senator carper: ok. chief, let's go down to the southern border with mexico. do we have a similar situation there on the southern border, and how to figure out how to work with the native americans to be able to secure that portion of the border? chief fisher: yes, the reservation on the southwest border, the geography takes on the western portion in arizona, both in tucson and what we call the west desert. that does extend in the united states and into mexico, and so when we look at the border in terms of trying to identify likely routes of entry over the years, as we has built both primary pedestrian fence and vehicle barricades, it is always challenging to try to work with the tribe, work with the leadership in the tribe, and letting them know, if they will allow us to put some in federman's along the border or bring infrastructure technology -- allow us to put some impediments along the border or bring some infrastructure, technology. until infrastructure and technology started to manifest around the

before i get into those ways, i want to thank senators carper and cardin for their extraordinary leadershipon the underlying bill on iran that is on the floor. and i want to express my thanks to the entire committee both sides of the aisle the foreign relations committee. i've been on there the longest of anyone else, and this was a tough, tough time. everyone had a different position and everyone was in a corner and we all came together and we crafted a delicate compromise that essentially allows the senate and the house to vote on whatever agreement may emerge. i say "may" -- we don't know if there will be one from the administration on iran's nuclear weapons. and we know that if we go down the path of poison pill amendments, this whole thing could be lost. and i'll just close this little part and get right to the e-cigarettes with this. i was listening to senator rubio, who i work with on the committee and love to work with him on issues where we find agreement, but he go÷ -- but he got up here and he said, all i want is a vote on my amendment. and we all know his amendment will derail t

chairman, it would. >> senator carper? >> i think the question the chairman raised is a really important one. to the extent that we can grow strengthen our relationship with mexico, improve our confidence in the information they can provide and that they can provide us, will only help. i think one of the best force multipliers on the canadian border is our relationship can canada. i just want to draw on force multipliers for a while. one of you couple of you, mentioned the assets that we're able to deploy between the ports of entry. that we have drones op the border of mexico, couple on the border of canada. we have fixed wing airport on the border with mexico and canada. we had an inspector general report come out and raised some serious questions about the effectiveness of the drones on the southern border. they have problems if the wind is above a certain velocity, they can't operate and certain kinds of weather they can't operate. they haven't always had data sensors on board. we saw some aircraft used along the mexica

senator tom carper: my wife says that i never grew up and i hope in a sense that i never do. i grew up in virginia, my dad worked for nationwide insurance. it was in gamble, virginia on

carper: mr. president we're not in a quorum call, are we? the presiding officer: tbher a twoarm call. mr. carper: skilled that the quorum call be vitiated. the presiding officer: without objection. mr. carper: for the last several months this year i've been taking time, one day a month, to talk a bit about an employee in the department of homeland security. of all the departments in the federal government, large departments, they have the lowest morale, and we've been working hard with them to do something about that. and one of the things that we're -- a small thing but nonetheless, is to remind folks that folks in the department of homeland security risk their lives and make sure that we have a good life and a safe life and they're worthy of our praise. unless i get run off the floor here because of other business, i want to talk about one of them. as you know, the department was recently the center of a budget battle here on capitol hill. for weeks it was unclear if the department was going to face a shutdown another short-term continuing

carper: i want to congratulate my today chairman, for his confirmation of russ deyo and to bring his name forward for hopefully confirmation this afternoon. russ deyo, i met him i said how do you row independent counsel your name, deo as in -- deyo as in rio. i try to do that. he's been called a lot of things. one of the things we both agree is he's talented, dedicated and we should call ourselves lucky that a guy or gal with his credentials from the private sector is willing to go to work for the people of america and to serve all of us, the department of homeland security is a department as we know does enormously important things to protect us, people all over this nation in the air on the ground and our borders and our cities and countryside they have my gratitude i hope the gratitude of all of us. every organization of any common sense needs good management and the idea of bringing in russ deyo this is a guy who will strengthen the management team at the department of homeland security. we need him and we're glad he's ready to go into the lineup and i hope we'll put in him later

carper: thank you. sometimes when i travel, mr. president, people ask me what i do, and i tell them i'm a retired navy captain. and they say well, what do you do now? i tell them i'm a recovering governor. and they say well, now that you're recovering, what do you do? i tell them i'm a servant. once one guy said to me on an airplane he said what do you mean you're a servant? i said i serve the people of delaware. he said are you a butler? i said not really, but i do serve. but i still think like a retired governor. i loved being in the navy. but at heart i still think and act a good deal like a governor. those others who served here in this body who have served as chief executive of their state sometimes feel the same way about how they approach their job. i love doing that. i feel really lucky to have that choice. i felt very lucky to serve delaware the first state in this capacity. one of the key takeaways from my time as chief executive of my state was that when we had to negotiate deals whether with our neighbors states or with
