i want to remind you what the cbo is saying. mr. rector? guest: what is missing is that it is true that when you bring low-skilled immigrants in they pay more taxes. there is no account of what government spending would be. it does not include state and local spending, which would be extremely high to provide free education for the kids of all of the immigrants coming in. overall the oecd and heritage foundation, oecd did a report on fiscal immigration. immigration costs the u.s. taxpayers $147 billion each year. we think it is $110 billion. immigrants do not pay enough taxes, to pay for the services they take up over time. this bill essentially does the same thing in the only way cbo gets a positive score is leaving out the massive expenditures and almost all of the future social security and medicare and means tested welfare spending which the amnesty recipients -- amnesty recipients and immigrants would get. none of that is included in the score. it is an allusion to gain -- to pretend that the government does not cost anything. guest: i

the system was launched and is available as a portal for youth, employers and our cbo partners. we've also through the united way created a new tracking system which is where a young person can come on and find out about available opportunities and create a profile and apply to the opportunities directly. one of the things that the system allows us to do is actually track where a young person is in that process so find out what opportunities they've applied for and whether they're been offered employment and collect information throughout the program to get information back to any referring based information and help us collect data for those who are being served through the program. the other new initiative that was launched this was through united way with the support of the office of economic and work force development are our doorways, there's six based organizations that service neighborhood points for young people. there's opportunities for young people to come in and find out about what is available to them, go through an initial work readiness screening and then get the

our nonprofit agencies which is reflected in a 4.5 million dollars increase in funding for grants to cbo's and that represents a $2 million increase to work force funding and a $2 million increase to out of school time funding. we continue to partner with city departments to provide service. we have increased our work orders with other city departments. the department continues to focus on quality improvements by working with cbo's to evaluate programs as well as provide technical assistance and capacity building for them. and in this budget we are requesting four new positions, one which is grant funded and through substitutions. as i stated earlier we have a small staff but quite a large budget. we struggle constantly to be responsive and accountable to our grantees, partners and of course residents of the city who entrust us to manage and administer these funds with integrity and accountability. these changes will allow us to give more individualized support through the grantees and bring in the expertise to guide the data work. currently our program officers monitor and oversee 60 to 7
