we have a motion by vice president elias, second by commissioner brookter. sergeant youngblood? >> clerk: all right. i will take us into closed session. >> president cohen: thank you. >> the hon. london breed: here to swear in our next city administrator, assessor carmen chu. you know, i've known her many years. i remember before i was on the board of supervisors, and i watched how she managed the budget process. she ran a tight ship. she kept things in working order. she maintained her integrity throughout the entire process when she served on the board of supervisors, and then, when she was appointed assessor for san francisco, i was heartbroken because i was looking forward to serving with her on the board, but i was thrilled with her in her new capacity. because of her work over the last few years, the only person who brought that office up to speed and has generated significant revenue for the city and county of san francisco, revenue that we should be putting away in the bank, but we're spending at a rapid pace because of the challenges that our city now faces, but carmen

cycle, and i think that's obviously a great thing, and kudos to president cohen and commissioner brookter, who has moved this along, but i still think this conversation needs to be had. the last question i have, and then i'm going to turn it over to my fellow commissioners was on slide 11. i noticed in 2020, the overtime totals were in $26 million, which was higher than any other year, and i'm assuming that's an outside of nominal year that we had with all the protests that were happening and covid. and my question is is that how can you achieve it? >> we did have significant [inaudible] this has been a very trying year for all of us, including this police department. we knew it was going to be a challenge last year when our overtime budget was cut, and we -- we're struggling, you know, in terms of maintaining the services. some of it requires overtime -- court, the arrests that are made at the end of a shift, the demonstrations, many of them unplanned. this year, we had just a whole lot of demonstrations, as you all know, with -- it's still going to be a struggle. >> vice president elias
