today cbo released the budget and economic outlook for 2025 to 2035. the full document is on our website, cbo.gov, along with a one-pagers showing the key numbers. i will talk briefly first about our projections for the federal government and then those for the economy. on the budget. from 2020 five to 2035 debt rises as increases in spending on social security, medicare, and interest payments outpaced growth in revenues. federal debt held by the public rises from 98% of gdp at the end of 20 to 100 18% in 2035. the project that in 2029 debt will surpass its high in 1946 106% of gdp. social security's old age and survivors insurance trust fund will be exhausted in 2033, which is the same year we reported in our projections last year. the projected federal budget deficit in 2025 is one point $9 trillion, and that grows to $2.7 trillion by 2035. measured in relation to economic output, the deficit over that period is about 50% larger than its historical average over the last 50 years. these deficits are especially large given the unemployment rates we are
