libby casey joins us now from capitol hill with more. good afternoon, liby 2347 that's right, congress has a lot on its plate including the farm bill. if they don't get a farm bill passed it could cause a for the food stamp program and it could cause a problem for milk. the defense authorization act has to get passed, and unemployment benefits. long term unemployment benefits expired and they need to be renewed. president obama weighed in on that one. >> by the way, christmastime is not the time for congress to tell 1 million that they no lo longer have employment benefits. >> the senate comes in next week so there is still time to negotiate these big-ticket items but there is still the little stuff. and it really runs the gamut. >> one of the big things is the budget. the last time congress had a fight over the budget this past october the government shutdown for 16 days. what are we facing this time? >> reporter: that's right. they made up a budget committee. the power really lies in two people. patty murray, and paul ryan. of course t

casey wian has those details for us. he joins us now. casey, what have you learned? >> reporter: well, brooke, the limited information that the l.a. county coroner's office is provided us is very, very revealing and very, very chilling. it concludes that paul walker died of the combined effects of traumatic and thermal injuries. thermal injuries, of course, related to the explosion that happened after that crash. and as you may remember from the video that cnn obtained of the crash site, it showed that there was about a minute that elapsed between the time the car actually crashed into a tree and pole and the actual big explosion occurred. so this indicates the fact it was traumatic injuries and the thermal effects that for some brief period of time, paul walker lived after that crash. roger rodas, the driver of the car, his death was attributed to multiple traumatic injuries. how the injury occurred, auto versus a fixed object. both deaths at this point ruled accidental. coroner saying he conducted t toxicology tests but those results will not be available for six t

libby casey is live on capitol hill with all the details.ibby, the fact that we're talking about a deal being news that as it is something that congress is supposed to do is news in itself. >> reporter: that's right. patty murray, congressman paul ryan of wisconsin said the goal is to stop careening from crisis to crisis. this would create a spending framework so congress can pass some spending bills, and it would avoid any potential shutdown showdown in january, and also next fall. that's why it's significant. where we are at now, well, we came a lot closer to seeing this come to fruition this morning. congressmen went behind closed doors and when many came out many seemed like they could live with it. as you'll recall the government shutdown happened last fall it was really the house republicans and senate republicans who drew the hard lines saying they would shut the government down over a night. well, the learn of oregon said that this is a deal that he can live with. >> many people expect us to come here, find common ground, stick to ou

casey, the question here, after all of these incidents, is why? why did this person, according to sheriffs offices there, deputies, why did he do it? do we know of a motive? >> investigators are saying there was some sort of dispute between this student, 18-year-old karl pierson and the librarian, the head of the school's debate squad, which pierson was a member of. they are looking at revenge for a potential motive in another target. as for the 15-year-old girl who was shot, wounded in critical condition in surgery at a local hospital. there's some confusion about why she was shot and so many other students who were in the area were not. officially sheriffs said they believed and were told that she had confronted the gunman. now they are saying that that information may not be correct. it is all part of this ongoing investigation that will continue throughout at least this weekend. the entire high school remains a crime scene, and as of the last word we had. the last briefing late last night from sheriffs, the shooter's body remains at the campus

. >>> let's go to what we know from libby casey, who is live on the hill for us now. libby, what are you learning about this proposed deal agreement that you can tell us now at this point? >> reporter: we're watching for the two key players to come out and address the media, and patty murray democrat of washington state and paul ryan congressman of wisconsin, they're the two chairs of the budget committees. they've been the ones hammering out this deal. they've been going through meetings with their respective caucuses and debriefing people and we'll get the contours of what they're proposing. two-year budget deal. funding the federal government for two years. it would set new spending limits which would give the appropriators to go back, get to work and come up with new benefits with could, indeed, avoid another government shutdown. they're looking at curbing some of the sequestration cuts, another round coming due in january, and they're looking at airline fees, don't call them taxes. no one likes that word around here. but they'll be looking at user fee replacement

libby casey joining us live with the latest.ibby, tell us about the devil in the details. >> it's actually about a trillion dollars spending package, but it does maneuvering with things like sequester cuts. people in in washington have not liked these cuts because they have heard from americans that they have not been received well. things like head start cuts. programs at the nih for health, and military programs. so both members of the house and senate were eager to find a way to replace them. this budget package does just that. this will allow the appropriate fors in congress to go ahead and pass the budget bills which could prevent a government shutdown come january. a lot of members of congress are saying look, i don't love this, but i'm willing to live with it. nancy pelosi addressed reporterers this morning and she said she far preferred a democratic budget, but she can live with this one, what it doesn't include is a deal to extent unemployment benefits. speaker pelosi likes her version more. >> it was about ending the s

al jazeera america congressional correspondent libby casey is on capitol hill and mike viqueira is with me here in the studio. good to see you both. libby, let me start with you. word began to dribble out over the weekend that the out lines of the deal has begun to appear. >> reporter: really the only once, the rest of the economy has been left in the dust. they're coming up with a plan that would replace the sequester cuts, the mandatory cuts that no one likes the contours of. they would replace them, but how do you pay for the replacement. they're talking about user fees, airline travel, and potential cuts to federal workers benefits. and controversial things that they'll have to hammer out the details of. they have until friday decembe december 13th, and expect them to take it directly to all of congress so they can try to get the entire body in this process sooner rather than later. >> what you're describing sounds like it falls far short of the kinds of things that the budget hawks were looking for in terms of reductions. have they called the signe a kind of cease-fire? >> it's not

joining us for more on the deal is casey hunt. i guess first break down the key details in it deal. >> you went through some of them, brian. it's a two-year deal. it would fund the government through september of 2015, the end of the fiscal year. it would tick spending a little bit above the sequester levels that we saw before. it would eliminate $63 billion of the sequester cuts over the course of two years. but it would also reduce the deficit in the long term by extending some of the medicare cuts that were included in the same legislation that implemented the sequester. it would also cut pensions for federal workers and for some military members. and it would also impose new limit on how private companies can pay for their pensions the. >> now what about -- so unemployment insurance extension is not in there. does that mean democrats are confident they can pull it out and pass it anyway? or is that debt? >> democrats are hopeful they're going to be able to get a vote on unemployment insurance before congress leaves for the bre

let's again team fox coverage with casey stiegel as dallas-fort worth airport. a lot of people have been stuck there, casey. >> 'tis the season. dfw officials broke out the cots. that doesn't happen a. but had no choice when you consider 90% of the total flights in and out of the airport were grounded after the monster eyes storm on friday. some 4,000 people, 4,000 -- had to camp out in the terminal because the area hotels were all booked up. 2,000, we understand, overnighted here on saturday. down to about 650 last night. people using their luggage and coats as pillows, but on the upside, they had power, restrooms and food. >> i see this on tv and think, those poor people. now it's me. now it's my turn. >> we have two cots out here, and we have a few blankets and stuff. just trying to sleep as much as we can. >> they're people sleeping on the baggage, where the baggage comes out. >> good lord. can you imagine? but the airport even brought in bands and live entertainment to help these people pass the time this weekend, shep. >> probably a good idea in this world

>> casey, if you can stick around, i want to bring in criminal defense attorney, holly hughes. you have been listening to all this information unfold. what is your take? >> well, interestingly enough, the sheriff told us this shotgun was purchased legally. at 18, in the state of colorado, you can buy a shotgun, but not a handgun until you are 21. the question becomes, why? you are going to kill somebody with a shotgun like a handgun. i think we are going to see reform on the gun laws happening there. the other thing is the quick response time of that sheriff's deputy and the school resource officer. they got in there, they announced themselves to that shooter and he chose to take his own life, as opposed to shooting at the officers or continuing to inflict more injuries on his fellow classmates. we have to be very, very grateful for the quick response of law enforcement and the resource officer here. i think those schools without those particular folks on staff are probably going to be reconsidering hiring people that will stop these things before they get to be mass shootings.
