[bell tolling] >> there was a brief funeral service for 29-year-old krystle campbell. she was one of three victims that died at the boston bombs. she was laid to rest outside of boston. the white house just announced that the lone surviving suspect, 19-year-old, dzhokhar tsarnaev, will not be charged as an enemy combatant. instead, he will be tried in the criminal court system. we also understand a brief court appearance before a federal magistrate this afternoon, while he was still in the hospital and he's also charged with conspiring to use a weapon of mass destruction and one count of malicious destruction of property. he can also face the death penalty if convicted as well. now, there's also questions as to what the fbi knew at the time and did the agency drop the ball so to speak. some lawmakers are looking for answers. >> exactly when did russia call to ask

brian flores was there and will tell us what was said. >> reporter: good afternoon. as work continues on the bay bridge, there's still concern of about 30 or more bolts that were installed earlier this year. while officials remain confident in the bridge, there's still questions on how some bolts snapped in the first place. bridge engineers gave a public update in front of the metropolitan transportation commission. at question, 30 bolts that became fractured. when they re-examined those bolts, they found bolt fractures. this morning, officials blame hydrogen which weakens the strength of the bolts but they told the commission they don't know where it came from. >> it could have come from the manufacturing process. it could have come from the fact the bolt locations were embedded and collected rain water or other moisture and water is ht 0, right? one issue, the source of the hydrogen. >> reporter: now, officials say they've gone through many procedures and remain confident in the in the bolt manufacturer in ohio. they say they are working on a number of solutions to

brian flores joins us live from hotsetter boulevard. know you spoke to a spokes spokesperson -- to a spokesperson. what are they saying? >> reporter: what a difference an hour makes. just about an hour ago, it was pretty quiet. as soon as construction crews arrived at 7:00 and more traffic -- and more workers arrived, traffic started. they will be beginning shifting the lanes from the north side to the south side on hostsetter. this is exciting news for those looking forward to the b.a.r.t. extense project. but this could become a commuter headache for those who use hotsetter. crew also begin a trench for the train to pass. until then, commuters need to know that car traffic will be affected between lundy avenue and flickenjer avenue. the lane configuration will be reduced from one to two lanes. if you use this area frequently, construction on this portion is expected to last seven to nine months as well. then they will begin a second phase which is not expected to start for months. but for now, commuters need to be prepared to leave ea

ktvu channel 2 reporter brian flores is live in rohnert park now and just spoke with one of the victimsian. >> reporter: good morning, tori. well, police arrested 30-year- old jeffrey boise last night. he's accused of attempting kidnapping of a woman in greenbrae as well as a carjacking here in rohnert park. when police caught up with him, he had several bullets, six 30- round magazine, a load-bearing vest and a .22 caliber in the back. police say he carjacked a man at gunpoint yesterday in rohnert park around 4:30. he was juvenile leaving a store on golf course. boise ordered him to drive him to a nearby church. when nobody was there, boise told him to drive to mountain shadows. hours later, close to 7:00 at night, boise struck again, this time in greenbrae where police say he pointed a rifle at a woman. we spoke to her. her name is tina humphrey. she just moved here a year ago. she's the mother of three. she remained calm and said she was actually cable to calm down boise. >> he looked at me, and said you shouldn't have done that. i shade what would you want to do -- i said why would

brian flores is on bayshore boulevard right now. ian, you have new information. >> reporter: that's right, dave. good morning to you. police left some time ago. as you can see here in front of the happy doughnut, business as usual. customers going inside there. but that certainly was not the case about four hours ago as there was an attempted robbery, stabbing and shooting here at this doughnut shop. police say at 3:00 a.m., a male suspect tried to rob the owner. instead of the owner backing drown, he got into a confrontation. i just spoke with the wife of the doughnut shop owner. she tells me that she opened the door at 3:00 a.m. that's the usual time that they opened. then a man about 5'8" or 5'9" pulled a gun out, put it to her head, told her to go on the floor and then demanded money. but instead of mack backing down -- but instead of backing down, the owner stabbed a suspect. there was yelling, a confrontation that led to the front of the store and that's when the suspect fired shots. according to the wife, her husband was shot

brian flores is in oakland now. he tells us a reward is now being offered in this case. brian?, dave. heartbreaking, indeed. no question about that. we're live here on 54th and shaddock. the only thing left from the shooting is some crime tape here and teddy bears. the saddest part, a 3-year-old boy no longer has a mother. the shooting happened at at about 8:45 -- at about 8:45 last night on shaddock here. the victim, a young woman in her early 20s. police say she was shot near her car. witnesses we spoke with, they didn't want to be on camera. they told us they heard several gunshots. when police arrived, they found the woman extremely wounded. she ran out screaming. she died later. her son was found unharm. he was seen playing with the officers and chief jordan while they tried to keep his mind off what he saw. they have information on a suspect. they have yet to release the information. we spoke to a couple of people who came by. >> i thought about kids and all of the other families. i know they are the same way. i work for the funeral home. i'm tired of picking up youth. i'

brian flores just arrived a few minutes ago. brian, what have you found out?reporter: we just arrived here probably about five minutes ago. take a look. you can see a large amount of san francisco fire department crews still at this scene, at this building here. this was a large home where a three-alarm fire broke out roughly around 10:50 this morning. you can see crews mopping up the scene. it's contained. crews will be here for a while making sure there are no flareups. the flames there, fire burning. firefighters responded pretty quickly, in fact, within three minutes. firefighters were on the roof because that's where they believe the fire started, somewhere on the roof and near an attic from what we're hearing. we also understand this fire started off as a two-alarm but went to three alarms. fire officials say it happened because it was relatively windy in the city. fire, again, started near the attic portion or the roof portion. firefighters for the most part have done a good job making sure the fire did not spread to other residential buildings. that's

ktvu's brian flores back in the studio now. talked this morning with an expert who knows more about the nature of the continuing conflict in chechnya. brian. >> that's exactly right. this continues to be obviously a very fluid situation and a very sensitive one because we don't want to come to any assumptions, but this morning we are learning that both of the suspects in the boston marathon bombing are from the region of chechnya in russia in the area of the northern caucuses mountain region. from the 2010 census more than a million people lived there. 95 percent in that area are ethnic chechnyas and it is a primarily islamic region. it has been terrorized -- the conflict in chechnya began in 1994 but quickly turned into islamic insurgencies vowing to create an independent state. militants in chechnya have refrain from attacks outside the region. what you're looking at is video of russian police on guard there in russia. attacksattacks in 2002, numerous bombings in moscow and other cities. there is no connection at this point w

ktvu's brian flores is right there. so when do they think the water will be back on for the folks, brian? >> reporter: just a few hours, dave. good morning to you. take a look for yourself. this is the water main break. the water relegated to the side of the street. not a huge amount of water but crews are able to come here, this morning, roughly about half an hour after the first call came in to shut down the water. so it doesn't seep more water on the streets. about seven customers starting off this morning without any water. as we look at video short early this morning, according to east bay m.u.d., they got the call at 5:30. water was gushing out at a pretty good rate at the time. the crews were able to shut it off pretty quickly. they say it's a 6-inch water pipe that ruptured. they say they were able to shut down the main roughly at 3:35. but east bay m.u.d. says only seven customers are affected, including an apartment complex and -- and a apartment complex -- and an apartment complex. crews are expected to be her

ktvu's brian flores live in oakland. he's at the alliance academy where the protest is just getting started. brian? >> reporter: hi, dave. it was a major concern for many of the teachers who attend school here. as you take a look behind me. there's about 15 or so teachers right in front of the school on 98th avenue. this is a liance academy school. they are holding up signs because they are concerned about the safety and the safety of their students. the teachers say throughout their time, there were incidents involving violence with each other. kids being involved in drugs and alcohol and the problems continue to grow. they are also not receiving leadership, they say, on how to handle this. we're told phone lines don't work which can cause a safety concern, falling tiles on roofs. >> safety is our biggest kerr. we're very, very -- concern. we're very, very concerned about the safety of our students and ultimately ourselves on your campus. >> reporter: the main point teachers want to get across, the state funding, roughly
