we are live at a cal trains station here in palo alto. cal train riders are facing more of things they don't want, service reduction, station closures and even fair increases. cal train today is expected to schedule a hearing in which board members would declare a fiscal emergency. this emergency could burden riders in the future. cal trains is facing a $30 million deficit. the solution at the time effected riders. in january cal train reduced its midday train service and raised fairs by 25 cents per zone boosting the price up to $8.50. the spokeswoman for cal train says the agency's biggest fiscal problem is a lack of dedicated funding stream. the budget is made up nearly of entirely fair revenue and funding contributions from three transit partners. now those agencies face their own deficits this year and can't contribute as much as they normally do. this morning ktvu received an e- mail from a woman describing herself as a friend of cal train. i want to bring you back out live because this is the e-mail here. she's encouraging anyone w

they have had to pass that on to cal tran. cal tran depends on those three agencies' contributions for more than 35% of its operating budget. as an aside, you are aware that the authority contribute capital money to cal tran through prop k, but not operating money. a couple of advocacy grooms have formed around this issue. there is a group called the friends of cal tran that has organized several meetings. it is headed by the former mayor of palo alto. and another group has been active trying to address this issue. there was a meeting in january of that group that i know commissioner elsbernd attended, and several of my staff as well to try to onlyize the options for dealing with this. it is a serious issue. it is a serious mobility issue, and a serious air quality issue potentially for the peninsula and san francisco, and we will continue to track it and be involved in it, looking to structure a policy-level solution. not just a band aid for this year, but something that can help us into the future. on other regional related

cal tran crews are here. this is the area if you are not familiar with this area if you are coming down 19th you have to cross through this area. cal tran got out here trying to fix the problem. i was just talking to the cal tran crew working on this. here's the new problem. you see the water on the roadway? they cleared a drain on the opposite side. they were working on that side clearing it. there is no drain on this side. that is the question now. how do you clear out all this water? this is a construction zone. this is right underneath doyle drive. they are not sure what to do about the water here. they are looking at trying to find a drain on this side. he's taking the rerod running around to see if there is nothing missing. if there is no drain there is nothing they can do. these cars as they go through here will have to deal with the water. we have watched cars come through here very, very quickly and hydroplane a little bit. there is no signs warning people this is the situation. so as it stands now t

this fence leads you on to cal trans property. if you take a look around here you can see there is a trail and there is some brush. apparently they cut down this brush just recently and when they did that you can see clearly from the freeway what they found was a homeless encampment through here. it's a tent city where people have been living here. we talked up here earlier we are not going to get too close we believe everyone is still sleeping but it is still here and if we pan over you can see some of the trash and some of the things that have been built up. i can tell you when we walk through here it's very easy scene from the freeway. again this is cal trans property. let's give you a look at what it looked like in the daylight. you can see it is taking up a large area on this land that is right next to the freeway. john talked to a woman who lives in this tent city to the circumstances that lead her to this tent city. >> my mother died. i had to quit my job because i was taking care of my mom. and my mom died and my brother s
