special report anchor bret baier joins us now. what do you think of that, bret? >> good morning. i think it's probably part of the calculation. definitely political. if you have california governor gavin newsom going to the border and doing a video saying democrats need to pay attention to this issue, newsom said he won't run against biden, at least not yet. but it is a political issue that ahead of the election i think the white house thought was too radioactive for the president to deal with head on. now you have republicans in the chaos of electing a speaker on capitol hill and in that vacuum it seems like the white house has chosen this is the time to deal with an issue that republicans have said has been way, way long for the administration to deal with. the speech will be interesting. i think they will do some executive action moves that may speed up deportations. >> bill: looking at a note here, bret. i don't know if it's the case. want to curb illegal crossings by those from cuba, nicaragua and possibly haiti. is that true? if so, why those three countries? >> well, that'
