right now nine of the party's more than 80 million members are in the bureau. that means the fate of a country with a population of 1.3 billion is in the hands of a small group of people. here's how the process will unfold. delegates to the national congress will select about 200 members to be on the central committee. those individuals then meet the day after the congress closes. they choose china's new leadership, the members of the politburo standing committee. now within that group, there's a pecking order. president hu jintao currently sits at the top of the politburo. he is general secretary of the communist party and chairs the central military commission which controls the people's liberation army. other politburo members occupy key posts, too, including the premiership. conventionally the congress picks an odd number of politburo members but the actual number varies. in 1982 and 1987 the chang chose seven members. in 2002 and 2007 it picked nine. the makeup of the politburo directly affects the balance of power within the communist party. that's why in

after that officials further whittle down the list to see who will be on the plight bureau's standing committee, china's top decision making body. analysts say xi jinping will replay hu jintao in the job of general secretary. they also say the number of politburo standing committee members will be reduce prd the current nine to seven to speed up the decision-making process. if that forecast is correct, seven people will essentially run a nation of 1.3 billion. it's how china's one-party system has functioned for years. but democracy activists consider that system dysfunctional, and they say the communist party under hu jintao has continued to stomp ons. chen gaung chong would agree with that assessment. he became the face of activists in china. he is a lawyer who campaigned against forced abortions but endured abuse by local security officials. he escaped house arrest and took refuge in the u.s. embassy. after tense diplomatic negotiations officials permitted him to travel to new york with his family on a student visa. chen is just one of many activists who put it all on the line to g

well, they're 4665 people who produce renewable energy and utility companies according to the bureau of labor statistics latest report, which came out in april. they are clearly green. which you have to ask, are they making energy more expensive are they making it less expensive? it is clear they're making energy energy less expensive. the average level as cost entering service in 2017 according to the department of energy, if they are field by natural gas, this cost $66 per megawatt hour. for wind, $96 per megawatt hour. for solar power $153 per megawatt hour. five years ago when the energy loan guarantee program was put in place and many of these subsidies for solar and wind, we didn't know we were sitting at 200 years of inexpensive natural gas. so maybe it was logical for people to think we need to be independent or as independent as we can be of the middle east. in fact, the first president to claim the phrase energy independent was richard nixon, a republican. so maybe it was logical to think if we make our own energy, we'll be more independent and self-sufficient. but this is

that's according to the bureau of public debt. this is a large jump for the bureau that has on average recieved $3 million a year in donations since 2009. however, on the larger scale of things, it is $8 million down, a whopping $16 trillion to go. the overall debt currently hovers near $16 trillion. the number of americans heading back to work is slowly rising as unemployment numbers fall. unemployment rates fell last month in 37 states. south carolina, alaska and wisconsin were the states with the sharpest declines in unemployment, while the number of people not working ticked up slightly in arkansas, connecticut, massachusetts, north dakota, oklahoma, south dakota and vermont. nevada has the highest unemployment rate at 11.5%. and thanks to the oil boom, north dakota still has the lowest rate, even though the rate edged up from 3.0% to 3.1%. a particularly rough quarter for hewlett-packard. an accounting scandal is rocking the company and the stock. the tech giant is taking a $9 billion write- down due to bad accouting by auton

what is the composition of the bureau tell us about how he's going to lead or how much leash he's going to have to do what he wants? >> well, i think given that a lot of his people who are supposed to be allies of him have made it to the hop. it suggests he may have a little bit more freedom than hu jintao did with the standing committed that a very different set of alignments. jintao was the first among a set of equals but each one seemed to pursue policies within their own sort of system rather autonomously. with the smaller standing committee of seven members, and most of them linked to xi jinping he may have a little more freedom to push and pursue the policies he chooses. >> should we be looking for any change in the military modernization agenda trying to -- pretty much that stays unmoved? >> i don't think we should see any real change to the modernization agenda. you know, modernization is a long process. it's been spelled out very clearly that by 2020 they're supposed to have made major progress in mechanization sort of the chinese revolution in military affairs if you will. and

course if the so-called fiscal cliff is with us and we go over that, then as you know the budget bureau is predicting minus 4%. >> a recession for the united states. >> a real recession. unemployment going up and so forth and so on. but i think at the end of the day compromises will be reached. >> what about the emerging markets. we've seen some of the second markets begin to slow down or see the growth rates begin to taper off. are you experiencing that really across-the-board? >> yeah, pretty much with china coming down to maybe six, 7%. as you know this were at double digits. india is still about 6. and there are four or five countries that are well over five but they would have been, if we hadn't had all these problems they probably would have been much higher. >> uh-huh. >> but it's not like going to minus or at least even going to low single digits. >> it is the deacceleration that longer-term investors will point to as a worrisome trend. do you agree with that? >> of course. we have to watch it very, very carefully but at the end of the day if you look at the average for emerging

we talk to defense news' own bureau chief for some answers. but first the national guard plays a critical role in america's national security. at home, supporting disaster relief operations as in the wake of superstorm sandy that devastated parking lots of the northeast -- parts of the northeaster operations worldwide including afghanistan. while the guard is part of the air force, units -- units in each state are under the command of governors and so the guards relationship with the active duty force can sometimes be strained. that's been the case since february when the air force said that of 9,900 proposed personnel cuts, 5100 would come from the guard. a move that sparked a fire storm of protests on capitol hill. lawmakers governors and guard leaders accused the air force of failing to coordinate cuts they say fell disproportionately on citizen airmen and in protest the congress prohibited the air force from executing $9 billion in cuts freezing the services ability to shed personnel to meet targets for the budget. the new chief of staff g
