byrne: i thank the distinguished ranking member for yielding. madam speaker, to borrow a line from president reagan, here we go again. in the midst of a nationwide pandemic, where there's so much work we should be doing for the american people, the democrat majority has again brought a partisan messaging bill to the floor of the house that is dead on arrival in the united states senate. as the majority snows, this bill includes numerous provisions that are nonstarters for republicans in any legislation related to health care. including spanning obamacare. no protections against taxpayer funded abortion. the rolling back of numerous trump administration regulations, that made health insurance more affordable, and financial penalties for states that don't expand medicaid. certainly it seems bad timing ton enacting legislation that the nonpartisan congressional budget office has already confirmed would lead to fewer new drugs on the market. the democrats have again included their socialist prescription drug bill in this legislation. madam speaker,

we're not going to give you extra byrne grant money or other federal crime grant monies.with the training. i think the training is the best part of it, for dealing with the homeless and mentally ill. how much money will they put behind that in terms of helping? and by the way, these local police departments, they've got to start over with the way they're policing. but there's no question their resources are going to be diminished because of what's going on with covid. so, it is going to be a situation where reprioritizing money -- it will be, you know, will they quit giving them military equipment? will the federal government do that? look for that to be one of those leverage points. the federal government now gives military equipment to police departments. will the democrats force the republicans to end that practice as part of this negotiation? mostly, the president's executive order was window dressing. there were a few good things in there. but nothing that's really going to move the needle. this was just a photo op without african-americans in the picture, literally
