casey stegall is live in galveston. he joins us now with the very latest. d morning. the power outages keep on going up and we talked to you at the top of the last hour. we told you that there were about 27,000 people in the area without now center point energy is reporting 57,000. so quite a hike in just an hour's time. we are currently under that tornado watch i talked about earlier in galveston county. that is something that is really a potential problem all over the region because, as these tropical bands continue coming on shore, they can spawn tornadoes. that is quite common and there have been a number of warnings issued all throughout. so, again, that is something folks keeping a close eye on in addition to the rainfall. i know that has been a common theme here. we cannot stress it enough. the information coming out of the national hurricane center and local national weather service offices is that there could be heavy, heavy, localized flooding. because things right now just really windy in galveston. we have had periods of rain today since we have

casey stegall driving through dickinson right now. how does it look?> shepard, the devastation is widespread. off to the left, we have cameras mounted all over, a clinic back there, people pulling all of their belongings out, trying to savage what they can. they're not going to salvage much when you have feet of water. off to the right-hand side of the vehicle, you see a privacy fence and a tree snapped in half. this is what we've been talking about, shepard. you know very well from covering these, we can put a camera on a street corner and show you that street corner. when you drive around that is what gives you the sense of how widespread the devastation is. mind you, we're 30 miles or so south of houston. so this is a community that's been very hard hit. we're driving down highway 517. heading east. now we're turning on to manor lane into one of the hardest hit neighborhoods. jeremy, off to the right if you could show the difference here is that on the outside, it doesn't look too terrible. it's not like a tornado where it comes in and levels houses

casey stegall live in dallas with more. >> yes, the authority's work tipped off to this one after a relativef one of the immigrants actually called police, because they were worried, had not heard from the loved one. that is when authorities tracked the trailer down to this parking lot. it was a truck stop in edinburg, texas, close to the border. they knocked on 18-wheeler doors until they heard people yelling for help. officials say that they discovered 19 illegal immigrants locked inside a back trailer. they were all from mexico, guatemala, honduras, and even romania. the conditions do not appear to be life-threatening, but however, two people, a man and woman connected to this time i have been detained, not arrested. a statement listed by i.c.e. homeland security investigation continues to work closely with state and local law enforcement in pursuing leads in an effort to determine who is behind this smuggling venture. the investigation continues. you mentioned that this comes on the heels of a similar discovery less than a month ago in san antonio. federal authorities found 100 immigrant

casey stegal on the latest on harvey out of galveston, texas. what are you seeing? >> lots of rain. could be downgraded to a tropical storm, the only distinction there is wind speed. that's all that they forecast which makes it a hurricane, makes it a tropical depression and the like. so that means that the wind speeds are going down, it has nothing to do with precipitation and that's the concern. we've seen energy crews moving in here. as of now about 34,000 customers are without power in the galveston area. so, the energy teams are getting through, they've deployed extra team to get some of the downed power lines up and running and they're asking for people's patience. all kinds are workers are moving in, first responders, rescue groups and the like and that includes some 700 national guard troops that have been deployed all through this region to assist. in fact, air assets have been brought in in case they need help with any high water rescues, things of that nature. and then this is interesting, that most people don't think about, galveston here, well, it has a cruise ship term

. >> neil: casey stegall in galveston know what the latest.t seems to be ground zero when everything is said and done. what's the latest mayor? >> neil, the conditions continue to go downhill. we are under a new tornado warning that has been issued for the galveston area. this is the third one of the day. we had one earlier that they just kept extending by about a half hour or so, not uncommon with storms in tropical systems that may come ashore. they can spend tornadoes off. the wind is blowing very hard at a moment and it's raining sideways. it's coming down so fast that my producer before we came on said, "is it hailing, is there ice somehow in this because it stings your face." when it hits. there is no hail, there is no ice. that is what happens when the heavy wind pushes rain, that's why it's coming in sideways. the gulf of mexico back here turning. we have been here since early this morning, 5:00 a.m. local time. we have watched this all day and it has continued to get worse. we have seen the white count, we have seen the storm surge ou

casey stegall with details on the dramatic rescues. casey? >> yeah, good morning to you.mp off of interstate 45 headed north towards houston. you can't even get passed here because the water is so high and it is covering the roadway. you can only reach the area by boat. and one of our photo journalists jeremy went out with rescuers yesterday through the neighborhoods and the streets of dickinson looking more like rivers as people were just waiting patiently to be plucked out of there to safety. we have a whole mix of people here. you've got search and rescue professional teams. the professional first responders, but you also have a whole lot of volunteers who are out here. they knew that people needed help. and so they hitched up their boats to their trucks. and they came out and started launching right off the side of the freeway. and doing what they could to get people to safety. dump trucks used. we saw that. people being carried out in dump trucks. they didn't have enough vehicles to even transport the people to the shelters and to safety. we should point out that thi

casey stegall live in dallas with the latest on this very troubling case. >> the evidence was so overwhelmingt the grand jury has now indicted the driver of that truck, james matthew bradley jr has now been indicted on multiple counts, five counts of various charges, including illegally transporting immigrants for financial gain, resulting in death, and also conspiracy to transport emigrants illegally resulting in death. at least some of those charges could carry a death sentence if convicted, but the feds have not yet indicated if they will pursue that option. investigators say he was behind the wheel of that semi truck discovered outside a walmart in san antonio last month, and jammed with illegal immigrants. they say nearly 40 people in the back of that semi with no air conditioning or fresh air, as temperatures outside soared well above the triple digits. ten people died, at least 20 were critically injured. four of the survivors testified before the grand jury and the lawyer representing them said, i'm quoting here, they came to america wanting just to work, as they could not find a job

but we begin with casey stegall in galveston with the latest on the storm. >> the conditions to continueeriorating out here rather quickly. this is happening up and down much of the texas coast. i will hop out of the way and showing one look at what we are talking here in galveston. you see stuff like this all over the place. a roadway up against neighborhoods. it's impassable the water levels are rising fast because these torrential rains simply will not let up. look at this video shot not long ago earlier this morning of an actual rescue happening in houston, a human chain being formed pulling someone to safety. galveston county and the city of houston have received highest rainfall totals so far. the national weather service says the rain has been coming down at a rate of five to 6 inches an hour in some places, in fact 24 inches falling in the houston metro, which is just to the north of us. local emergency management officials say area 911 call centers are swamped with people calling in for help either stranded in their homes out on the roadways, forecasters fear the worst may be yo

ainsley: casey stegall is live in galveston, texas where the monster storm is moving in. casey? do a live shot on fox business network. there was a loud crack of lightning and it blew out one of the lights right here at our live position. so we are getting a big squall line coming in right now even though we could be potentially 24 hours or so away from actual landfall. look at the gulf of mexico back here in galveston. you know, the state of texas has got 367 miles of coast line and virtually all of it now under hurricane or tropical storm warnings. you can see the surge coming up back there the waves already high. but for a real sense of how monstrous this whole system is, nowhere is that more apparent from up above. check out these satellite images coming in to us from nasa. harvey expect to hit north of us. the national hurricane center has warned it could strengthen to cat 3 status before it comes ashore. in fact that is the very latest information coming to us. because apparently the waters out in the gulf are so warm and it is feeding it. clearly the feeling of urgency in

. >> i went to the rising waters to the devastating neighborhoods there were refined casey stegall. looking this morning in galveston? >> well, they are starting to rise. we're rise. we are not seen anything as dramatic yet here in this area like we see in houston metro. griff jenkins reporting live all morning long. as you saw, a road closed mind and would really neighborhoods on both sides. so while at the water in the roadway is also in the grass. some of the homes are elevated as they do write here because they are along the coast. it is up on stilts. some of them are not. there is no doubt damage that is being done to homes, but we have not seen such a high number of folks stranded because it seems like really at ghost town in them. in addition to this rain that has fallen at three to five inches an hour here in galveston county, at times according to the national weather service, there have also been numerous tornadoes that touched down in and around the area, also over in the suburbs of houston. look at the amateur video of cypress, texas, a suburb of houston. a big tornado t
