"recidivism" refers to a person's relapse into criminal behavior, causing them to re-enter the system. lieutenant governor kim reynolds and iowa lawmakers heard from a panel of speakers on how the state can work to reduce the number of people re-entering our prisons. channel 13's reid chandler was at this panel and joins us in iowa leaders heard from a variety of voices today on this issue, including a former convict and a mental health specialist. one doctor told the room that national research shows when states invest in programs to keep people out of prison, those programs work.
