place, i can tell you that chevron has their own investigators out on scene right now, but also cal osha is here and investigators from contra costa county after a long night for thousands of east bay residents ordered to shelter in place after fires broke out at the refinalry here. it blackened the sky for hours. the shelter in place i think as bob said lifted p 11:30. health officials the main concern the fumes. some residents complained of throat irritation. a spokesperson told us what happened they were investigating a leak in the unit 4 and then the fire broke out right after. right now they say, though, there is a small controlled burn going on so no more hydrocarbons are released. at the height of this 80 firefighters were here. a spokesperson explained the challenges. >> all of these crews worked together, they worked the plan, they used the best available technology and did an excellent job in making sure that this incident didn't become anything worse than it was. >> reporter: earlier we were told that it was one worker who suffered a minor injury. we're told that three workers
