commissioner carmen chu? commissioner chu: looking at the $137 million laid out, $71 million from the capital program, that is pretty straightforward. with regards to prop1b and prop1b, flush out the reason why we need to work on advocacy? can you speak about how this relates to this money and what is necessary? >> the bond fund, as was mentioned, represents a need opportunity to leverage bond funds for the grant process. that said, the goal of the financial plan the agency will be submitting in february is designed to represent a fully funded, committed program to the federal transit administration. that said, the bond funds are still subject to other actions beyond the control of the city, agency. so one of the challenges we have before us is to demonstrate this money can be included within the state budget, allocated within the program in a timely fashion so as not to harm the delivery of the program or require the agency to initiate some short-term financing in order to move the program along. that said, t

if i may, -- before i do that -- commissioner carmen chu? supervisor chu: just a question about the timing. you talked about the fact that we created a group of individuals to come together to talk about how to close the gap for the $137 million, look at the $180 million, in terms of the timing. given that this is a long-term project that will happen over many, many years, is there a particular time frame under which we would have to come up with the $137 million? >> we have to identify that by february 2011 when we submit the ffga. we have to be able to show -- it cannot be a projection or estimate, at that point. it has to be with the fda considers a committed source of funding. -- fta considers a committed source of funding. supervisor chu: given that we are coming up on that deadline, are there any on the list that are more important than others? >> many of them are funds in hand. if we are able to find alternative funds, we will offer them up with the idea that we would be able to back fill the other projects. as i mentioned, $120 milli

i'll just congratulate carmen chu of district 4 who ran uncontested, so we know she won. they did a preliminary run of the ranked choice ballots in san francisco with these races, and a couple of -- you know, a couple of caveats. a big one is it's not over till it's over. the elections chief was very clear, this might just give you a glimpse of who might win. but it looks like that jane kim, who's the president of the board of education, it looks like she might win in district 6. she's been ahead since election night. she did well in the preliminary count of ranked choice. scott weiner, deputy city attorney of san francisco, has been big in democratic party politics. looks like he won in district 8, which is the castro district. still up in the air in district 10, the southeast part of the city, bayview, hunter's point. 21 candidates on that. they're still very close, even with the ranked choice votes going. malia cohen is now kind of inching ahead if you do that. and the other one, in district 2, it looks like mark ferrell, investment banker, political newcomer. looks li
