caltrain has two requests. the first one, $45,000 in prop k funds for a feasibility study to maximize the future by parking capacity. it would identify of the ball -- optimal point of investment. they anticipate the study could begin as early as july 2012. caltrain is also requesting $165,000 and prop k funds to make improvements to the existing fourth and king bicycle parking facility. they are developing an rfp with capital improvement for new operating contracts for the bicycle facility at fort san joaquin. when does the conditioning the release of prop k funds on the operator contract award when we will have a chance to approve and review the scope and budget for capital improvements to be performed. finally, the san francisco department of environment is requesting about $270,000 dollars for one year for the clean transportation program. including bicycle fleet in the regional ride share program. with that, i can take questions. i want to know that we have representatives from each of the agencies that sub

that is for the caltrain terminal is. supervisor cohen: i would like to remind you that there is a caltrain terminal at the bay shore and just outside the border of san mateo county. there is another station at 22nd. if we're successful, there will also be one at oakdale. we need to be able to build for the future and not, i believe, to be the easy way. yes, it is easy to design the nine downtown and it is almost a guaranteed success. -- it is easy to design in a downtown. but we need to get worse schools are being built, where homes are being built, where families are selling -- we need to look at where schools are being built. it is not in downtown san francisco. it is happening in the bayview and visitation valley. families are already there. so the data what, if you were to look at the data, it would explain that you could extrapolate that this pilot program may not necessarily be as successful here as it would be in another place because of a myriad of reasons. but i am here to challenge staff today. it's not always

the hope is we will continue to engage our partners at the transbay jpa, mta, ntc, caltrain. on the federal front, there was a development. it was actually an amendment that was introduced into the house version of the surface transportation act. the amendment was introduced by a representative from elk grove. this amendment, if successful, would threaten court eliminate the $942 million, and it starts funding for the central subway. i do not know the people fully understand the magnitude of what is being proposed. we're working with the mayor's office here at the county transportation authority, with the federal transit administration, and our representatives in washington, d.c., to make sure this amendment is not successful, and that is something we all should watch. i know the central subway is a priority for not only the authority but for this entire board of supervisors. finally, a very important piece of good news. i think this builds upon the work that has been started between our executive director and the new director of transportation that the mta, ed reiskin. they

in the particular case of the peninsula, that would be caltrain. this was a concept developed jointly by caltrain and the san francisco high speed rail working group over the past year, working in cooperation with high-speed rail authority as well as departments within the city. so we were delighted to see the high speed rail authority not only embraced the idea of blended operations, but have made a formal part of their business plan. as a result of the high speed rail authority embracing blended operations, the metropolitan transportation commission, working in cooperation with san francisco's mayor's office, the transportation authority, and six other regional transportation organizations, have come together and developed a draft memorandum of understanding that does a number of things that advances both the interest of local transit as well as high speed rail. the memorandum of understanding establishes an interrelated program of projects for the peninsula. these would address both near term and longer term needs. specifically, the program and
