that's capitol hill.ays and means committee is gearing up for hearings on charges that the irs unfairly targeted the tea party and other groups and that folks in washington knew about this. this investigation comes as the scandal gets worse with that revelation that maybe some of the higher-ups in washington had some sort of role, although there's a lot of questions yet unanswered which is probably why there's going to be a hearing. chief congressional correspondent mike emanuel's live on capitol hill with more for us. >> reporter: hi, jenna, yeah, a timeline reveals that managers in the irs washington office were involved as early as april 1, 2010, that contradicts what the irs' initial story was, that this was just low-level staffers in its cincinnati office. the irs is doingf damage control today with acting commissioner steven t. miller writing in "usa today," quote: >> r eporter: here on capitol hill today senate be republican leader mitch mcconnell is not buying it. >> i'm calling on the president t

happening now on capitol hill.wmakers pressing for answers about what the fbi knew about two bombing suspects before the boston marathon. how much of that information was shared with the boston police department. "today in the bay's" tracie potts live on capitol hill. the hearing started about half an hour ago. what have we learned so far? >> reporter: so far, opening statements, after we take a live look at the hearing, senator joe lieberman, they want his input along with boston authorities. one of the key witnesses today to be questioned is boston's police commissioner, edward davis. what authorities want to know, what the lawmakers here want to know, is did boston authorities coordinate with the feds two years ago when they first got that tip from the russians that tamerlan tsarnaev may have been involved in some radical activity. the focus on this hearing today is going to be coordination and cooperation. was it there? did boston have any clue what was going on in their backyard when the feds were first lookin

miller will be on capitol hill answering questions for hours today. at the top of their list, why he knew this unfair targeting of conservative groups was going on, he either denied it or dodged the questions on several occasions. former acting irs commissioner steven miller is expected to be the key witness on capitol hill this morning as hearings begin into irs misconduct. lawmakers will ask miller why he knew but repeatedly failed to tell congress that the agency had singled out conservative political groups for extra scrutiny. >> these people were not treated fairly. that was wrong. somebody must be held accountable. >> reporter: congress also wants to know who first ordered the policy and who allowed it to continue. in a report released this week, the treasury department's inspector general said after six months of investigation, we could not specifically determine who had been involved in creating the criteria. president obama says it was only last week that he learned about the extra scrutiny given to tea party groups seeking tax-exempt status.

eamon javers on capitol hill right now watching it all. >> apple ceo tim cook emerged largely unscathed from this hearing today. that was against the expectations of many here in washington, who looked at the report that the senate subcommittee put out last week and thought it could be a much more damaging hearing for tim cook and the other apple executives. there were a couple of uncomfortable moments for all three apple executives who testified today, but maybe the most uncomfortable moment happened before they testified, and that's when rand paul, the senator from kentucky, sort of called into question the entire purpose and function of this hearing, really getting under the skin of senator carl levin, the chairman of the committee, who called the hearing in the first place. take a look at this exchange. >> frankly, i'm offended by the tone and tenor of this hearing. i'm offended by a $4 trillion government bullying, berating, and badgering one of the america tease greatest success stories. if anyone should be on trial here, it should be congress. i frankly think the committee

congress does not like being misled, and nancy cordes is on capitol hill for us tonight. nancy? >> reporter: scott, one lawmaker today called it "an outrageous abuse of power" and he was a democrat. republicans are even more scathing and both sides say they want congressional investigations. according to a treasury department timeline, i.r.s. specialists first began singling out tea party groups in march of 2010. the groups complained and, more than a year later, in june of, s committee sent the first of three letters to the i.r.s. asking if it was targeting conservative groups. the i.r.s. said no, insisting the agency was apolitical and nonpartisan. but later that same month an i.r.s. division head, lois lerner, was informed that agents in cincinnati had been instructed to scrutinize tea party applications for tax- exempt status. she instructed that the criteria be immediately revised. the i.r.s. never acknowledged the targeting. even a year later, in march of 2012 when i.r.s. commissioner doug shulman was asked about it in a ways and means committee hearing. >> there's absolut

on capitol hill, it didn't take long for politics to play a part in the effort to recover here. early in the day, president obama pledged federal aid for the victims during a statement at the white house promising, quote, everything the state needs right away. but already some budget hawks, including senator colburn from oklahoma hinted that any spending on disaster relief should be offset by spending cuts elsewhere in the federal government. and we asked senator colburn about his position. >> look, we have $11.8 billion in fema. it's not even a legitimate question. i was asked that question yesterday before we knew how many people died. so it's inappropriate. the fact is, we've got a lot of waste in the federal government and rather than borrow money against the very people we're going to try to help, we ought to eliminate some of the waste. it's not going to be a problem. we'll not have to do an emergency bill for this. we have plenty of money already set aside to take care of this. >> may end up being a moot point. the federal government already has $11.6 billion stashed away

it is a busy day down on capitol hill.ll angles covered for you next jon: high noon on the east coast april we can now tell you there is a sentence reached in the conviction of abortion doctor kermit gosnell. the people you are looking at on the screen some of the jurors who voted to convict him. the judge sentenced gosnell to life in prison without parole for the murder of baby a in this case. he was also sentenced to two and a half to five years for the involuntary manslaughter of a woman who died in his care. he also received ten to 20 years for a handful of conspiracy charges. the judge declared no further punish. for the remaining charges, including performing abortions after 24 weeks and violating the informed consent laws. gosnell's life sentence will run consecutive to his previous life sentences. all other charges will run concurrently. he showed no emotion while the judge read the sentence. when the judge asked him if he would like to say anything he smiled and look at his attorney and said not at this time. unde
