bryan llenas has more from pennsylvania. bryan? >> hey, neil.h, lucerne county is one of three pivot counties. they voted democrat in 2010. they voted for obama twice and voted for trump in 2016 and has stayed republican. trump beat biden by plus 14 points. so we'll continue to monitor this issue as they extend polls there until 10:00 tonight. that wasn't what was top of mind going into tonight. we thought mail-in ballots would be the issue. that's what everyone is thinking about. in pennsylvania, the law says you cannot begin to count mail-in ballots until 7:00 a.m. election day. so right now they're working on some -- what could be 1.4 million mail-in ballots that they're going through, each ballot has to be taken out of two envelopes before being scanned. it's tedious. in philadelphia, they said they would be finished counting ballots by wednesday morning. now it could take several days to complete after the board of elections voted to reinstate a security procedure to catch double votes. there's the issue of updated or incorrectly dated mail
