peter: you mention the role of the bureau of prisons. can the bureau of prisons release people? judge block: before the first step --, -- before the first step act, the bureau of prisons had the power to reduce someone sentence or set them free but it was rarely exercised. they didn't -- they did it if someone was dying or it was a medical emergency but the rarely exercised that power. they would make an application and a final decision and i think statistics over the years they admitted may be one or two dozen cases a year and that is why congress acted so that the defendant would not have to be subject to the bureau of prisons decision but also could have direct access to the judge and it made all the difference in the world. peter: out of the six cases, what is one where you granted compassionate release due to the first step act? judge block: now you're letting another one out of the bag. i granted compassionate release to burkett because of his youth and he went to trial and got convicted but the leader of the gang cut a deal and was out of jail after 20 years on this kid w

i'm hearing from people all over the bureau who are saying the bureau is paralyzed right now, essentiallypublic corruption case or any case that they would think would get them crosswise with political figures in the trump administration at this point? this just raises so many pitfalls for people who are working in what is supposed to be a nonpartisan law enforcement agency. it's also a law enforcement agency with enormous powers of surveillance. it's got an extraordinary paramilitary unit. it's got a fleet of aircraft, it's got incredible technical ability. and a lot of the people, the most experienced people who have been running this agency, are now headed for the exits. there's also a huge brain drain to consider here amid in an atmosphere where there are terror threats, there are cyber threats, there are foreign adversaries, there are massive it's a massive spying campaign by china, one of the most dangerous periods, really, for the fbi in american history. and it is essentially right now almost paralyzed. >> can ken dilanian, thank you for your incredible reporting. we're going to b

they agree hoover became director of the fbi in 1924 and led the bureau for 48 years. until his death in 1972. he is credited with professionalizing the bureau and developing its investigative ability. however, with little or no oversight, hoover also use the bureau's investigative powers improperly. he infamously directed the fbi to spy on dr. martin luther king jr., thurgood marshall, other civil rights leaders of the day. in 1975 the united states senate created the frank church committee and they disclosed widespread abuses by the fbi and other u.s. intelligence agencies. the church committee concluded these agencies have engaged in illegal surveillance and as a result "groups and individuals have been assaulted, oppressed, harassed and disrupted because of their political views, social beliefs, and their lifestyles." in the intelligence agencies have served the political and personal objectives of presidents and other high officials. the hoover era of the fbi, the watergate scandal, of the findings of the church committee highlighted the risk of political interfer

it was widely circulated around the bureau. talk to me about that. does it matter that that driscoll did something that enhanced sentiment around the bureau, that driscoll is being seen as someone who is standing up for these fbi employees? i hasten to say, it's not just fbi agents, special agents, it's a lot of fbi staff. does that help? and does that matter or or does not it matter? >> i definitely think that that's a boost. right. the agents felt very supported, i think, by that message and him sort of standing up and saying no to this because that's a, you know, extraordinary sort of request that that they're that they're running here. and i think that that, you know, the, the, the way that this was supposed to work is he was sort of supposed to hand this over just sort of like, you know, was supposed to be this person in control of the bureau until the appointee of the administration gets in there. right? so you're not supposed to have these sort of mass sweeping changes during this temporary sort of holdover when they're supposed to be focused,
