brian flores has more about the suspect in the killing. what are you hearing?er: we're hearing a lot. for the resident who live here, it will remain difficult for quite some time. many of the residents who came in contact with scott dunham say they are simly shocked and heartbroken this that happened. >> very friendly guy. we normally wave at each other and say how are you doing? >> reporter: which is why so many people who saw him on a regular basis don't know what made him do this. what we do know, he had no recent run-ins with the law. pack in 1996, he pled -- back in 1996, he pled no contest to three misdemeanors including assault and battery. thehe also worked in construction and guardenning for the foothill college district. he retired three years ago. speaking with neighbors out here. they say the family seemed happy. >> we go to work and see him. his wife goes to work. nice people. >> i don't know what prompted him to do this. >> reporter: the initial recall had been for a suicidal -- the initial call had been for a suicidal man with a gun. when the off

ktvu fox 2 brian flores is joining us live now. you're right there along interstate 580 and you can explain why it is one of the freeways seeing a much busier commit. good morning, brian. >> reporter: good morning, dave. let's just say 580 is living up to the billing as sal mentioned as one of the worst commutes. as we take a look here, we're live in the livermore area. just off of airway boulevard. it is simply slow and go traffic. some bumper to bumper traffic as sal mentioned earlier. as we mentioned 580 one of the worst commutes out there. especially around this time. according to traffic experts it's only expected to get worse. according to the metropolitan transportation commission, traffic along the 580 has grown 9% and traffic experts call this is a choke point because the bottleneck traffic. the other choke point to talk about 580 and highway 17 from the santa cruz area to san jose. experts say traffic along 80 has fallen 5%. and traffic on 17 has dropped in recent years. now if we are going back to traffic on 580 coming in

let's check with brian flores. what are you watching? >> first off, do the accent again?>> 49-a. >> my goodness, ok. >> throw one on the barbie. >>> moving along -- good morning. we're keeping an eye on traffic. i'm not going to have an accent. maybe a san diego accent because that's where i'm from. san mateo bridge here, this is heavy backup stemming from an earlier accident on the other side of the bridge. that appears that accident has been cleared but again you have the residual traffic from 880, nimitz freeway, a lot of traffic from 238 as well. it was busy yesterday and remains busy now. as you cross the san mateo bridge you can see the heavy backup as you cross the highrise to foster city. southbound commute, new accident northbound 85, involving a couple of cars there. appears to be affecting traffic heavily, doesn't get better until you reach saratoga. the other incident southbound 680 near state route 130, that on-ramp now closed because of a fire, a fire that was reported on the righthand shoulder, a couple of fire crews had to report to the scene but right now

brian flores is live in oakland where police are not revealing a lot of information. >> reporter: yeah, you are right, tori. good afternoon. the only comment we received from oakland police is they continue to speak with investigators into what happened. earlier this morning, we did canvass the neighborhood trying to talk with neighbors out there and they didn't want to talk to us because they are afraid for their lives. but the shooting happened before 5:00 last night in west oakland off 28th and chestnut. the information we learned this moesh -- morning from a neighborhood said this started as a large street brawl. one of the girls she said was getting beat up pretty bad. a group of men drove by. one of them her boyfriend and shots rang out. the woman we spoke to recalls hearing anywhere from 20 to 60 gunshots inside. she ran inside with her 9-year- old daughter but unfortunately caught in the crossfire was a woman with her kids. she just moved back into the neighborhood a year ago. neighbors also say during the gun -- gun battle, she was trying to shield her kids when she was hit. t

brian flores is at the scene. >> reporter: good afternoon. the scene is clear but the investigation is not. reremain on -- we remain on scotia avenue where family members were embracing eacher. it happened shortly after 7:00. neighbors tell us that the victim was a young man, early to mid-20s on his way to work. they also say he was sitting in his car, another car rolled by and fired. the young man was pronounced dead at the scene. when the crew arrived, there were several family members and friends very distraught over what happened as well. one neighbor said at first, the shooting was so loud he thought somebody was knocking on his door. >> this young man was shot in front of his car. he was getting into his car. 23-year-old. living there with his grandmother right behind me. it was a drive-by. seven shots were fired and i think he got hit maybe four or five times. he was dead when the policemen got here. >> reporter: now, oakland police so far have not released the victim's name. also at this point, there's no suspect or car description ei

but first let's go to brian flores at san jose police headquarters where the flag is at half staff. good afternoon, brian. >> reporter: good afternoon to you. i think san jose's mayor said it best when he said this is san jose's darkest day. we continue to be here at headquarters this morning the flags are remain at half staff in honor of 38-year-old michael johnson. the outpouring of support and grief was seen. this is video of the officers throughout the south bay coming to police headquarters, offering condolences and prayers. we saw officers from campbell, santa clara county sheriff,s, many of them wearing the black band across their badges. but this has been a very tough day for the san jose police department. michael johnson, the first officer to die in the line of duty in 14 years here. from the police chief to other law enforcement, we caught up with a couple of probation officers closely with san jose police and this was tough for them as well. these -- >> these guys do a job that's so drugs. i think day to day living, we forget what they do for our community and for the cit

[chanting] >> reporter: the protest started after 7:00 this morning. the group is calling for justice in the shooting death of alex nieto in the bernal heights neighborhood. alex was shot by police. they mistook his taser for a handgun. last month, it was decided that four months would not be charged. this morning protesters chained themselves blocking the entrance to the police station and buses. we spoke to alex's father. his comments were translated for us. >> translator: i believe this meeting is very important. it's very important because a year has passed and nothing has been done. we've been given nothing. we've been ignored. so this is a very important gathering because it is drawing attention to alex and to the injust -- injustice. >> i think we're seeing police -- the police are less looking out for the safety of the people and looking out for the safety of business, high-cost businesses and for people who aren'

brian flores joining us live. you are now here interstate 580. tell us how the bay area stacks up against other cities when it comes to our traffic. i'm looking over your shoulder there, too, brian. >> reporter: yeah. let's just say this morning, dave that 580 this morning through the livermore valley is certainly living up to the billing. as you can see, typical traffic here bumper to bumper slow and go really through castro valley. this is typical commute during the workweek but traffic experts say it's only expected to get worse in the coming months and years. as we take a look at the map, they say these are the areas where the major choke points are for bay area commuters. we talked about the traffic coming in from tracy on 580 and 20 a. it remains heavy on 880 and highway 101 into san jose. now, according to thement transportation commission -- according to the traffic commission, they say the corridor into the livermore valley could surpass i-80. experts say 80 has actually fallen about 5% although some may not have seen a difference. traffi

brian flores is live now in alameda. you are sipping it.it's safe to drink but that problem, that problem may stick around for a little bit. >> reporter: we tried some of the tap water a few minutes ago. it tasted fine to me. a lot of customers about 300 have complained to east bay m.u.d. because of the different looking and tasting tap water. even though it looks different, officials say it's perfectly safe to drink. officials say three quarters of the customers could be affected. they say the reason, the drought. a spokesperson tells ktvu that when they pull water from the reservoir, it's usually deeper and closer to the bottom. that's what they typically do. they the water is much colderrer around the quality better. what they did this past week, pull water closer to the surface. officials say the sunlight makes the water warmer and there was more algae. the algae is fitterred before it reach -- estimatorred -- filtered before it reaches homes. they say the water exceed standards and is very safe to drink but we asked people if they woul

brian flores joining us live now in san rafael.oes this plan have it -- have to do with fireplaces in bay area homes. >> reporter: well, bay area air quality management officials are proposing a rule change when it comes to winter spare- the-air days. particularly fireplaces. some owners say the changes could be very expensive. now, the proposal calls for homes not to be sold or rented if it has a wood burning fireplace. home would have to be installed with gas or electrical fireplaces or a certified stove. hrnls could make the fireplace inoperable. they hope this rule goes into effect by november 1st of next year. opponents of the proposal say it will cost homeowners to comply. it could cost anywhere from $2,000 to $3,000. supporters say it would make bay area air quality heather. they say say there's a program for those who use fireplaces for heat and they can register devices. there's been complaints for burning these excessively. over 150 tickets were issued as well. the main concern, simly to get the word out. nothing set in s
