celine gounder is an epidemiologist and infectious disease specialist at bellevue hospital and the new york university grossman of medicine. she's also a member of presidenl t biden's covid advisory team. dr. gounder, very good to have you on the newshour. cases are accelerating across the country over this past month. can you just give us a snapshot, as you see it, of how things are goinright now? >> well, the nation was already experiencing a surgen cases, essentially our third wave of cases before the thanksgiving holiday. and the problem with the thanksgiving or really any other such holiday is you're bringing together people and families, friends from all over the country. you're bringing together people rent generations. and what we were seeing in the of the transmission was beingh propagated by younger people. so teens, 20, 30-somethings.th and noe folks were being brought into contact with older people risk for severe disease. of spread rippling out from thed younger people, the older people, thanksgiving really put that on fast forward. and so we're very concerned about seeing

celine gounder. she's an infectious disease specialist and an epidemiologist. dr. gounder, thanks so much for joining us. i want to put the vaccine aside for now because right now we're seeing a lot of spread and a lot of not shutdowns but a lot of nervousness about new restrictions across the country. we are eight months into this pandemic and there's no national testing strategy. we're still seeing incredibly long lines for testing. and there's worry if there is so much out there the testing backup's going to create a problem in itself. we're also seeing a shortage of ppe. how is the biden advisory team trying to tackle those two issues for january 20th? >> i think one of the first executive actions that president-elect biden will not taking is invoking the defense production act. this is something on the front lines we as clinicians and public health workers have been pleading with the current administration to do for months now. whether it's to produce personal protective equipment, to produce more testing, testing-related supplies. so that's really going to be

celine gounder, a member of the biden/harris transition covid advisory board and infectious disease expert. dr. gounder, thank you for your time this morning. we really appreciate it. i want to jump right to it here. when president-elect joe biden is inaugurated on january 20th, what do you want to tackle immediately in fighting this virus that we're not seeing from the trump administration right now? >> i think you'll see the president-elect invoking the defense production act. this will be an executive order to marshal resources, get manufacturers to produce the personal protective equipment, the masks, the face shield, the gloves that we have been pleading for for months. we've been asking president trump to invoke the defense production act for months. we've been functioning in this scarcity rationing phase for months. me, personally, when i have been caring for patients on the front lines at bellevue, i have been using the same face shield since march. so this is really a critical need that needs to have been met really months ago, but will be finally met under the new administration.

celine gounder joins me now. she is a member of the biden-transition covid-advisory board. on your new role. the numbers are overwhelming. as you look ahead to what needs to be done in january, when the biden administration takes office. what is the one thing you think needs to be done? >> well, i think the one thang that needs to be done and to be done now and not wait until january 20th. which is too pass a stimulus package. to help people with the economic pain and social pain of the pandemic. that support is about turnout. and it's really hard to ask people to abide by public-health interventions/restrictions when they may not see the impact on their own lives. maybe, you're young, 20 something, relatively low risk for severe disease. we need to be addressing their concerns as well and that starts with a stimulus package. unfortunately, mcconnell, senate majority leader, in congress, has been holding up that bill. but that needs to be done now and not wait until january 20th. >> long lines. not a lot of social distancing. and also, not a lot of listening to folks perhap

celine gounder on president-elect joe biden's covid-19 advisory board.ious disease specialist and epidemiologist at the grossman school of medicine and bellevue hospital. good morning, doctor. thanks for being with us. we've recorded more than 100,000 cases now for eight straight days. how -- what do we need to do to get control of this? >> well, we need to do what scientists and public health experts have been saying from the beginning of the pandemic which is that we need to be masking, social distancing, remaining six feet apart. now that we're indoors more, we need to be keeping windows and doors open as much as possible. we need to be getting tested frequently. if somebody reaches out to you, a contact tracer reaches out to you about a potential exposure, please work with them so that we can help identify where the virus is spreading. >> do you see the possibility of a national lockdown coming? >> you know, i really don't like the word lockdown. it implies this is an on or off switch, a binary decision, when really what we're talking about is a dimm

celine gounder, a member of the biden transition covid-19 advisory board. a doctor we have leaned on many times during this pandemic for expertise in public health. dr. gounder, it's great to see you. the tone that biden -- it seemed like a new tone that president-elect biden hit yesterday talking about the impact of a delay in coordinating what the transition would be when he said that more people will die if the transition is delayed. do you think that is the case? >> i think, kate, this is like jumping from one moving train onto another while both are going at 100 miles an hour. this is a really complicated, very difficult pandemic to control as it is. and the fact that we are not being -- we're not privy to some of the granular on the ground details, everything from understanding what's going on with supply chains to what are the current plans for distribution of vaccines. this is really problematic. and this is something that needs to be shared now so we have time to digest all of that information and start to make plans of our own. >> you are an exper

celine gounder, a member of the president-elect's coronavirus task force. spondent dr. dave campbell. good to have you both. dr. gounder, give us a sense of what the task force is doing to prepare to take over running this pandemic, working with possibly and probably dr. fauci. are you getting any headway with the trump administration? >> well, in the absence of ascertainment by the gsa which would be essentially the handing over of the keys, letting us into the building, starting to have these conversations, in the absence of that ascertainment we can't move ahead. we have a deep bench of scientists and doctors, as well as a team that's very seasoned that's spent time, many decades, in the administration -- in the white house and in federal government. so they're very familiar with how these institutions function. but we're not being given access to really critical information. >> but dr. gounder, there are some basics that could be executed on a national level. is there a plan to do that as soon as the possibility arises? >> well, there are a couple of thi

dr celine gounder is one ofjoe biden‘s team of scientists and doctors advising him on controling thehe note we just heard there from joe biden, how much of a challenge to set present to you, the incoming team? well, it is really a problem that the general services administration in the united states has still not confirmed the election results, meaning we cannot move forward with the current team and the administration handing of detailed blueprints and plans to the incoming administration. so this is kind of like trying tojump incoming administration. so this is kind of like trying to jump from one train going at top speed to another train. it's kind of an indiana jones kind of move we are being asked to move on january 20. these kind of move we are being asked to move onjanuary 20. these kind of transitions historically have been major periods of vulnerability and fragility, and so this is really the kind of handoff that needs to take time and be done thoughtfully. and what do you think the impact of it might be? do you fear that lives may be lost as a result? well, i think any del

celine gounder about this last hour and she said that they are working around it. that they themselves are going straight to governors and to local officials and disseminating their plan because they can't wait for the white house to decide to get involved. >> yeah. so they don't have the mandate teeth, but i've heard the same thing and this idea of going to these state leaders or even city leaders in some cases and saying, look, here is the evidence, here is what can happen if we do nothing, here is what can happen if we even pull back some of what we've done but here is also what can happen if we start to do things in a smart way. i will give you a couple of examples. first of all, i totally agree with you, just the basics over the last ten months, testing, we are still not there on testing, tracing, do you even remember that word? that was actually a thing and we have never gotten our hands around tracing in most of the country. now we're seeing the ramifications, nearly 250,000 people who have died, hospitals becoming overwhelmed. i described it as a humanitari

celine gounder, a member of the advisory board, infectious disease expert, nyu and bellevue, i shouldou up on live television. i want to get us into the long haul nyu study center to give them publicity for what they're trying to do and show people how even a mild case can leave you in place you don't want to be. but put it out there publicly, talk to you about it privately, we're working on it already. i think it would be helpful for people. now, the transition. on the way out, they're saying according to admiral brett ger rar, they're looking at shorter quarantine complemented by test may be enough to slow the spread. your take on doing this on the way out. >> the timing is a little bit strange, but i will say there does seem to be science to perhaps back this up. on the phone with scientist at yale looking at this exact question, studying could you have shorter quarantines, around eight days with test at exit. at end of quarantine. he's done some studies with oil rigs, workers on oil rigs for a company based down in australia. there is preliminary data this may be one way to make t

celine gounder, a member of the biden transition team covid advisory board. good to see you, doctor. as we heard from the president-elect talking -- and it's sad it's shocking to hear someone say that outreach has been sincere and it hasn't been begrudging. it should be standard course but it's good to hear that from the president-elect. how much outreach have you seen from the department of health and human services and the white house coronavirus task force so far? how would you describe it? >> the transition team and advisory board are starting discussions with members of the current administration, as president-elect biden has said, these outreaches have been sincere. i think, frankly, career bureaucrat scientists and other public health officials really just want to see a smooth transition. really just want to see us all come together and fight this common threat together. so they're invested in seeing this go through smoothly. >> what details do you still want and need? obviously, this is the very beginning of what will be in depth conversations but wha

celine gounder, who sits on the advisory board for biden's coronavirus team, said this week that she does predict biden will take the recommendation of the cdc when they sit down this week and she sees, you know, the people you would expect being prioritized for this vaccine. elderly people, health care workers, people with pre-existing conditions that would make them more susceptible to severe virus. so this is what we can probably expect to see from biden moving forward. one of the keys for the biden team, she said also, is that they don't want to politicize this process, and so when it comes to biden's response to the cdc's recommendation, it's also about sending a message that he's going to follow the lead of experts and turn down the temperature on what has become a politicized pandemic. so the biden team thick in the planning for their response to the coronavirus pandemic as part of their transition. this will be a big signal this week of how he intends to move forward with his response. amara. >> we'll be watching closely. rebecca buck, appreciate you. thank you for that. >>>

coronavirus task force that they will be relying on, and all sort of names we know, zeke emanuel, celine gounder these doctors, what will change as a result of that? >> well, you're going to see leadership that starts with science and then ends with public policy, and allows the transition in the administration to take the politics from there. this science and evidence-based leadership is what we have been missing since the beginning of the pandemic. unfortunately the trump administration has asked what is politically ideal for donald trump, and then tried to maneuver and massage the science to match that. having scientists who are credible, who are thoughtful, leaders in their field who will not, in any way, take the science and try and massage it into a message but take that science and ask what it tells us about what we ought to be doing in our public policy. that's what we have needed since the beginning, and i think this is a reset button, if you will, and the opportunity to watch as over the next 71 days, the biden transition puts together a real plan that they can execute on day one, the
