[ male announcer ] if you can't afford your medication, astrazeneca may be able to help. >>> our earthquake coverage continues now in vallejo where engineers inspected a church to see if workers need to demolish more of the structure. it all happens bauf the 6.0 quake sunday morning at 3:20. crews at the first baptist church started amassing the bell tower yesterday because it cracked and was in danger of falling. people say that church is a staple of the community, and they are hoping it can reopen. >> it's actually very important because we actually feed around 125 to 150 people monday through thursday at lunchtime. we want the church open because we need it open for the community. >> today county supervisors declared the county in a state of emergency. the county health and services offices in vallejo, several downtown businesses, and the superior courthouse are among those damaged buildings. >>> also in vallejo, the second fire in less than a week on mare island. this is a video sent to us by a retired firefighter. the firefighters had to call ahead because the napa earthquake damaged water mains in the area. matt keller has more. >> reporter: this abandoned naval ship yard commissary on mare island doesn't have any real value, but firefighters wanted a better view from the outside of the building. >> we have a homeless contingency on mare island right now. we did a quick primary search to make sure it was indeed no victims that needed rescuing. then we went into defensive operations. >> reporter: going defensive means the firefighters blasted water from the outside. and it's a good thing, because as our camera rolled, an air conditioner unit collapsed into the building. water could have been an issue. sunday's earthquake damaged dozens of water mains throughout vallejo, including on mayor island. it's a problem firefighters place across the city whenever they respond to calls. on their way with lights and sirens, they contact the water department. if there's a damaged water main at the fire, the city will pump water from a different source to the hydrant. when they arrive, they make sure the hydrant is working. >> we are able to isolate the main which supplied us more water than we needed, which helped. ever since the earthquake, it's been nice to see the different divisions of the city supporting each other and see the system actually work the way it's designed. >> reporter: firefighters say no utilities were hooked up here so the cause of the fire is suspicious. they do not believe it was related at all this morning's aftershocks. on mare island, matt keller, abc 7 news. >>> marilyn hartman, who repeatedly has tried to get on flights without a ticket and did so this month in san jose, has done so again, this time in phoenix sky harbor airport. she will be charged with criminal trespassing. she was taken into custody this morning. she was warned by phoenix two weeks ago and told to stay away from the airport. >>> and a warning for drivers coming into san francisco. in just two days, all northbound lanes of interstate 280 will be closed for a major earthquake retro fitting project. the closure begins at 2:00 on thursday afternoon, and lanes will stay closed through the labor day weekend. cal-trans expects all lanes to reopen by 3:00 p.m. on tuesday. crews will replace a bridge hinge. interstate 280 will shut down at the highway 101 interchange north to downtown san francisco. >> it might be a problem there. >>> all right. well, the drought is showing early signs it's going to raise water bills even as we try to cut back on use to meet state goals. >> the utilities commission says that the drought has created a $4 million hole in its budget. in the south bay, number crunching is just starting. >> david louis is joining us near morgan hill. david? >> reporter: good afternoon. you can see a stark reminder of the drought. you can barely see any water on the horizon, yet this bowl should be filled with water. this reservoir is only at 1.9% of capacity. with water supplies tight and less water being sold, rate hikes are on the horizon. it is one vicious cycle. this is the reservoir today as seen from sky 7 h.d. exactly one year, it was at 37% of capacity compared to 1.9% today.

cal train to go home. it was an hour after the game now, cal tran, 5:15, it will take me 2-1/2 hours to get home. you have to remember at candlestick park it was just nutty. it was worse. now, as we left an hour after the game there were a lot of people still in line. but, those people seem to be going southbound toward towards westchester. mountain view line it was not bad at all. there were three to four trains that left before it even filled up. so, my ride and i can only speak for my ride as a fan, has not been that bad. but let me ask another fan. you are christine. >> yes. hi, mike. tell me, how was your ride? >> all in all. it was great. i was surprised. we got on near our house off of bay shore in the bay view district. like 10:05 this morning about two hours, heading back now, not crowded. it is not the 20 minute commute from my house in the city but this was great. >> you were lucky. people here, good transportation, what do you think? good or bad? >> good. all right, we are seeing good transportation here. first game. i don't know we will see how the rest of it goes. riding a bta train in mountain view, mike sugarman, kpix5. >>> well, betty is live at levi's stadium, how is it looking out there? >> reporter: well, the santa clara police officer told me no less than 30 minutes ago that that the the traffic out here was chaotic. but as you can see behind me, a different picture right now. right outside of the stadium. take a look down great america parkway. this place emptied out quickly. this is what it looked like a few blocks down from where i am just a few minutes ago. it looked like a parking lot in some parts. officers were directing cars down a few of the main roads to get to the 101, 237 and the lawrence express way. people i talked to said it was a pretty big improvement from what they saw out here at the earthquakes game but others disagree. >> definitely needs to be improved upon. city, levi, get together, signage, signage, signage. >> yes. we got stuck out here and had to walk probably i don't know, 3/4s of a mile. and, still paid $40 outside parking. >> how do you rate the parking situation? >> i. >> reporter: well, ken, we definitely noticed that as well. as a matter of fact the game started at 1:10. a lot of people went in and left. by halftime, constant outflow of people. you only have to wonder what impact that had on the actual traffic. was the traffic at the end of the game at 4:00 less? now, what you are seeing here is deceiving. the traffic here coming out of a vip parking lot and the 49ers training facility. we saw what was believed to be be the denver bronco buses leaving, heading back to the airport for their flight home. a lot of staff members and employees for the stadium getting off of work. it is not coming from the golf course that is one of the large lots. a little bit controversial. we talked to a pan today who had to go through a lot of issues to park on the course and it is quite a bit of a walk. he said a quarter of a mile. not sure if it is that far. it is quite a bit of a walk. it depended where you were coming from, freeways that you took and how you got here. but the reports here were better for this game than a couple weeks ago during the earthquakes game where, of course, they made changes and the mayor, matthews, we most up with him and he said they made a lot of changes. from what they seen at the official level things were improved. not perfect but better. that is the story, back to you. >>> bet selive outside of the stadium. any -- betty is live outside of the stadium. any traffic problemss? >> reporter: traffic outside of the stadium, smooth. we are seeing a lot of chp officers, city workers in the cleanup phase, this is great america parkway. let's show you what it looked like within the last hour. some parts it looked like a parking lot. it was a bumper to bumper. the officers directed the cars down, a few of the main roads out of here on to the highway. we stopped to talk to a few of them on their way out, take a listen. >> horrible, horrible, no signs, nobody knew where to go. they closed some of the areas, we were coming from the other side of the stadium. they rerouted us back over so it caused more congestion. >> if you are going to build the stadium, the stadium has to support it itself with the own parking spots and not corporate parking spots that are parked miles away, you know, it is ridiculous. >> reporter: okay. so that man that you just heard from said he spent 30 minutes walking from that parking lot to the stadium. and walked back to his car and that was not better. many tried to use the parking app to get them in and out and direct them to the right lot it did not work. it crashed. but as far as traffic out here right now things are flowing smoothly. back to you. >> all right, thank you for that report. >>> mike sugarman is making his way home from the game right now. mike the ride has been good. stadium has been pretty good. a big hit. what are the fans saying about the team? just in time for the first day of school, cal has launched an emergency app for students. the app which is called cal emergency preparedness is used as a resource guide for every kind of emergency situation you could see on campus. it notifies police when there are 911 situations, such as an active shooter on campus, but the long-term goal is to put realtime info on that app telling students what to do or who to call and where an emergency is occurring. the app already has many other ways to help out students. >> a lot of resources information on what to doed if you're a victim of a crime. how you can get assistance whether it be from our university health services who is also a partner in it or from student services whenever they might need for help. >> it does knots replace the warn system. it was created because of a power outage and explosion that left some trap in elevators last yeast. >>> the selfie thablgd help california cops catch a pair of criminals, next. ♪ ♪ ♪ >>> you're watching "today in the bay." >>> it is 5:23 on your thursday morning, better image than that? all lit up early on this

cal-fire says crews are on alert for dry lightning as they battle the blaze. an evacuation order is still in place for the area in mendocino county across six communities cal-fire says it has burned over 8-thousand acres and is 35- percent contained. more than 2-thousand fire- fighters including a crew from redwood city are fighting the blaze. it was started by lightnng late in july. three-time nascar champion tony stewart hit and killed a a red flags in effect through tuesday. here in the bay area we are going to see a lot of fog. one thing that is little different tonight is that the fog hasn't pushed in a land as quickly as it did last night. we have a nice big moon that is shining brightly tonight. we will have some klaus to do to deal with in the morning however it should clear quickly. here is the thunderstorm activity that has taken place. there are lightening strikes all over the place. for tomorrow and tuesday issued be the same. this is going to stay in place for tomorrow and tuesday. it's when to keep things fairly cloudy and myself here in the bay area. fond tracker 6:00 a.m.. it should give way to sunshine a little faster around 9:00 a.m.. i've got

cal-trans spokesperson says there is no need for criminal probe. chp already investigating laiments that cal-trans retaliated against employee who criticized the project. >> dozens of bay area communities hosted national night out block parties tonight. organizers believe national night out provides neighbors with a chance to get to know one another and they say that's key toward reducing crime and helping people feel safe in and around their homes. this is one of the larger national night out event in east san jose. family share food. listen to music and play games. oakland hosted 6 25 block parties. 10 years ago there were just 35. so the movement has really expanded. >> people in hawaii are bracing for 2 storms expected to make land fall later this week. take a look at the satellite animation from nassau. it shows hurricane that could ariff at the big island by friday. it's expected to bring heavy rain, high waves and strong winds. tropical storm julio is about 2 or three days behind this storm. they could get a double whamy. >> let's take a live look now outside from the exploratorium camera. sun clouds out there today. spencer is here with live doppler 7hd kind of strange. >> it certainly is. more clouds than sun today. lots of moisture in the air. still as you can see on live doppler 7hd from the coast of marin couldn't sonoma couldn't western out to sea and still no reports of significant rain fall hitting the ground right now but close if a little bit you can see that there was a trace of rain fall earlier in oakland. i mean jaws trace. not even 1/100's of an inch but moisture continues to move through the bay area and there is that possibility we could get isolated showers overnight. upper level low to the east with wrap around moisture sought moisture still moving in our direction. pretty good but chance at least overnight and that tomorrow of some isolated showers but still no measurable rape fall. that's really what we need but not likely we get it this time of the year. complete accu-weather 7 difficult forecast in a few minutes. >> thank you spencer. >> landscape contractor for cal-trans was struck and killed today in redwood city when driver veered off the freeway suddenly and smashed into a fence. it happened just after 11:00 a.m. on south bound highway 101 near marsh road from sky 7 hd you see a black mercedes coop there. the chp says the woman behind the wheel struck 2 people working along the shoulder killing one of them. both the driver and the second worker were taken to the hospital with minor injuries. the 2 workers were part of a crew from job train non-profit that provides skills training. they were cleaning up trash when this happened. >> we are shocked and sad about the tragic accident that took place in morning on highway 101. extend our deepest sympathy to the family of those involved and we are work to go provide counseling and support to the crews and to the other people who are working here. >>reporter: the chp still trying to figure out what caused the drevr of that mercedes to veer off the road so suddenly. >>> still no sign sadly of the skip
