. >>> president obama in buffalo, new york today unveiling a sweeping new plan for rating the nation's colleges. the idea to evaluate schools on a host of met tricks with the goal of linking them to the amount of federal financial aids students at those schools receive. john joins us now from the white house with more on all of this. so john, let's start by asking what criteria is the administration going to be using when they rate the schools? >> reporter: they will be looking at things like graduation rates, how fast people graduate, what kinds of jobs they get after they graduate. and of course, also the tuition rates. administration is trying to push down the core inflation rate of college cost. this isn't about putting more aid in the hands of students but taking the aid out there, $150 million a year and using that as a lever to get colleges to try new things, online courses, other strategies to get costs down and they will need some help from congress to do it. >> i suspect, john, a lot of schools will really bristol at these met tricks to measure performance. >> reporter: certa

i'm here in buffalo with the president.is was the tactic he used on the campaign trail, get out and talk directly with people. he's starting here at the university of buffalo because he wants to talk about college affordability and say that the average student now graduates with $26,000 in debt. he's saying the country right now is spending too much on prisons and not enough on colleges, getting federal aid to students, et cetera, but he's also talking health care. he mentioned his health care law. there's a big october 1 deadline to get people to sign up. he needs a lot of young, healthy people to sign up to make the insurance exchanges work and some early signs are not enough young people are signing up. he's got approval ratings back in washington that have been coming down. getting out here with his base, young people, that have elected him twice is something that he's hoping will sort of help bring him back politically. jon: how many of these proposals are likely to get through congress or will he need congress' approv
