brian todd is in baltimore where tensions are high. nse of the scene, brian. >> reporter: this is the location where protests are scheduled to begin very shortly. protest marchers have been starting at this point where the arrest of gray took place marching that way to the police precinct. i know you have shone pictures of marchers else where in the city of baltimore. there have been marched all day. a big rally a short time ago at city hall. tensions growing again tonight here in baltimore. we're getting new information about tensions between african-american leaders and the city's leadership. as crowds of protesters continue to demand answers and accountability. >> no justice. snow peace. >> reporter: not letting up in their show of anger determined to stay on the streets and on message, protesters pressed their demand for justice for freddie gray. tonight signs of anger and descent among african-american leaders in baltimore. some black leaders critical of the mayor for not expressing more public outrage over gray's death. >> i think

i want to get to cnn's brian todd now. brian has been watching a back and forth between police and some of the people who defied some curfew. what's going on where you are? >> don, we're at easily one of the most heavily fortified sections in all of baltimore. this is pennsylvania avenue and cumberland street. as we've been reporting, things have calmed down quite a bit in this neighborhood, but still a little bit tense as the police start to wind down their presence a little bit. setting the scene for you here, this was the scene of a confrontation. you see all the debris as this bus moves through. there were overturned trash cans here. this is one of the intersections where police had to fire pepper balls at protesters when they will not disperse. so this, one of the points of confrontation in this neighborhood between police and protesters who did not want to move during the curfew. how heavily fortified is this intersection? we have bear cat vehicles here, police still ringing this road overhere. they've broken down one

brian todd is on the scene in baltimore. brian? >> reporter: wolf we're at the epicenter of where the violence occurred, this is pennsylvania and north avenue. you'll notice looking around here no visible police presence now. not sure if that will stay the case tonight. we'll see what happens later on tonight. you have street speakers speaking over here. but protests are planned later this hour, a protest march downtown. we're going to be there. also police and local residents hoping for a peaceful night tonight but everybody around here understanding that the anger in the streets still has not dissipated. on the streets, a sense that this city is still very much on edge. protesters picket the state's attorney's office, demanding justice for freddie gray. police are maintaining a strong presence trying to make sure whatever comes next is more like tuesday night than monday night. >> we have resources staged throughout the city obviously we're monitoring social media. we have extensive resources that are on the ground. >> reporter:

brian todd begins our coverage out on the streets of baltimore. brian, protesters blocking streets already early this evening. what are you seeing now? >> reporter: we are indeed seeing that erin. protesters have blocked several major intersections here in baltimore. they're getting louder and growing in number as we proceed toward the baltimore inner harbor one of the most popular tourist destinations in the city of baltimore and of course in teaching as people are getting off work there are probably going to be a lot of people where the protesters are headed. they've blocked several intersections, playing a cat-and-mouse game with local police. they wanted to get away from the police barricades at the police precinct so they started marching. the police would sometimes catch up with them and lead them. then the protesters would take another turn to get away from the police. they then set up a major barricade, a human barricade at a major intersection and blocked traffic for several blocks for several minutes. i asked one of the protest leaders wh

. >> cnn's brian todd and many more correspondents. as i promise you, we want to get you to new york. these are live pictures you're looking at. there seems to be some disturbance with police. a man appears to be getting arrested here. and it's 11 minutes into the hour. there's a curfew in baltimore maryland where it appears police have gotten it under control but in new york city where there are demmen demonstrations there is chaos and what looks to be an arrest. alexandra, take us to the scene. what's going on. in times square. >> reporter: i'm on 42nd street and what you saw was the crowd walking against traffic and that's why the police began to swarm and arrest that man. this is a scene that we've seen play out over the last few hours. the crowd here has swelled and contracted. they started in union square and were on the west side highway. you go to times square and they are over here. you hear a lot of shouting and chanting. the police have been closely staying with him and a lot of the time forming a line and walking next to th

the reason for the stop is sir, your brake light's out. >> cnn's brian todd is in north charleston. he breaks down this video and what it means for the investigation. brian. >> reporter: john and christine, the latest development in the case is a dramatic one. the release of the dash cam video from the squad car from slager. the video show what iss what appears to be a routine traffic stop. the car stopping in the panhandle and slager getting outs and talking to scott. then slager comes back to the vehicle. walter scott gets out of the vehicle briefly and puts his hand up and goes back into the vehicle. a few seconds later, walter scott emerges from the vehicle and takes off running. that is the extent of the videotape. we don't know why walter scott took off running. that is a key gap that has to be filled in this case. another new development. we just interviewed another witness. she has come forward to talk about what she saw on the day of the shooting. gwenn nichols was in the neighborhood. she saw a scuffle between walter scott and officer. she did not witness the actual gunshot

i want to go to brian todd who right now is marching with protesters. brian, who are you with? where are you going? >> erin i'm with a couple hundred protesters marching in the heart of downtown baltimore. i think in the vicinity of city hall. they're marching toward city hall. we're not sure exactly where they're going. they may not even be sure exactly where they're going. they have been determined to sometimes block intersections to make their point, sometimes they will stop at an intersection. sometimes even sit down. and then they will move. so they have been doing this now for a couple hours. last week we were with them for about four hours as they hiked about five miles through the heart of baltimore and through the heart of the neighborhood where freddie gray grew up and where he was arrested. so we're not sure exactly where this protest is going. the leader of the protest, his name is jay morrison. he's walking ahead of us. he's very energetic. leading them in cheers all evening long. he's told us he is very very insistent that this crowd not get violent. there's been

. >> i want to go now to brian todd who is live for us in baltimore. brian, there was a point today, roughly after 10:00 where you saw a group of protesters who defied police, began throwing things at police and as the night progressed, everything sort of seems to calm down and the streets emptied out. are we now completely in the clear? >> well, if we're not in the clear, we're pretty close to it. this is an almost eerily quiet scene here at north and pennsylvania avenue. this right here is where the barricade of riot police were standing in an almost impenetrable line jut over an hour ago. the only law enforcement presence we now see are some national guardsmen and a couple of police around here with their armored vehicles and down this street here. this is pennsylvania avenue. excuse me, north avenue. and i have to say that about 24 hours ago, about a block away from here is one of the scarier scenes we've seen. there was a car smoldering in the middle of the road at north and fulton street. businesses were being looted. we had to pull back for our o

i want to get to my colleague, brian todd, cnn's brian todd. brian, tell us what you're seeing and where you are. >> reporter: don, we are approaching the intersection where we're seeing a large crowd of people kind of in a standoff with police here at pennsylvania and north avenues. trying to make our way a little bit closer in here to the police. this is a large phalanx of police officers here as we make our way. somebody is -- the officers are getting commands here. i'm not sure exactly what they're doing, but, you know, we were here earlier, we were also out earlier, marching with a couple hundred protesters who started here by the way, and marched several miles around this gillmore neighborhood of west baltimore downtown and then back here and it was a very dynamic situation. it did get tense. there were volunteers out here earlier, don, who were keeping the crowd back from police and were telling young people as the curfew approached to leave, and almost physically you know, moving the young people out of the way. the children out of the

news new protests in baltimore with some of the anger very apparent tonight on the streets where brian todd has been all evening. he joins us now. brian, what is the latest? >> reporter: well anderson this is a protest moving through the streets of baltimore for a couple of hours now. it has gotten rough in spots. there was a confrontation with police under an overpass about three blocks back where police were trying to keep a lane of a street open and the protesters didn't want to let them do that. and there was a confrontation throughout this march all evening long but no major incidents to report. at least as we've been moving with this crowd of a couple hundred people. so i would describe the crowd as very angry and very passionate but so far very peaceful anderson. they have basically taken control of some intersections here in baltimore. on occasion they've come to a major intersection and laid down right in the middle of the street blocking traffic. and we asked them why they were doing that because they said if the police will barricade us at the precinct we'll disrupt traffic to ma

but first brian todd to you what can you tell me about these credible threats from the gangs in the city baltimore police have said that at least three gangs in this area these are gangs that are normally rivals with one another, the blood, cripps and black gorilla family have teamed up to take out police officers the. that's the phrase police used today. they believe this is a credible threat. they are investigating it. in the meantime police appear to be taking extra security measures at their headquarters. we witnessed police just adding to their presence of officers outside on street right around baltimore police headquarters downtown. also we saw extending their perimeter a little bit outside of the western precinct the neighborhood where freddy gray was arrested and taken into custody on april 12th. that threat is ongoing. we got word as you mention ad moment ago there's a gathering of protesters down in the area by the mall near downtown baltimore, not quite sure the numbers of protesters we're seeing there but police are beefing up their presence throughout the streets here in ba

. >>> let's begin with cnn's brian todd. he is also in north charleston. brian, what's the latest you're learning there? >> reporter: the very latest tonight, this is information from walter scott's family's attorney. he says that walter scott was hit a total of five times, once in the ear, four times in the upper torso with bullets likely exiting his chest. a total of eight shots were fired. that is according to an attorney for walter scott's family. also tonight, as you just mentioned, we have learned that the officer involved in this michael slager has been terminated and that his wife is eight months pregnant. this coming from local officials who are coming under more fire tonight as this investigation gets into full swing. authorities are crediting this cell phone video for the swift charge of michael slager with the murder of walter scott, an african-american man believed to have been unarmed at the time. >> i can tell you that as a result of that video, and the bad decision made by our officer, he will be charged with murder. >> reporter: the shootin

but i want to check in with our brian todd now, standing by. brian, explain where you are, what you're seeing. >> reporter: anderson we're at penn station in downtown baltimore. the starting point and the finishing point for a massive march through downtown baltimore. hundreds if not more than 1,000 people many of them high school and college age students marched through the streets for the last couple hours. this was a larger and more dynamic and actually more organized protest than those we have seen in recent days. it just ended here. it went from kind of a demonstration of civil disobedience to a celebration of civil disobedience. we just had music playing here people milling around just starting to break up now. what the organizers told us they really wanted to take the message back to the freddie gray case. they really wanted to put the focus back on the freddie gray case here in baltimore. the street message they want to stay on that particular case and not on the violation that has occurred. not on the arrests, on the car burnings and on

i want to go next to brian todd on the reports of looting at that local mall. brian, what is happening there now? earlier we saw a number of people entering that building it does seem like there is a police presence. what is going on? >> yes, anderson we're at the mondawmin mall. there was a lot of looting going on. there was looting going on here. we arrived a short time ago, see a heavy police presence here. we're outside the store with broken windows. police are on the scene here they told me they did arrest people in here they have gotten them all out and now they're cordoning the police around this section of the mall. hope hopefully we're showing it to you now. i heard miguel and the area where he was, we were not too far from miguel on fulton street and north avenue. it was absolutely chaos. we saw a liquor store being looted. we saw a tavern being looted. it was no police presence at that intersection at all. we also felt we were in danger. we had to pull back from there and that's when we got word that some of the looting had gone on here. we were told

let's begin with brian todd in baltimore. he has the very latest. brian? >> reporter: we're at the corner of presbury and north mount streets in baltimore. a small group of protesters is forming behind me. this is the very spot where freddie gray was arrested, right down there by that stone wall. makeshift memorials set up here all along this place. the protests when they begin are expected to go down north mount street toward the police precinct. so much palpable anger on the streets in the last couple of days so much emotion, a lot of it not only over freddie gray's death itself but the fact that we've not four investigations going on in this case and so few answers. a neighborhood on edge and just plain angry in the wake of freddie gray's death, members of his community are in a mood to vent. a big part of their frustration? comments from city officials that they'll share everything about the investigations. >> we're pushing out as much information as we have. as soon as we're able to confirm it. >> we've promised to be open and transparent. >> reporter

cnn's brian todd is out there. brian, you reported earlier here on cnn that police changed their tactics here in baltimore. what are you seeing and hearing now? >> two hours into this curfew, we're seeing an almost zero police presence. the police have cleared out of this intersection. this is the intersection of pennsylvania avenue and north avenue, one of the most volatile intersections in the entire city. two nights ago, we were seeing looting in this area, cars and structures being set on fire in this area. now very quiet, this curfew seems to be holding. we did witness a scuffle earlier between volunteers trying to get people to go home a little more than three hours ago as the curfew approached. that was about as bad as the tension got tonight. right now, a pretty impressive calm in baltimore that has seen so much trouble over the last few days. earlier, we were following a group of marchers, mostly college students. ra few hundred strong. i'm not sure how much, but it was probably over a thousand. and they we

>> reporter: she says she has yet to speak with police. >> that was brian todd reporting for us. let's break down the latest developments and some of the serious questions raised by this just-released dashcam video. cedric alexander is joining us the president of the national organization of black law enforcement executives here in the united states. he's joining us from the cnn center in atlanta. here with me in washington is tom fuentes, our cnn law enforcement analyst, former fbi assistant director. tom, let's start with this dashcam video. it seems to be pretty routine, the initial decision to go ahead and stop the car, stop the vehicle and go to the car and ask the driver for some information. >> right, everything the officer does during that traffic stop is completely professional completely what you would normally do in that type of traffic stop. asks for the driver's license, asks for vehicle registration. and then go back to your car -- he's not doing paperwork in his car. he's checking on the license. has the car been reported stolen? checking on the driver's license. a

cnn's brian todd is live in north charleston with more on this story. brian, this happened years ago. why sue now? >> reporter: it could be just because the timing is right, given all the attention on the walter scott case right now. that really is the frank truth of the matter. as you mention, this incident happened in september of 2013 when officer michael slager was called to pursue a possible burglary suspect. he approached a residence. when he knocked on the door a man inside the residence which turns out to be mario givens yelled out that he was not the suspect. a witness nearby also yelled to the officer that mario givens was not the suspect, but according to police records that we have obtained givens was still pulled out of the house, he was tased by officer slager and pushed down and dragged. that's why he is now filing a lawsuit to as far as his perspective is concerned, givens did say he did try to bring this to the attention of police department for several months and they told him it was only under investigation but nothing ever came of it.

he spoke to nbc news and here is brian todd in north charleston and now, what has been said about whatpened? >> well, don, for the past 24 hours or more we have been trying to fill in critical gaps for the story, and specifically what happened in the moments leading up to when this video started being shot. how did this conflict escalate the way it did? well finally tonight, fayden santana who took the video started to fill in the gaps and not all of them, but some of them. this is what he told nbc's lester holt a short time ago. >> what did you see and what did you do? >> what i saw was as far as the video, the shooting and then after the victim dead before the video, i was walking to my job, i was walking to my job and i witness eded that i was coming out -- >> he was coming out of the store? >> yes, and i saw him maybe five or six minutes yelling and chasing to stop him. and when i first heard something i thought that somethng happened about it. so i ran to the scene to see what was going on, and when i saw him, you know, that they were ugh, on the floor, he might have fell down or

let's bring in cnn's brian todd. he's a few blocks away on presbury street just down the street here where officers arrested freddie gray on that sunday morning. brian, is that where the protest is beginning? are folks starting to gather there? >> reporter: this is where the protests are expected to begin, jake, within the hour. no one gathered here yet. but this is where they've been gathering over the last few days. this is the exact spot where freddie gray was arrested. they set up a poster here where people have come to write messages. they've set up a candlelight vigil site here for evening gatherings. you can see a balloon memorial over here to freddie gray posted at the spot where freddie gray was arrested and dragged into that van. within the hour the protesters are expected to gather here. and we're also told they may be gathering at local churches to converge on the west baltimore police precinct. and that's going to proceed down this way. the protests are going to proceed down here, we believe. that's what

brian todd here in baltimore has been out with marchers all evening. he joins us now. a very different scene right now than the one last night. what are you seeing, brian? >> very different scene from last night, anderson. but it was very dynamic, just a short time ago. this is penn station in baltimore. this was both the starting and ending point for the most dynamic march we have seen since we have been covering this in more than a week. we have a small police presence, a dozen officers remaining here. these guys are about to leave. this is where it started at this plaza, right in front of penn station, where there had to have been several hundred, very easily more than 1,000 marchers, earlier today. they marched through the street of baltimore to city hall. they were made up mostly of college students, students from johns hopkins, morgan state university, tawson university, several college students. and what they were determined to do was take back the message. many told us they felt like the protesters, the rioters, people doing looting and burning of cars monday ni

have brian todd. cedric alexander is the president of the national association of black law enforcement executives. cedric these are so disturbing to see what's going on. your thoughts tell us what you've seen this disaster unfold in a major american city. hard to believe this could happen. >> well i've been watching this the last hour along with you and americans across the country and so sad, it's unfortunate and i think what you have out here quite frankly, are a number of young people who really are not respecting the wishes of the family whatsoever. i certainly agree with the congressman elijah cummings earlier that this is not acceptable. it should not be happening and there should be respect and there should be respect given to that family at this point. but -- >> are you hearing of anybody -- >> what's going to continue to be important for us to watch here is how to -- how the local police is going to respond to this crowd because it's a very sensitive situation and i'm quite sure they moving

let's go to brian todd in south carolina with much more on the very latest. olf important new developments tonight. we have told you about that mystery man, that passenger in the car that walter scott was driving. he has met with officials from the south carolina law enforcement division, met with them been released. his name is not being released. a serious complaint from michael slager's attorney who says that despite his repeated requests he has not received the cooperation from law enforcement that the media has. he has not received investigative documents, audio and videotapes. we reached out the police for response to that. we have not heard back. this comes on a very dramatic day that we got new sets of images from additional dash cam video from another police officer. cnn has obtained stunning new dash cam video from other officers arriving on the scene moments after walter scott is shot. you can see officer james gann speeding from a traffic call when he hears shots are fired. you can see santana at a fence shooting his cell phone video. the key evide

brian todd is in baltimore.e middle of the protests we saw unfold in "the situation room" yesterday. what's the latest there today? >> reporter: we were right in the middle of those protests wolf. we're here at the western presings of the baltimore police preparing for another round of protests tonight. could be coming soon. this was the scene of intense protests overnight. it comes as there are new concerns about the upcoming protest and the dangerous influence of outside agitators. there have been sudden spontaneous confrontations. plenty of tense standoffs with police. but so far no major eruptions of violence in baltimore, a pattern city officials are worried that could break at any moment. >> to any and all that would seek to bring chaos to our city the people of baltimore will not tolerate you hurting our community. >> law enforcement veterans no full well who disrupt the peaceful cycle of demonstrations. >> people with no respect for the rule of law pose a great danger because they can cause a mob mentali

new protests in baltimore with some of the anger very apparent where brian todd has been all evening. >> reporter: this has been moving through the streets of baltimore for a few hours now. there was a confrontation with police at an over pass where police were trying to keep a lane of a street open and protesters didn't want to let them do that and there's been stand offs all evening long but no major incidents to report at least as we've been moving with this crowd of a couple hundred of people. i would describe them as very passionate and angry but peaceful. and they've come to a major intersection and laid down right in the middle of the street blocking traffic and when we asked why, they said because if the police are going to try to barricade us, then we're going to try to disrupt traffic in the city to make our statement. so that's basically what they've been trying to do. and they just stopped traffic again. so we're stopping traffic as weir're moving with the protesters. >> and some perspective. a former federal prosecutor and is a friend of the mayor of baltimore r and foren

brian todd, cnn, north charleston, south carolina. >> we are now hearing from the mother of officer slager. she tells abc news she hasn't even watched the eyewitness video of the killing because she's in denial. >> i can't imagine him doing something that is just not like him. that's not his character. but i just have to -- i just -- i have to just let it be and hope god takes care of everybody involved. not only my family but the scott family. i know they're grieving just like i am grieving. >> it's important to point out that the dash cam video is just one piece of a much bigger picture. she says if we only have the dash cam video and not the cell phone, this might be a different story. >> great deference is given to police officers so when an officer says something by and large he's taken at his word. thank god. now i'm hoping that the citizens' perspective jurors will understand that every now and then a police officer will be dishonest. when he violates policy or is excessive and now he has to manufacture a situation to justify something that is really unjustifiable. >> and cnn legal

brian todd is out front tonight. he's in baltimore again. and brian, a major admission from the police department tonight. he's saying no excuse for not being buckled in. >> reporter: we have new details about his arrest that come from the commissioner anthony bats. he gave us a new time line with critical new details detailing when he was picked up at this corner here. this is a makeshift memorial to him. after they picked him up they took him around this corner. the new details come regarding what happened right after that. >> we see mr. gray enter into the vehicle able to talk move stand on his left foot. i'm told he was able to enter the van at that point in time. we see mr. gray or camera by another citizen getting out. they are able to put the leg shackles on him. he's able to move and talk at that given point in time. mr. gray is talking there. >> another new detail we learned is that mr. gray after he was apprehended and before he was put in the van might have had medical issues then. he should have received medical attention after th

. >> brian todd thank you very much. and jason, what are you seeing?> reporter: we've been here at intersection as well. and the over arching point that needs to be made is that baltimore had a better day today than it did yesterday and that is what the city was hoping for. sometimes when you're looking at all these images and they're sitting at home watching the fighting in the street it's easy to get the wrong impression, so it's important that we get the right story out it there. they started johns hopkens university and they marched to pen station and then back to city hall and i marched with students nurses with banners, parents with their children and they were out here trying to get the point across that baltimore, despite what we saw at this intersection where we saw all this violence bespite the images of what we saw last night and some people were throwing bottles and rocks at officers despite all of that you can still have a city that can get hundreds of people together and can come out and protest and do it peacefully. don. >> thank you. i

brian todd takes some of the critical questions in that case. >> reporter: the inconsistencyies beginf the police van, and his body limp and witnesses say they can't support himself. and the mayor and police cite this frame of video, claiming he had use of his legs and he was able to talk. witnesses say they saw something rougher. >> they flipped him over and put both knees on his back and held him there until the cruiser came to pick him up. >> later, when gray got in the van, he couldn't breathe or talk and he lapsed into a coma and died of a severe spinal cord injury. the question remains what caused the injuries and what happened inside the van? he asked for an inhaler, and less than four minutes later the van stopped and the van brighter said gray was irate. the other suspect picked up the two were separated by a metal barrier. >> there was a second person in the van. well that's a curious thing. we heard they were separated by a screen but did he hear anything? what did he say? >> investigators will be talking to the second passenger whose testimony will be crucial and to the va
