we are talking now with leo shane, capitol hill bureau chief of the military times. us first about what senate is up to now. is their big policy measure that sets the priorities and focus of the budget next year. we have a wide range of things in here. we have military pay raise, bonuses, troop levels, a wide ange of issues for the defense on capitol hill. host: how different is the senate bill? almost $700 billion. we saw the house version is slightly less. all of these have a base defense budget well over $650 billion, which is what sequestration caps on us at. one of the things that has to be resolved is how to pay for this. so far we haven't seen anything. democrats say this is a great exercise, but it is ridiculous. we are not getting anywhere with this bill because if we were to pass this, we would see budget cuts across the board. they have not really presented a path on how this will become loaw. host: the senate was in session last week on this bill what are some of the amendments? >> we were expecting big fights. competitionot of about how dod has too much

how does this all play out on capitol hill this fall?> well, it just creates an enormously complicated stew with really unpredictable outcomes on various fronts. i mean, the deal that was just last week, you know, kicking everything into december as far as spending and debt ceiling, even though the debt ceiling may end up, you know, going farther, democrats have leverage on these issues. and they want to use that leverage to get the d.r.e.a.m. act. i mean, it's because paul ryan can't go to the white house with 218 votes. it's not possible for him. so that gives the democrats leverage. >> you've called him an independent president, peter. you've made the case that he's so frustrated with his own party, he doesn't have those deep ties to the g.o.p., that he's able to navigate and operate in a different way. >> right. to be clear, i said in many ways, he seems like the first independent president we've had since the civil war era. some took that to mean bipartisan or centrist. i don't think the last week proves that. i think it's a momenta

joining us from washington, our capitol hill reporter. of reaction on capitol hill to president trump appearing to cut a deal on immigrants with democrats. is this a good change of pace for the first nine months? >> reporter: not just the daca conversation that president trump had with the democratic leaders it's the week before, last week when he did cut a deal that passed the house and senate to increase the debt limit for three months and fund the government for that time. that actually opened a lot of eyes on capitol hill. republicans and democrats. what i heard from republicans and several democrats is you know what this shows? this shows the end of extremes. end of extremes. because both parties have what would be considered extreme elements, you know, those individuals on the far-right and far left. and obviously things haven't been getting done. president trump is cutting through it and say if this is the best way i have to get my stuff done then i'm going to talk to democrats. republicans acknowledge that and again hope this ligh

kevin cirilli joins us from capitol hill. he is referring to the deferred action for childhood arrival, or daca. jeff sessions expected to make comments on this at 11:00 a.m. what do we know thus far as to what the administration is planning? kevin: what is going to happen is jeff sessions is going to announce a six-month start period for lawmakers to begin to grapple with how to repeal the dock. something president trump on the campaign trail campaigned on. last week, i met with a hispanic evangelical leader in the conservative movement who very much was against this. this person lobbied the vice president directly on this issue in particular. it could have severe political implications for the republican party moving forward area that said, i can tell you lawmakers on capitol hill within the republican party are not necessarily behind president trump 100% on this front. house speaker paul ryan has yet to comment double click this latest policy development, suggesting he is not going to weigh in on it until after that 11:00

ryan nobles is on capitol hill following this. ryan, the house is up first on this. what are you hearing about this harvey funding vote that's going to happen? >> it seems clear that at least this first round of debate over the harvey funding bill should pass through the house sometime this afternoon. they could begin voting on this as soon as 12:00 noon eastern time. the question becomes then what happens to this harvey aid package once it makes its way back over to the senate. that's where there is some concern that democrats will try and push to add the racing the debt ceiling onto this bill in a bipartisan effort to eliminate two problems that the congress has to confront. there is some reluctance among republicans to add the debt ceiling into this harvey aid pr pa package, particularly with conservative republicans who would like a separate conversation. they are prepared here in washington to debate this through the weekend. both house speaker paul ryan and senate majority leader mitch mcconnell made it clear they want a bill on the president's desk by saturday
