web, et cetera, et cetera. >> right. >> thank you. >> brian with the "washington post."a few minutes ago, the chairman said that in order to license the technology or the standard device makers will have to abide by title 6 rules and the industry says that title 6 only applies to mvpds and not to other parties. can you sort of explain what -- how the proposal addresses that? >> the proposal includes a licensing proposal under which the mvpds would be required to provide these information flows only if the entity that they're providing information flows to, the device manufacturer, agrees to comply with various requirements. what we proposed is one of the requirements is they abide by the same standards as title 6 carriers. >> will those be enforced if there is some sort of violation? >> we've raised questions about the enforcement regime. these would be bipding commitments. one result would be the mvpd doesn't have to provide the information flows to someone who won't abide by those requirements. >> i -- >> is this digit? different? >> i have a follow-up and a question.
