ab819, which would require caltrans to establish procedures for non-standardized designs for bicycle projects. this was approved by the governor. another bill of interest would be ab1532, the speaker's bill, which would set procedures for use and distribution and cap and trade funds. i will go into this further. i think this would be of great interest to the board of supervisors with respect to the designation of the funds and the revenues that will be generated from the cap and trade program. next is ab2144, which is another bill sponsored by the speaker assembly member perez. this bill would expand the isd law and reduce the voter threshold for creation of an ifd and issuance of bonds for the ifd. unfortunately this was vetoed by the go for. there is discussion about it coming back next year. another bill of interest is sb214. this was vetoed by the governor and would have eliminated voter approval requirement for the city or county to creative ifd and expand projects. >> did the governor give reasoning why he showing hostility for ifds? >> no. >> redevelopment reaction or -- >> co

that's a short report on the 22 parcels we received from caltrans. you should have a map in front of you to help you refer to these if you're not clear on the presentation. so, in 2002, soon after the parcels had been transferred from caltrans to the city, the city entered into a transfer agreement with the redevelopment agency and this agreement the agency purchased two parcels, parcels a and c. a key tenant of this transfer agreement was a so-called true-up division which said that any funds left over after the city fulfilled its obligation under the agreement with caltrans would be given back to the redevelopment agency to adjustor true up their purchase price. this was a foundational premise on which the transfer agreement was based. the redevelopment agency came forward with funds from the low mod housing fund which were instrumental in the construction of octavia boulevard with the understanding that the purchase price would be adjusted in the future. in addition, the transfer agreement included an option to purchase an additional five parcels,

. >> reporter: ken caltrans is making the most of this time without cars on the bridge. take a look behind me. at the moment this is one of the side projects that they are working on. they are installing new crash pads at tollgates. the main project, seismic retrofit that closed this bridge we're told is right on schedule. the san mateo bridge is the longest bridge in the bay area and this weekend it's also the quietest. okay, so that is not so quiet. but the traffic is. drivers are clogging other bridges and freeways because the san mateo bridge is closed for the weekend, so caltrans with reface a 60' section of it. >> we have replaced westbound and we have replaced three of the new seahawks and in the process of placing the fourth. >> reporter: these 14 by 34 bridge sections on top of that flatbed will be under commuters' tires on monday. caltrans is using a huge crane to put them in the piece by 4500-ton piece. >> when you are working with very, very heavy equipment you have to take things very slowly and carefully because of the safety factor and complexity of the pr

>> reporter: so far, so good, according to caltrans.n the middle of the san mateo bridge, about three and a half miles in, just before the incline that you see there. that's where all this work is going on. that giant crane you're looking at is in the process of hoisting out twelve 30-foot sections of the bridge. you can see where they're doing that work. this is what they're replacing it with. you can see huge cement sections of the bridge. these are the new sections that are going to replace the old sections that are being pulled out right now. there is another new section of the bridge already strapped into a harness. we've got some video of that to show you. that was just about 20 minutes ago when caltrans installed the first new section of the bridge. caltrans has shut down the san mateo bridge to traffic for the entire weekend. they started at 10:00 last night. they started their work immediately afterwards and overnight, crews made a lot of progress. >> between 1 a.m. and right now, they were able to remove half of the total stru

same with the caltrans planning grant. i think the key projects we got funded are the hills neighborhood transportation plan which is going to address the south side of the hills, it will be nicely with existing [speaker not understood] and reconnections efforts. and will kickoff in early 2013. and we also have a $300,000 grant for the geneva harney bus rapid transit analysis, which is again a long-term effort that we've had in that area of town, part of the county study. and in fact we're going to get some swoon funding for the local match from san mateo in addition to our own. so, congratulations to the planning staff on yet another achievement in this area and staff, bravo on that. also i'd like to congratulate the planning department because they got two grants out of this -- planning grants part of caltrans, one for mission street transit and public grounds improvement study, which is very key to that area, and another one very interesting for living alley, pedestrian network study. both of these are topics, very curr

this project is in the environmental and caltrans current state. i say caltrans state department of transportation which retains design jurisdiction over 19th avenue which serves as state route 1. so, we have to get approval from caltrans to do any changes to 19th avenue. and this project is looking to implement pedestrian corner build outs as well as transit build out along intersections -- at intersections along 19th avenue. this project is being coordinated with sfmta transit effectiveness project. it is looking at ways to improve bus travel time and reliability performance on bus lines in san francisco including 19th avenue. that is looking at a number of options to improve bus services, including making changes to the bus stops. and, so, this effort is coordinating with tep's effort to change the bus stop along 19th avenue and our project, we're taking care of the caltrans clearance that's needed to make those changes. we believe that this phase will be concluded around december 2013. we understand that the current tep schedules summer fall 20

a strategic planned amendment is needed in order to fully fund caltran's request, allowing advance of approximately 1.9 million in prop k from fiscal years 2004 to 205, to 20-13 and the guideways category. among other requests we received, the san francisco transportation agency has requested 136,000 in prep k for design and construction of crosswalk and guardrail, modifications at the intersection of the ohsanessey and dale dell. also requesting 35,727 to construct crosswalks and red visibility curbs at controlled pedestrian cross. finally department of public works has requested 20,000 for curb side and landscape improvements on 24th adjacent to 24th commission bart administration southwest plaza. southwest curb and landscaping are scope elements of the 24th street mission. bart improvements project and full scope of plaza improvements should be completed in november 2013. we have representatives from the agencies requesting funds. they are responsive to questions, as am i. >> great. thank you for your presentation. i know the financing of this. we are pulling down money from future
