carl cameron is following the story, live on capitol hill, carl, the president made a rare trip to capitol hill today and he was definitive, i mentioned karl rove and mentioned other republicans. how did it go? >> reporter: well, he was coming up here to try to cinch the last minute votes and make sure the democrats, would put it over the finish line with the necessary goal of 216 votes for passage and the democratic leaders, on the hill, nancy pelosi, james clyburn, the whip, vote-counter and steny hoyer, the majority leader say when the actual tally is made tomorrow afternoon, or early evening, they'll have the votes. but it was still necessary for the president to come up and talk to democrats, and, he was candid about recognizing that for many of them this is a troubling vote. and many of them come from so-called red congressional districts, where either john mccain won a year-and-a-half ago, for president, or almost two years ago now, or, where there is a conservative constituency, as democrats often have a difficult time getting elected, and swing districts, really, and, the presiden

carl cameron is live for us on capitol hill tonight.arl, why are we still reporting on this again? >> the truth of it is, trace, they have a name for this. it's called legislative ping-pong. the lawmakers throw it back and forth to one another all year long. it hasn't just been this last week. it's been all year. enough of this. the problem with legislative ping-pong that has started in march of last year is that every single time the house and senate disagreed they have got to go back and do this all over again. the drama and intrigue, the games manship is basically over now, trace. they know it will be done by the end of the evening and they will send it down to the president real soon. >> trace: what's the real problem with this legislation, karl. >> when you have a 23 page bill and adding on another several hundred pages of fixes. drafting errors or some descrep sis after all it is the federal government at work here. two things that didn't qualify under the budget reconciliation act. they were related to pell grants and student loa

carl cameron is watching all of the action live on capitol hill, so where are we in the debate right hat's going on, carl? >> reporter: handful of hours left in the actual debate. democrats have essentially relinquished most of their debate time, they're debating one another off the republican clock because democrats are trying to get this over with. harry reid essentially said democrats are done, we're finished talking, it's time to go to the voting, and he turned back to the democrat time. a blizzard, an absolute frenzy of 10-minute votes on a host of points of order that the republicans have proposed, all of which are designed to just change the bill just a little bit because, jon, if it changes just a little bit, it doesn't go from the senate to the president's desk to be signed into law, it goes back to the house where the representatives would have to vote on it again. they hope by putting up some of these amendments which are controversial and in many cases popular, democrats will be forced to vote against popular ideas. for instance, one of the amendments is to ban special dea
