lighter rain up into carroll county.oderate downpour east of frederick moving over to westminster. we have some residual flooding from yesterday's morning downpours in the shenandoah valley. this green zone watch out we have some closed roads there in parts of shenandoah valley from the aftermath of that morning rain. here's the hour by hour timing. this is as of 5:00 this afternoon. we'll stay dry, it is after that we'll begin to see some thunderstorms get closer to us. by 7:00 p.m., shenandoah valley up to hagerstown. getting closer to the western suburbs by 8:00 p.m. coming into northern virginia. then downpours from fredericksburg up to washington and near baltimore. that line comes on through by 10:00 p.m. and pulling into southern maryland crossing the baby around 11:00. then it begins to break down. now, the impacts will be high winds from these storms tonight. and a pretty good chance of hail as well. a lower chance of flooding very low chance of a tornado. but the impact is going to be moderate to low as they do

we have one severe thunderstorm warning for parts of frederick county and carroll county in maryland. that is well up to the north of our region, continuing to move out. the rest of us are not seeing much in the way of anything except for shower activity. i will continue to down play this as we move through the rest of the evening. we do have that tornado watch to the north. we've only had one warning with that. that was that severe thunderstorm warning. could you see it here up toward the eastern frederick county in through portions of carroll county. could have strong winds with that one. we are not seeing anything down around d.c. other than just light shower activity. that will continue. these showers moving off to the north and east. the wider view showing this is the frontal area right here that we have been watching for potential for severe weather. there is more back to the west. we are not out of the woods yet. i wouldn't be surprised to see this tornado watch drop. the potential is there. i just don't think we are going to see much. if i'm wrong, let's hope i'm not wrong. ho

we will stay with our top story out of greece with stephen carroll. greece has formally applied for this third new bailout. tell us about that. stephen: it is that european stability mechanism, the eurozone's permanent bailout fund, in place since 2012. it has 500 billion euros it can spend to preserve the unity of the eurozone. the board of governors of the eurozone -- so much involved in the talks for those economic reforms in greece. the process is, once he receives a request, it goes to the european commission and the european central banks who decide what risk it poses to the eurozone, how much money is needed, and how sustainable the debt is. it won't be just the eurogroup discussing it. it will be the technical group in brussels, the people who have been going back and forth, discussing whether the economic reforms that greece wants to carry out -- that group will validate the principle of the request, so that the eurogroup will decide whether they want to give greece and other bailout. then that goes back to the european commission, the europe
