homeland security oversight, and this is just one example of the myriad of setbacks that the shutdown yielded. another development since last year is attorney g
