this is an issue supervisor campos that's going to involve enforcement. this is our fourth meeting with reference to pedestrian and traffic safety in the last six months. we're notified every time there is an injury accident or pedestrian or bicycle accident, we're note notified and the location and we've expressed our concerns. a little background. in our three prior meetings, we've had presentations by the police department and asked for statistics and we've seen great progress and what is happening in the police department on their side of it and we want it hear from the public, but we've seen -- there seems to be a direct correlation and we learned this last wednesday night when statistics were provided to the commission and that correlation you heard campos talk about enforcement. there's a direct correlation between our staff and the police department going down due to retirements, the number of citations going down due to those retirement and fewer officers on the street and the increase in fatalities and incidents. so there's a direct correlation

commissioner campos. >>supervisor david campos: thank you, mr. chair, i think it's the fact that rates were not approved doesn't necessarily mean that the puc still doesn't have an obligation to continue to do work on the program because as much as that issue on rates remains open, you still have a board of supervisors decision to proceed. and i think it's interesting that the proposed budget does not include any money for clean power because i think it's an interesting thing to see an agency introduce a proposed budget that has to be approved by the body that approved a program that they are leaving out of the budget. so, i think the board of supervisors certainly will have an opportunity at the budget committee when the budget of the puc is reviewed to make sure that the budget of that agency reflects the priorities that have been set out by the legislative body of the city, the board of supervisors. and i think that there will be a number of supervises who will expect that there will be an allocation of funding to continue with community choic

supervisor david campos: thank you., mr. mayor. for every ellis act eviction that takes place in san francisco as we are facing this affordability crisis and this eviction crisis we know that many tenants have been displaced from their home after accepting a monetary offer called buy outs from their landlords. we know of no city regulation of these buy outs that for many of us still lead to significant reduction in rent controlled units in this city. it definitely another form of displacement. will you commit, mr. mayor to working with me on my legislation addressing these buy outs? mayor edwin m. lee: supervisor, thank you for your question. i would like to start with a word of caution. i know the board has attempted to regulate buy out each time and each time it was thrown out by the courts. so any attempts by the court to regulate buy outs would require to be narrowly taylored by the court system. i see what you are trying to accomplish for sfran families. tenants who accept buy outs are facing an eviction. they face an eviction

supervisor campos. supervisor david campos: thank you very much, madam clerk and colleagues. i want to begin by wishing everyone a happy holidays! and happy new years to everyone. i want to introduce a resolution that we bring forward with mayor lee and supervisor chiu regarding the need to amend state law to return local control over the ellis act so that we can deal with the speculation and abuse that's happening with respect to no fault evictions. i want to note that besides the fact that we are at a historic juncture where we have all of the key players, the elected key players united behind the effort of changing state law to allow san francisco to have more control, that besides that, that this resolution also notes the neat nooed to do something not just at the state level but also at the local level and the resolution specifically talks about the need to pursue local strategies, to mitigate the adverse impacts on displacement by -- ellis act evictions by relocation and buy outs as was done earlier by this board, legislation involving tenant harassment. i'm very proud
