caltrans is calling on every california to do their part to keep lakes, rivers and streams clean.in advance of the summer season as storm water travels and storm drains. it does capture pollutants from highways and streets and sidewalks and yards . those pollutants are deposited into waterways and have a big effect on water quality, especially in times of drought. and during high travel times, but caltrans says you can help keep the water clean by properly securing items and truck bed's not over fertilizing lawns and plans picking up after pets. and also maintaining vehicles to prevent leaks and spills. waterways in our state belong to us all. it's incumbent upon each of us to do our part. to keep these waters clean. and ensure that the bay and all the other waterways of this state remains swimmable drinkable. and fishable. the caltrans stormwater public education campaign is a three year public education campaign led by the agency. the city of alameda will see a spike in electric rates starting july 1st alameda municipal power will implement a 5% overall rate increase for residen

caltrans says they've had people stopping at the toll plaza trying to do so. >> did you know there's a pedestrian walk weigh under the bay bridge toll plaza? that video posted by an east bay resident has more than 340,000 views on tiktok. it shows the tunnel with a walkway. at one point in the video-ku can see the stairs toll collectors use to get to their booths. it generated quite a bit of reaction and, of course, curiosity. we talked with chief of public affairs bart nay. let's walk it. first there are two tunnels, the first was a public access tunnel used by toll collectors and others to get to the bus stops. >> there's a big green state sign there that shows you this was the public access tunnel there. >> reporter: that tunnel is a straight walkway. >> anyone that needed to get to the toll plaza could come to the burma road side where the buses stop and that was their access. >> reporter: the other tunnel was used only by toll collectors. >> they needed safe access under the freeway and pop up where their toll positions were. >> reporter: he said the reason it was opened up on t

caltrans has a wind advisory in effect.p that in mind and you have brake lights building out of tracy beyond mountain house at this point on 205, getting on to 580, so one of the busiest parts of our morning commute so far and it's typically the area where we see the brake lights early in the morning. san mateo bridge a wind advisory here as well, so be extra careful if you're traveling in a larger more high-profile vehicle and now starting to see the extra volume as well for commuters heading from 880, over to 101 into foster city so westbound traffic starting to get a little sluggish there towards 101. 880 also looks good. if you're getting ready to head out the koodoor along the nimita live look at the coliseum, everything moving nicely in both directions. the bay bridge toll plaza no metering lights, pleasant into the city. >>> the oakland city council is set to vote on legislation that could put a cap on rent increases in the city. the legislation written by councilmember carol feiff would cap increases by 3%. owners o

caltrans tweeted about road closures as well as evacuation orders in effect and another fire. then we've been keeping an eye on. you see choppers fighting this. this is in the san ramon valley. firefighters have contained what was a big grass fire. this burned more than 90 acres today in the area of highland and commune roads. the cause of this fire like the one in napa is under investigation. crews will remain here in the east bay for several more hours tonight to make sure this thing doesn't flare up again. meanwhile, the quail fire which we've been tracking all weekend is now 100% contained. you see the big flames there over the weekend. this fast-moving fire burned 135 acres north of fairfield and briefly forced evacuations in that area ton of smoke this weekend. all evacuation orders and warnings have been lifted. fortunately, people have returned to their homes. crews did work overnight to strengthen containment lines and put out some hotspots. luckily, no reports of injuries or damage to any buildings there. and with fire season already here again, it's a cal fire is as

for hours, caltrans closed highway 580 in both directions. they have reopened it in the last hour. >> and in vallejo, crews knocked down a three-alarm wildfire at 2:00 this afternoon near six flags. a lot of hazy smoke across parts of east vallejo. and another fire, garage fire in san francisco left one injured and seven displaced from their homes. it happened this morning before 6:00 and the cause has not been determined. >>> authorities are searching for suspect who started three small fires along highway 4 near the san marco intersection. crews have knocked down the fires. officials were able to get a description of the suspect from a witness. >>> one person is dead after a gunman opened fire in an orange county church. it happened at geneva presbyterian in laguna woods. a live look at the scene. five people were injured in the shooting. this is not really the scene, this is a press conference going on right now. police do have the suspect, an adult male, in custody. about 30 people were inside the church at the time of the shooting. most

check it out -- spring snow tonight as we take a look at the caltrans camera.of 80 and highway 50 in el dorado county. snow was expected at higher elevations. because of some late season storms, the palisades resort is extending its ski season to memorial day. the bay area maybe not worried about snow, but it is feeling colder. >> it is chilly out there, not your typical mother's day weather. we have snow in the sierra and a wind chill in the bay area. you can see most of the bay area is dry, but there is some unsettled weather in the north where a few areas of spotty, light rain make be falling for some heavy drizzle if you prefer. the windy conditions, ghosts have ranged from 35 to nearly 45 miles an hour. it is still windy out there as you can see, and we have your wind gust animation to show you. wind will relax just a bit, though it will still be breezy near the coast line. tomorrow, wind will intensify once again to over 35 miles an hour over much of the bay area, and it is chilly out there. i mentioned that. most bay area locations except san francisco a
