supervisor campos: thank you. next speaker please. >> good afternoon, supervisors. i served on the ethics commission for eight years, longer than any other person has, from 1996 to 2003, and i have known supervisors campos wiener for many years, on campaigns, sometimes working for the same candidate, sometimes working on opposite sides. i also agree with the decision to send the proposal back to the ethics commission. i think there are some unintended consequences of some of the proposals. in together, i wanted to address raising the threshold for having to disclose the source of funds for campaign communications and also eliminating disclosure requirement for committees that are engaging in electioneering adds. i am to go the familiar with the issue because after serving on the commission, i represented a mexican immigrant supervisor who was being subjected to a barrage of hit pieces the last week before the election in 2004, the most notorious with nazi swastikas on the front of the mailer. the only information

supervisor campos: thank you. next speaker please. >> good afternoon, supervisors. thank you very much for holding this hearing. i was on the ethics commission from 1996 to 2000. if you remember, during that time, we passed some legislation. just some comments real quickly because there's lots of details we can get into here. in answer to supervisor farrell pose a question about other cities, one of the cities we looked at was also new york city. new york city -- very large metropolitan city that has been in the reporting arena for many years. if we were going to look at another comparison, that would be a very, very good comparison. i think it is wonderful that the two of you are working on this and sending it back to the ethics commission. i think the need to do some serious work on this. we really need public input on this before it comes back. quick comment on the $500 -- the idea of the $500 was originally back as the population increase within a district, that would give a lot more money for the supervisors

supervisor campos: thank you. next speaker please. >> thank you for scheduling this. i worked for the ethics commission for years. san francisco [applause] campaign ordinance contains much good, but there are many problems that it does not address, only some of which it does not cover now. in l.a., disclosure reports required 24 hours after independent spending detail previously undisclosed funders as the budget analyst report indicated. this is critically needed here. funding disclosures should be required whenever we have spending disclosure requirements. moreover, the independence and the disclosure is consistently required only for mayor and board races. for other offices, it is only required if the expenditure ceilings are still in place here last fall the election, we did not have that required. even worse, there's no such supplemental disclosure for measures. 24-hour and of the report should be required regardless of the status of the type of election contest. next up, finding shell game results in awful lo

supervisor campos: thank you very much. with that, the folks that i called, and in addition, i have a number of other cards. [reading names] any member of the public who would like to speak, please come forward. thank you very much. >> first and foremost, i read the report. it was forwarded to me by a gentleman who is here in this room. my experience when i worked in the presidio as a congressional liaison, gave me an insight of the lot of the factors or the elements that should go into a good report. so the population, as the report states, is about for san francisco 800,000, but as i just verified, and i read it, l.a. is 2.2 million. we see that san francisco dismisses 76%, whereas l.a., 19%. what we need to discuss very, very deeply is the role of consultants that proxy's are used to give donations to the supervisors. for example, it says here during this time, a contractor can do this, that, or the other, but a contractor can split $5,000 to 100 people, proxy's, and that goes into the campaign of some of your supervisor

president chiu: supervisor campos. supervisor campos: thank you very much. colleagues, as you may recall, last year we probably voted unanimously in favor of some changes to the wage that ordinands here in san francisco. the legislation before us today takes the issue to the next level. it recognizes that it is not just the losses you have in the books, buy you also have to make sure that you have an efficient and coordinated effort that brings all of the city agencies, members of the community, including not only workers and their advocates, but also businesses together to make sure that we are doing everything we can to address the issue of wage staffed. and then to make recommendations to this -- wage theft. and then to make recommendations to this body. i know there are a number of individuals, supervisors, web -- members of the workers alliance and others who are here, and i would ask those individuals who are here in support of item 23, if you could please stand so that we could see that this is very meaningful to so many people. i want to thank member

supervisor campos: thank you. this was an item that was continued from our last meeting to writ -- from our last meeting. i would like mr. trout to come and present this item. let me present some context. a lot of it has to do with the role of the select committee and dealing with these issues. we can coordinate and talk about, have a discussion about different issues that are impacting the city and the school district. a number of questions have been raised and the goal of this meeting is to provide information to members of the public. some issues have been raised in terms of whether or not certain actions should be taken by the san francisco unified school district, including actions around the issue of waivers. that is a very important issue. to the extent that action is taken, those are things that have to have been at the san francisco board of education, not at this committee. we do not legally have the authority to direct the school district, which is a separate legal entity, to do anything. we hope to pro

supervisor campos: thank you. next speaker, please. >> week as parents understand this, but it has been complicated for us. moving the cutoff date sounds good in theory, but if we are going to write a bill, let us figure out how we are guinta implement it. sb 1381 said it was up to the district. our district apparently decided our kids were going to be in kindergarten. that is what we planned on. if your kid is ready, they will go ahead. if they are not, they will stay back. why did this all changed? we do not know. that is fine. it changed. but give us an option for what to do. my daughter was born november 2. you are telling me some of the 24 hours alder is ready and she is not? we have to see who is ready and who is not. if we do not have a system in place, we better get one. the test english learners. why can't we test for kindergarten readiness? same concept. the relationship with the school board and the parents is extremely important. i think there needs to be transparency, accountability, and trust. the bl

supervisor campos: i think it is possible to do that.though we have these great districtwide elections, i think district election still allow you to deal with larger issues. we feel that we certainly have demonstrated that as a board. individual supervisors have demonstrated that. one of the pieces of legislation we worked on last year that we are very proud of is the health services master plan, which is legislation that for the first time has a city like san francisco thinking about the health needs of the city of seoul. -- cities as all whole. it is good for us to know what the health care needs of the city are going to be in the next couple of years or long term. so, making sure those who do planning and other things, that we think strategically about the need citywide and also neighborhood by neighborhood. and we were able to do that and pass that legislation as a district-elected supervisors, even though this is legislation that impacts the entire city in the future of health care in san francisco for many years to come. i think it

supervisor campos. supervisor campos: thank you. let me once again begin by thanking the applicants. i appreciate anytime someone wants to serve in any capacity. as was noted by one of the speakers, my office has spent a lot of time on the issue of health care, and i am imprest with all the qualifications of each applicant. i think they have a lot to offer, and i do believe there are times when residency waivers are appropriate. that said, i do have a concern about the entirety of the applications requiring residency waivers. my implication, -- - danny, unless i'm tilt -- my understanding is the individual serving in the six continue to serve in that capacity. in light of that, i think it would be appropriate for us to continue the item to provide an opportunity for current residents of the city to apply for any of these seats. again, this is not about the individual qualifications of any of the people who are before us. each of them is exceptional and has a lot to offer, but i do think that on something like health, it is important

supervisor campos: i appreciate that. putting aside the competitive bidding peace in terms of the other elements of this resolution, including designating oewd as the lead negotiator, some of the other points embedded in the resolution, i was just trying to understand what legal necessity of those points work. >> designating oewd -- i do not think that as a legal necessity. i think that is a policy matter. >> if i could acknowledge, the port commission has designated the mind of previous action a couple of weeks ago, and this resolution trust acknowledges that that occurred. supervisor campos: ok, it is mainly a policy statement with respect to those items? >> and i suppose it is intended to give clarity as far as who is the city's designated negotiator. supervisor campos: ok, and if we could go back to the issue of competitive bidding. again, i do not have a problem with the negotiation beginning, even if you have a sole source process, but i do have a question about the language that is here. i am trying to understand w

supervisor campos? supervisor campos: thank you. i know winston is happy to see something is being done about the gopher problem. that is appreciated. i want to talk about the transfer tax measure that has been introduced. i think it is important to put some context in what we are trying to do here. i am not convinced that having one single measure that deals with the issues of changing our tax system has -- and at the same time dealing with the affordable housing trust fund, that one measure can do that. from a public policy standpoint, i am not sure if that is the right approach. i am signing onto the property transfer tax that has been proposed by supervisor avalos because i think it is the right thing to do. if you look at the way in which we have been balancing our budget for the last few years, from the moment that i know i was elected to this board of supervisors, we have been cutting. we have been cutting consistently for the last four years. when we started cutting, we started cutting some of the fat in these agencies and s

supervisor wiener: thank you,, supervisor campos. we're in district 9, but we are a half a block from district 8. it's an amazing district. i'm honored to be representing it. this budget process is the most important thing i'm honored to do. i'm honored to be sitting on the budget committee this year. having gone through the budget process last year, i can say, i can't corroborate what -- i can corroborate what supervisor campos said, to include those board of supervisors early on, to make sure we are trying to iron out possible differences of opinion to address budget issues early, so when the budget is submitted to the board, we have worked out as many issues ahead of time and so then we can falfs on the final items. the budget process last year was not nearly as chaotic at the end as it has been in recent years past. i really appreciated that process. i'm glad we are doing it again. i wanted to touch on a couple of areas. there are so many important areas in our budget. three things that i am focused on and a lot of people are foc
