carol lee joins me now. this is still going on. it's so contentious. >> reporter: this is the first time that the ceo has testified before congress. really, been given the opportunity to defend the company. also, it's the first time the lawmakers have had the opportunity to vent their concerns that they have had build up for several years now about tiktok, specifically when it comes to national security. you have seen some fiery exchanges so far. we know the white house, according to officials, said they are paying close attention to this hearing. they are also continuing to express concerns from the national security perspective about tiktok. president biden signed a government ban into law at the end of last year, which basically means that anyone on a government device cannot have tiktok. now more recently, you saw the administration give tiktok somewhat of an ultimatum saying, have your chinese owner sell their stake in the company or face a possible ban. that's more difficult than it might seem, specifically because selling th

joining me now in philadelphia is nbc news white house correspondent carol lee. with me is "new york times" white house correspondent jim tankersley. carol, again, this is a messaging tool, message to congress, message to the american public. what can we read in from what the white house has laid out about how the president is going to negotiate or not negotiate with republicans on the debt ceiling? >> reporter: well, katy, the president just talked about that a little bit in his remarks in philadelphia. he said he won't negotiate over the debt limit. he said that is something that needs to be taken off the table, and that he will negotiate with republicans once that is taken off the table. on spending priorities and finalizing a budget, he's not going to do that in conjunction with raising the debt limit, which is expected to need to be done later this summer sometime in august. so the president said that he's ready to sit down and talk with house speaker kevin mccarthy. they've met once. he said i'll meet with him again. he said he would meet with him tomorrow

nbc's white house correspondent, carol lee joins me now.t today by the ted lasso gang can help them achieve? >> well, chris, i think they're hoping that it draws attention to some of the steps that president biden and the biden administration have taken to try to address mental health. this is something that the administration has made a priority. as you'll recall, president biden took office amid the covid-19 pandemic when mental health became real for a lot of americans. it's something that then he put resources towards trying to deal with, particularly when it comes to children. there is an effort to put more mental health professionals in school to help states expand their suicide prevention efforts and things like that. jason sudeikis when he spoke about this in the white house briefing room, cast it as an issue that's relevant to everyone. take a listen. >> no matter who you are, no matter where you live, no matter who you voted for, we all probably, i assume, we all know someone who has -- or have been that someone ourselves actually

carol lee, thank you so much for that update. we're going to continue to wait for the president. >>> mexican authorities are releasing revealing surveillance images of the kidnappings of four americans in mexico. morgan chesky, what are we learning? where does the investigation stand? >> chris, this remains a very active investigation, and this new evidence released by mdical examiner authorities and confirmed by u.s. authorities paints a chilling picture, filling in the time line as to what took place on friday when that van filled with four americans crossed international bridge into matamoros, mexico, for what authorities say was supposed to be a cosmetic procedure for a woman in that group. these pictures, chris, show, at least one other vehicle tailing that white van for some time before other vehicles emerge and that deadly barrage of bullets followed by these armed againmen that are then seen on video taking these victims, very casually, and placing them in the back of a pickup in broad daylight in mexico. pictures showed
