"we've dug quite a deep hole four or five years. so now we have to make an incremental improvement. and incremental - to me - means at least 3 percent allowable growth. kcrg-tv9's brady smith is in des moines - and talked with eastern iowa lawmakers about what they expect for this year. several iowa lawmakers made stops at the capitol sunday afternoon, as they prepare to gavel in tomorrow morning.we caught up with senator liz mathis, who says k through 12 public education funding will be topping their list of priorities. last year's session went long over the issue of education, as lawmakers uldn't come to an agreement.

tv9's brady smith joins us live from outside the cedar rapids police department. brady, police chief wayne jerman says this team will be proactive in its approach to reducing violence in the community. that's really the whole idea, and p-cat is part of this greater push by the city to violence before it happens. chief jerman says p-cat will be deployed to what he calls "at-risk" neighborhood s, and areas of the city dealing with specific crime problems. he says these issues will be reviewed by the commander of the patrol division, who will also look at complaints from citizens. where those crime trends are happening will determine what part of the city the team will work in. chief jerman told us he'll be measuring the team's effectiveness in a number of ways, including a reduction in calls for service and an overall decrease in violent crime. "when they're deployed into a neighborhood that may have an identified crime trend, ideally, we'd want to eliminate that trend so those reports of whatever incidents or crimes they're dealing with will certainly be reduced."
