better than center city. during the first couple of hours of the storm, say 1:00 to 3:00 things were moving but it was slow. once the darkness fell, though, things really bogged down out here in the western suburbs. snowplows are out but given the rush hour traffic, they can't cover ground very quickly. plow drivers also hemmed in by congestion. at about 4:15 our goal was to take 202 north from westtown township about 15 miles to king of prussia but after a half hour of stop and go creeping we had only gone about four and a half miles. clearly road conditions deteriorated from just a few hours before when we traveled from king of prussia in about 45 minutes. here in west chester borough, drivers told us similar tales of slow, slow going. >> took me almost -- almost two hours to get to west chester from media. >> reporter: and that's -- what would it normally take you. >> i would say that's triple the time. >> i mean it's been really slippery and sliding. i'm just -- i came from over there. the conditions just

matt delucia joins us live in center city. the family of one of the victims is talking about this. tell us more. >> reporter: they're heartbroken by what happened here. we're along 13th street by pine. this is where the accident happened. they want the roads to be safer for bicyclists. you see the bike lanes throughout the city here. but this one victim was here friday morning, near pine street. she was hit by a truck. 24-year-old becca redford has a broken leg, cracked ribs, and bruised lungs. she did have surgery yesterday. another is scheduled for tomorrow. it is not the first time something like this has happened. a few weeks ago, a few blocks away from where we are, 11th and spruce, 24-year-old emily fredericks died after being hit by a garbage truck while riding her bike. now the city has re-striped lanes and has announced more safety measures. these accidents have riders and their families demanding that more be done. >> just tough to see her laying there helpless. she's -- it's going to be months of not walking. non-weight-bearing recovery before she can even think about re
