carol? >> i was just going to ask you, there's some kind of poll that's out in russia shows president putin's approval ratings at 87%. is that accurate? >> reporter: it's huge. it is record levels, almost daily here we read about new polls that put it well above 80%. it is riding on the back of the ukrainian crisis, russia's grab of crimea earlier this year. there is a very strong nationalist sentiment on the streets of moscow and across this country at the moment, and you can bet that is what president putin is counting on by taking this action, because as i say, there is risk involved here. if the russian people begin to suffer, if consumers begin to find it much tougher here, then that could cause a political price. you could see potentially the government's approval ratings tumble very quickly, but in the short term, president putin is betting, if you like, that he can handle, he can manage this, he can balance what is a very tricky situation between inflicting harm back on those western

carol? >> he was kidnapped back in 2012. was anyone looking for him? >> well certainly his family was looking for him, the organizations, the u.s. government was aware. you saw that fbi notice posted, so people were aware, but he was unfindable. he hadn't been seen since being kidnapped while reporting in the northwestern part of syria. now nearly two years ago, and of course even now we don't know when that video, that horrific video of his beheading was taped or filmed. we don't know when that happened. all we know is that he's been missing since thanksgiving of 2012. carol? >> michelle, does the president plan to say anything at some point today about this? >> we expect to hear something from the white house. the white house isn't telling us exactly what the schedule is, what we're expecting to hear at this point. we generally don't know too much ahead of time when something is planned. we heard from the president's national security team, they put out the statement you've probably seen n

carol? >> wow.rian todd reporting live from washington this morning. >>> the american civil liberties union has been worried about the growing militarization of the police for a long time. in june it published a report highlighting cases in which innocent people were killed. i want to bring in venita gupta, the director of the aclu's center for justice. first i want to read a couple of stats from your report. this is what part of the report says. the amount of military equipment being used by local and state police police increased dramatically. the value of property transferred through a defense department program went from $1 million in 1990 to $324 million in 1995, and to nearly $450 million in 2013. why is this happening? >> well, part of it is that we have a surplus from the wars that we have fought overseas, and there is a need to figure out what to do with them, and so increasingly, we are seeing local police departments getting very easy access to this equipment and i think a very serious co

i'm carol costello. thank you so much for joining me. we start this hour in iraq and maybe a glimmer of good news. a possibles u.s. evacuation of thousands of refugees stranded by isis militants may not be necessary after all. that's because the pentagon says the air strikes have worked and the terror siege on mount sinjar is over. on top of that, an assessment by u.s. troops found far fewer yazidis stranded on mount sinjar than previously thought. still, the humanitarian crisis is far from over. the united nations estimates more than 400,000 people have been driven from their homes since june. the u.n. is declaring its highest level of emergency in northern iraq on par with syria and sudan. we're also getting word that last night's air drop of food and water on the mountaintop could likely be the last one dropped by the united states. cnn pentagon correspondent barbara starr shows us how much has changed in the last 24 hours. >> reporter: carol, as a pentagon official said to me a short time ago, if you

i'm carol costello. thanks so much for joining me. we do begin with breaking news this hour. in afghanistan, a terrible tragedy has gone down. terrorist dressed up in afghan military uniforms opened fire on american troops, 15 wounded, one dead. jim has been following the story. >> reporter: just more the conditions of the attack, the circumstance of this attack. this is a major training base for afghan officers of the afghan national security forces, camp gargha, this is a training afghan forces so they can take over responsibility that's been born by u.s. and coalition forces. you have an attacker who turned his gun on american forces out there. carried out this attack. it's unclear whether it was a member of the afghan security force or it was a terrorist or a member of the taliban dressed up in the uniform. both of those have occurred before. i'm told by the pentagon, one american soldier killed. 15 wounded. they are still assessing the conditions of those wounded. we're going to keep you up to date

hi, phil. >> hey, carol. the ukraine accused russia of crossing the border before with its military but not on this scale, they're describing a major russian military operation with russian forces directly involved in the fighting in two key locations near donetsk and near the port city of mariopol, on the road towards that town. if this is true, it could be the russian move that the west has feared for some weeks and months now, because the ukrainian government forces have been doing well on the ground, winning militarily, beating back the rebels, reclaiming territory, perhaps even looking like they could seize an outright military win. the forehas been that the chances of direct russian military involvement have increased. so the concern is that this could be a russian move to change that momentum on the ground. so far, though, no official comment from the kremlin. remember up until now they've insisted they have no involvement in fighting, sending fighters, sending weapons, any of that sort of practical as

carol? >> one of our political contributors and a writer for "the daily beast" told us the president wants some sort of plan by tomorrow, by the end of the week. so you're saying that that's not possible? >> we don't know. i mean, this meeting seems to indicate that there's going to be a lot on the table, possibly options. what we've been told so far is that clear-cut options from which to choose and make a decision finally have not yet been presented to the president. but also, among members of the administration, even that has been sort of cloudy with one saying from the state department that those options have been presented. so really, it remains to be seen because there's been so much out there, even from within the administration. i mean, everyone's quoting their sources and sources here and there seem to indicate something different. what we've been able to tell from the behind-the-scenes work that we all do, we've gotten the impression that it could take a little more time, that this
