is success without the incredible support of the school system, and i would like to introduce carlos garcia, the superintendent of schools. >> for us, this is like frosting on the cake. we have been working the last three years in san francisco unified to have a cultural shift in the district. many school districts same -- i do not think they aim high enough. they say they want the kids to graduate from high school. i'm sorry, but in this day and age, that just is not good enough, so we started about three years ago an effort to include preschool, to have a conversation in kindergarten, to go through all the greats and start talking about -- there is a reason why we call graduation ceremonies in high school commencement ceremonies because it is actually the beginning, not the end. this plan -- yes, it is a commencement. what we forget is we cannot do this by ourselves. to have gavin and jose here -- we have been talking about this for a while. forjose first approached me about this, i thought that he was a little out there, and then gavin -- we all know he is out there. but to have the supe

[applause] >> good morning. for me, it's like a dream come true.e been a superintendent in three other places before i came here, and finally my dream has come true. we have a mayor who is actually walk tk talk, stepping up and saying what we need to do is if this isn't just a school district problem. this isn't just a parent problem. this is really a community, a city, county problem. it's everybody's problem. anybody who thinks it isn't their problem, boy, they really have big problems, because the reality is the impact of truancy affects every single one of us in this great city and state. look at the kids who are incorrespondent rated, the people who are prisoners in our state penal system. it's all people who are truants. and 70% of our prisoners aren't literate. they can't read. so you can't learn to read unless you're at school and you're actively engaged in school. so finally, we have a city, we have, you know, departments. we have a mayor, we have a superintendent. we have everybody, teachers, now merchants, because we had to cast a bigger

[applause] >> you know, one of the highlights for me as a superintendent and as a teacher who happens to be the superintendent is that when we go through graduation and watch our young people get a diploma and have -- the call at a commencement ceremony. really, their lives are just guarding that day. i kind of feel like that when we get a chance to recognize our rock stars of our school district, the real stars. american idol has nothing on any of you. you really have talent. when you look at the things these folks do in their classrooms -- in our strategic plan, we talked a lot about joyful learners. what you see in front of you are people who have figured out how to make learning so exciting that it is joyful and that kids kind of do not even recognize that they are being taught, that they are actually learning, because it is fun and exciting and new for them. that is the caliber of teachers and principals we have up here. some of these principles, as you know -- if you do not have

carlos city council is about to make another tough choice during these difficult economic times. it's decided to outsource the police department. now the city may be the same with firefighters. abc 7's theresa garcias live in san carlos with more. theresa? >> it seems to be about the bottom line. this city already outsourced its payroll, saved $50,000 and now looking at the job of the firefighters. shares the services with the city of belmont but decided to dissolve that agreement based on some monetary feud and that expires next opportunity. they have issued a formal request to outsource its fire department. the city says it comes to their bottom line. they voted 4-1 to outsource saying it will save over $1 million with apparently no change in the level of service. >> the level of service remains the same. we'll still have two stations that are open. we'll have comparable staffing and comparable equipment. >> as of right now since i gave notice the organization's going to cease to exist october of next year. today my guys don't have jobs after that point. >> san carlos firefighters say morale is low with as many as 24 positions on the line some already looking for other jobs. this is just the lat
