it's 16 and campbell police say they have arrested a man now in connection with the vandalism of the city's water tower. so officials were called out sunday to reports of a person on top of the water tower. they ordered that person to get down. but they didn't comply right away and they're resuming in on the person when he finally did climb down to try to run away but was caught by police and arrested. police have reported that that towers been vandalized 3 times since christmas. they didn't say if anything was written, but they did say the suspect caused damage that had to be repaired. >> it's 8.17, in the west contra costa unified school district is facing some big financial challenges, including the threat of a state takeover. the district which serves about 30,000 students in richmond, el serino and surrounding areas is dealing with a budget deficit and declining enrollment. the district could go insolvent within 3 years. if they don't make changes. the interim superintendent says the district needs to cut 13 million dollars over the next 2 years. and to avoid more staffing cuts.
