with that we'll turn to senator carper and hopefully finish up. senator carper: thanks, mr. chairman. i'm an old state treasurer and governor. i have been thinking about these attacks on the i.r.s.. as you know there are 50 states. division of revenues. and has anyone given any thought to how to better help them prepare to defend information and defend their treasuries from attacks like this? any discussion of that? commissioner koskinen: we have had, i now have a more formal partnership and working relationship with tax administrators. we are sharing information. we are trying to provide them as much assistance as we can about what we know. this is no longer the problem of any individual organization. this is a systemic challenge across the entire economy. there's a website, somebody sent me, that had the indications that the 25 cyberattacks and data breaches in may alone, 25 around the world, we are just one of those 25. we take it seriously. we need to deal with it aggressively. we need to understand it's in the context of a significant systemic set of attacks. senator ca

senator carper i think touched on a lot of the questions that i really had. i do believe there has been an issue with the lack of consistency and i think it is something that tsa has been suffering from across the various aspects of the organization and its mission for a while. referenced in all of your testimony, across the board, is varying degrees of certainty and consistency with people, processes and operations. and these problems whether it is the morale of the organization, the personal or the day to day operations, they are just so systemic. you mentioned ideas on where you would like to see leadership goes and a couple suggestions for congress. but bottom line, do you think it is really more of a management issue for the admiral? hopefully we will be confirmed or are these the issues that the admiral can influence through management style? or is it something that needs to be addressed through legislation? i would like to hear the perspective that you have on that. one or the other or a combination of both. ms. grover if you would start. >> i think it

rice: thank you for this question, senator carper.a number of groups are especially vulnerable to the health consequences of climate change. the ones that i would identify would be the elderly because many of them already have chronic health conditions like heart and lung disease that makes them especially vulnerable to high heat and high air pollution levels and low-income people. people who have less income have less access to air conditioning during heat waves. there have been a number of studies looking at cities which suffer the most in some ways from extreme heat because of an island effect of the buildings in the cities and the poorer neighborhoods of cities have been found to have the worst urban heat problem. and people who have low income also are the same people who are often exposed more to higher levels of air pollution to begin with. and have less access to health care and resources to help them manage climate change. >> all right. ms. rice: and there's a third group i would identify. i know i'm short on time but that's

i know you touched on this briefly in response to senator carper.but can you elaborate more on performance measures that track wait times and those that track the ability to detect weapons or explosives? and how that reflects or how that affects both safety and tso performance. >> thank you for the question senator baldwin. when there's a excessive wait time, which by definition for tsa is currently over 20 minutes in a regular lane and 5 minutes in a precheck lane, there's immediate reporting required through our coordination centers to the regional offices and ultimately to headquarters. that report requires an analysis of the individual number of tsos out for training or called sick and scheduled absences. there's just a lot of focus and a lot of information that is needed to be gathered when we have an excessive wait times. in terms of our monthly testing which is conducted by my inspectors, we brief the fsd basically once a month on the results of the tests. there is no metric associated with it. the test results are shared amongst screening ma
