gr good morning, brent.brothers wants to make it clear charlie sheen had nothing to do with their decision to pay the crew for four out of the eight canceled episodes. today happens to be the day that the whole crew is supposed to come back to work. well, that's not going to happen. if you look right behind me you'll see that there is a sign up there for "two and a half men." it is still up here on the warner brothers lot. the question is how much longer it will remain up here. the rest of the season's episodes have been canceled. and warner bros is paying the crew for four of the episodes. meanwhile, sheen says they should get paid for all eight canceled episodes. most people would sort of sit back and let the dust settle a bit, not sheen. sheen wants a raise. he's willing to come back to shoot the rest of the episodes but wants to get paid $3 million per show. before he was getting paid $1.8 million. yes, charlene sheen is not done. in fact, you can see a little preview right now of what he has to say late

>> reporter: thank you, brent. right now futures are higher ahead of the opening bell, but just slightly so we'll have to see exactly what happens when the market opens in about an hour and 15 minutes from now. we saw the major u.s. index indices dragged lower on friday amid this continued unrest in the middle east. markets in asia are mostly lower. so far in europe, though, things are turning greener. they have been lower at one point. with oil prices soaring the u.s. is considering tapping emergency reserves to tamp down prices. u.s. crude oil is surpassing $106 a barrel hitting the highest price in 2 1/2 years amid gop unrest in libya. prices at the pump reached more than $3.50 nationwide average. that's the second biggest two-week jump ever because on average we have jumped about 33 cents in just those two weeks. and the last time the u.s. tapped oil reserves was after hurricane katrina. so if it happens it is going to be a kind of big deal. >>> wisconsin democrats who fled the state as the debate over employee

>> reporter: good morning, brent. yeah, the latest officer to be arrested is a danville police officer, steven tenabe is his name. he's expected to appear at this contra costa courthouse in superior court to be arraigned coming up. now, over the weekend he posted a $260,000 bail out of the county jail here in martinez also over the weekend. the 47-year-old who works on the danville police force as a contracted officer from the contra costa county sheriff's department faces drug and conspiracy charges. and the investigation into norman welsh and chris butler. welsh is the commander of the state's now suspended drug enforcement team known as cnet based in contra costa county. and butler is a private investigator with a firm in concord. prosecutors allege tenabe and welsh would steal drugs from evidence lockers and bulletler would sell the drugs. it is alleged that butler would pay tenabe to arrest men for drunk driving in an attempt to tarnish their reputations in contentious divorce proceedings. we went to te in tenabe

>>> good morning to you, brent. if there's ever a day to alter your commute, today is probably that day. right now is the time to be on the road. yes, the asphalt is wet, but relatively speaking the roads are pretty much dry. but forecasters expect that to change very soon, as you mentioned, in an hour or so. the worst of the storm is expected to plow into the bay area just in time for the heaviest part of the morning commute, which means places like 101 and 280 here in san francisco could end up flooding like yesterday. the national weather service is expecting us to get pounded with one to two inches of rain. hence the reason they issued a flood advisory for small creeks and streams. noaa is predicting no major rivers to overflow. this is the scene along the los gatos creek trail where parts of the trail are under water because upstream the santa clara valley water district had a release of water from the lexington water reservoir to prevent it from flooding. they are monitoring the saturation levels in the ground

two of the lease is technically required both brent and royalty. however, in the case of one of those cases, only some rent was ever collected under that lease. the result was $1.78 million in lost revenue to the puc. the puc has raised concern that the intent of the original parties was never to collect both rents and royalties under this lease. this was evident early on. based on discussions with the deputy city attorney, it's the auditor's opinion that a technical reading of the lease includes both rent and royalty. further consideration would be needed in determining intent and is unlikely that the city could not collect any rent owed under the -- due to the puc's early interpretation of how it has handled the lease. the puc also put another one of its leases, which expired in 1998, in holdover status. however, because it only had a royalty payment term and the mine was an active, the puc has not received any compensation for the land and over 10 years, even though the laiseasee continues to use the land as storage. from this business perspecti

>> reporter: good morning, brent. yeah, today is the first day of freedom for those people who just walked out of this jail last night free men. yesterday, in all, 36 cases were dismissed bringing the total to 57. this is just the latest scandal giving the san francisco police department another black eye. it all centers around a plain clothed narcotics unit accused of carrying out illegal searches and arrests. lying on police reports and lying under oath, all it caught on surveillance tape during a drug investigation at the henry hotel. this video with us released by the public defender last week. a number of cases involving drug use and sales, but some also involve robbery. that has the police commissioner concerned now for public safety. our crew caught up with a couple suspects as they walked free last night. one says he was arrested at the end of february while just walking down the street. >> thank goodness god is good. i know i'm not trying to commit no robbery, you know what i'm saying? i have been to prison f

some of the way the terms differ is whether brent, royalty, or both are due. royalty rates, deductions allowed, and payment due dates. this audit was a long, and as you can tell, it's complex for several reasons. the duration of the leases, multiple leases with various terms, staffing turnover, difficulty in obtaining data, and the inherent complex technical changes in mining. we looked at the various leases during the period of july 2004 through june 2008 and the puc's management of these leases. our findings over the audit period, the puc has collected $6.8 million under the mission valley leases. up to $634,000 and underpayment, potential underpayments, and other recoveries. due to the complexity of the leases and the data availability, we broke this finding down to three categories. immediate revenue recovery, potential revenue recovery, and lost revenue recovery. immediate recovery was $154,904 that was identified for immediate recovery. this is tenant rent owed. hanson did not comply with this lease. one out of four tested had misreported the royalty rat
